Software Developers - update to RTI and DPS techpacks 26 January 2017

HMRC’s Software Developers Support Team (SDST) has provided an update about some changes they will be making as a result of new Scottish Income Tax Powers for the 2017-18 tax year.

SDST provided an update in December regarding new Scottish Income Tax Powers for the 2017/18 tax year . Further to this, the Team has provided the following information:

The technical specifications for RTI submissions to HMRC and for retrieval of coding notices from the Data Provisioning Service (DPS) have both been updated to allow for a wider range of D-prefix codes in the tax code data item. SDST is not aware of any plans at present to introduce further D-prefix codes in this data item other than the present D0 and D1.This specification update, however, brings the submission/retrieval specifications in line with the tax calculation document “Specification for PAYE tax table routine”, which already allows for higher D codes. Software which incorporates these new specifications would then be ready to support the submission and retrieval of these codes, should they be introduced in future.

SDST current plans are that test services will support these new specifications from the dates shown below:

13 February: 20 February:

TPVS test service for Internet submissions; Outgoing XML Generator tool for DPS

Local Test Service (LTS) for Internet submissions.

Government Gateway Transition and Transformation 31 January 2017

HMRC’s SDST have issued an updated brief for software developers on the forthcoming changes to the Government Gateway.

Further to our news item on 21 October2016, HMRC’s Software Developers Support Team (SDST) have issued an updated presentation for software developers. It details changes to the current Government Gateway service over the next two years, the impacts on software developers and the actions required.

Payrolling Benefits in Kind: Car data guidance 1 February 2017

Reporting of car data on the Full Payment Submission will be voluntary for tax year 2017-18 and mandatory from April 2018. Guidance for software developers is now available.

Issue 63 of the Employer Bulletin confirmed that reporting of car data on the Full Payment Submission will be voluntary for tax year 2017-18 and mandatory from April 2018.

HMRC’s Software Developers Support Team (SDST) has provided guidance for software developers on reporting car data - Payrolling BiKs: Software Developers car data guidance V1 .

Guidance will be provided for employers on GOV.UK in the coming weeks.
