coordinate the relationship between University Departments/Schools and externally appointed project delivery partners ensuring successful delivery to agreed quality, financial and pro - gramme criteria; • Manage key external relationships including local and statutory authorities, landlords and suppliers, as delegated; • Procure, appoint and manage internal and external project delivery teams; proactively man- age project teams to successfully deliver projects; • Ensure that the appropriate control, governance, assurance and reporting processes are in place for the life-cycle of delegated projects. • Identify, manage and mitigate all risks – budgetary/financial, contractual, safety, programme, impact and quality; taking effective, timely remedial action as required; • Ensure that delegated construction projects are delivered to a high standard of environmen- tal sustainability, balanced against the social and economic sustainability aspirations of the University. • Ensure that comprehensive post project evaluations are carried out and that lessons learned are used to inform and develop project delivery process; • Proactively support the development of department wide information management strategies and oversee their implementation. • Line management responsibility for the Project Management team whilst providing an over- sight to the work of space and information management team and, as deputy to the Associate Director of Estates ( Development ), the wider team in his/her absence. Contacts: The post holder will have wide-ranging contacts across the University and externally, acting as a senior ambassador for the institution with government, local authority and senior external educa- tion and professional bodies. Context: There is currently a very high dependence on external project/programme management profes- sionals, which this post will largely replace, providing improved planning, control and coordination of the capital programme and individual projects to ensure that they are aligned to LMU strategy and business needs and meet client department expectations. The post will instil a culture of ownership and accountability throughout the internal project team, building on a detailed under- standing of LMU stakeholders’ needs. The post-holder will embed a “cradle to grave” project management approach which delivers best value projects meeting cost, time, quality and safety criteria. There is a need to develop space management strategies and policies to optimise the allocation, utilisation and management of space throughout LMU; and to embed space norms/metrics to inform strategic decisions;

Associate Director of Estates (Development) Line Management: Team of internal and seconded Project Management professionals Responsible for: Programme management of capital plan and minor works Grade: PMG3 Job purpose: To lead, manage and coordinate an internal team of project management professionals, in order to : • Deliver the ten year programme of Estates Strategy projects • Maintain and report on the programme’s capital cash flow projections • Manage and update the capital projects master plan as the University’s needs evolve • Provide regular, accurate and consistent financial and progress project reporting. • Guide, support and lead the team of PMs to establish and achieve agreed project aims • Act as PM on projects assigned by the Associate Director of Estates (development) • Support and deputise for the Associate Director of Estates (development) in leading: the strategic development and effective utilisation of the University’s estate including master planning, capital programme/project delivery, space strategy/management and property management. • the management and delivery of a programme of new-build, redevelopment and refur- bishment projects across the university’s diverse estate portfolio including academic and research facilities, social space, commercial hospitality space, sport facilities and student accommodation. • Financial reporting- be key point of contact with University’s Finance Department the man- agement, development and implementation of space management strategies and policies to optimise the allocation, utilisation and management of space throughout LMU; Principal Accountabilities: • The management, coordination and delivery of the capital programme, • Manage and direct continuous stakeholder engagement to ensure a detailed understanding and interpretation of existing and projected space and capital programme demands; • Manage collaboratively with a wide range of internal stakeholders and external partners to develop feasibility and scoping documentation; compile business cases and presentations associated with space and programme demands; • Support the work of Space and information management team on the collation, analysis and presentation of key space data contributing to strategic decisions; ensure the accurate and timely submission of reports and annual returns to external agencies; • Manage the department’s programme of projects, allocating internal resources, co-ordinating activities, monitoring and reporting on progress and performance. • Work closely with development partners and external bodies on estate planning issues including master planning, option appraisal and feasibility analysis of development schemes and collaboration with development partners; • Provide programme/project assurance by implementing and maintaining consistent and effective means of monitoring, reporting and assuring that projects are completed in line with safety, cost, time and quality criteria. • Proactively support and assist in the management of Estates capital programme budget, expenditure and forecasting; • Manage delegated projects from inception to completion, taking responsibility for brief de- velopment, design, procurement, construction and handover into occupation; manage and
