STOP TVA in CHEATHAM COUNTY

OVERVIEW

The Tennessee Valley Authority (TVA) plans to build a 900-megawatt methane gas plant in the heart of Cheatham County, TN, which will force thousands of taxpayers to lose their homes and farms . The Cheatham County Commission and municipalities have filed proclamations against the project. TVA is the 4th largest landowner in the state of Tennessee with 293,000 acres. The fed- eral agency is $20 billion in debt and has poured millions of dollars into construction sites that it has abandoned. “The United States of America” very quietly purchased more land in Cheatham on behalf of TVA in 2020 — 286 acres of pristine farm and wooded property on Lockertsville Rd. in Ashland City, TN, on which TVA plans to build an industrial project — from scratch, with no infrastructure. Though TVA stated in a first public meeting in June of 2023, that it was mandated to provide alternative sites as part of the discovery process, the federal agency now declines to consider any alternate properties .

NO BENEFIT TO CHEATHAM COUNTY • TVA stated in 2023 that Cheatham County will receive NO electricity services from the proposed plant. In subsequent changes, they have added a “small substation” to get around the first argument. • Residents have already received an INCREASE of just less than 10% on electricity bills to pay for this project — that has not yet been approved. • Property values have plummeted . Many have listed their homes for sale but potential buyers are not interested in purchasing prop- erty next to a (proposed) methane gas plant. • The TVA property sits on top of the Syca- more Creek , which is the water supply for Pleasant View, TN, population 5,692, and portions of residents in Ashland City. In the event of water contamination, thousands would be without water. • The entire area is a destination for outdoor recreation : hiking, camping, fishing, boating. Outdoor activities, and business transactions associated with them, would come to a complete halt.

Fall 2019

The Tennessee Valley Authority (TVA) sent a contractor to complete an “historical survey” of property surrounding 286 acres for sale on Lockertsville Rd. Many property owners refused to speak to the man because he would not provide the name of the company he represented. When pushed, he stated that he worked for the Tennessee Valley Authority (TVA) as a contractor and provided the name and number of TVA project manager Robert Kulisek to call for more information. Kulisek would not return phone calls or emails when contacted over a several-week period. Cheatham County Economic Development Director Jerome Terrell was asked to provide any information available concerning the potential sale of the property to the TVA. Terrell did confirm that Robert Kulisek worked for TVA in their “Major Projects” area. Terrell stated in emails that TVA would receive a 6-month option to purchase the land as they were looking at two other properties and that the Lockertsville property “may not be selected” for purchase.

September 2, 2020 “The United States of America” purchased the 286 acres on Lockertsville Rd. on behalf of TVA for an undisclosed total sum. (A FOIA request was made by Fox17 Nashville in the fall of 2023, but the request for the purchase price has been ignored to date.) The original listing price of the property was $1.4 million. The deed states the property sold “FOR AND IN CONSIDERATION of the sum of TEN AND NO/100 DOLLARS ($10), cash in hand paid, and other good and valuable consideration . . . “ The Cheatham County Register of Deeds confirmed “federal government agencies are not forced to disclose the price paid for property” within paperwork filed with the Cheatham County Register of Deeds.

RESIDENTS SPEAK OUT

TVA IS NOT WELCOME in CHEATHAM COUNTY

TVA will destroy the heart of an historical Tennessee county.

“This land is ideal for homeowners, farmers, and wildlife -- NOT a TVA plant.

Nashville needs it? Take it to Nashville.” — Paul Binkley, farmer 2024 Tractor Parade Opposing TVA

“I had a friend contact me about it . . . I didn’t know anything about it. The main thing is our drinking water. Our main inlet for water for Pleasant View is just below the [TVA] property. I just feel like that is a detriment to our drinking water. The Sycamore Creek is vital to Pleasant View, and without that, there’s no other creeks around here that could supply the water that needs to be supplied to the citizens.” — Pleasant View Mayor Bill Anderson

TVA is a federal agency. The will of the taxpayers should not be ignored.

TVA OWNS EXISTING SITES NOT IN USE

RESIDENTS SPEAK OUT

“You think you own something. But you don’t own nothin.’”

— Mrs. Sue Nicholson, landowner October 8 2024, as TVA employees and TVA police officers swarmed her property to take soil samples and map routes for towers and lines.

“There’s no way on earth the county would let someone put something like that here, and because they are TVA, they feel they can do it and just push us aside. Tonight the voice was very loud. We’re not going to be pushed aside that easily.“ — Cheatham County Mayor Kerry McCarver February 13, 2024 TVA Informational Briefing for Residents

RESIDENTS SPEAK OUT

I’m concerned about the number of people and the thousands of acres of land that are going to be impacted by this project . . . I believe they’re being intentionally deceptive. What they’re not saying is that they’re also going to dig up people’s yards and farms and forest land. There are industrialized parts of Davidson County [Nashville] that would be suitable for this project. It destroys the tranquility of what is a rural county. I’ve been to all the meetings; TVA has done everything they could to not be transparent. — Charles DeMott, farmer

I don’t understand why you picked this spot considering you have this school [Cheatham County Middle School] and a high school, which are tornado shel- ters and [used for] evacuations. What if you have a methane gas leak? What’s going to happen to the children that are in these buildings at the time? — Virginia Gaylord, new resident

TVA IS A BLOATED, OUT-OF-CONTROL GOVERNMENT AGENCY THAT NEEDS OVERSIGHT.

“In 2020, TVA came, and instead of going out and buying a piece of industrial real estate, they came here while we were all locked up with COVID and bought a 286-acre farm that was zoned to protect farming and protect water quality for our drinking water . . . with the intention of build- ing a power plant, even though they told us at the time, they had no intention of doing that.” — Mike Wanchick, farmer 2024 Tractor Parade Opposing TVA

“Why is there not a site closer to the industrial park? Why are you [TVA] putting it here? If West Nashville is going to get the benefit of all of this, why not search up there?” — Phillip Maxey, resident Speaking to the Cheatham County Commission

Songwriter Jonathan Singleton and family look over proposed transmission-lines map with a TVA employee. Towers and lines will run through the Singleton’s property.

March 3, 20240 - TVA Held an Open House for residents to preview the “Middle Tennessee Generation and Transmission Capacity Expansion Proposed Project”

A TVA power plant does not belong in Cheatham County. SAVE OUR HOMES. SAVE OUR FARMS. THIS IS ABOUT DESTRUCTION. THIS IS NOT ABOUT PROGRESS. TVA is already the 4th largest landowner in Tennessee! A PLEA TO THE FEDERAL GOVERNMENT:

LOCKERTSVILLE RD.

WHICH SCENIC VIEW WOULD YOU PREFER? WHICH NEIGHBOR WOULD YOU WANT NEXT DOOR?

TVA: Take your methane-gas plant to an industrial area.
