Guidelines for Reclassification In accordance with state law, SBCSS Student Services has established criteria by which a student can be changed from the English learner (EL) classification to the Reclassified

as fluent English proficient (R-FEP) classification. Reclassification Criteria for Student Services:

1. Assessment of English Language Proficiency: a. Achieved Summative ELPAC Overall Proficiency Level 4 or ELPAC Summative Alternate (ESALT) Level 3. 2. Basic Skills Assessment: a. SBAC/CAA assessment of English Language Arts (ELA) is at Level 4 or CAA Level 3 For grades not tested by the SBAC/CAA: - Student scored at: Grade level equivalent on the STAR Reading or SANDI Reading equivalent to their grade level and students with their disabilities. Student academic classroom performance is at grade level in reading/language arts as demonstrated by classroom and local assessments (documentation must be placed in students electronic file and be available upon request) b. Local assessments: STAR, SANDI, FAST - Classroom assessments: teacher developed or materials-based assessments that demonstrate consistent mastery of English language development standards. Met IEP language goals for three years in a row. 4. Parent Consultation 3. Teacher Evaluation: a. Reclassification for English Learners in Special Education English learners with disabilities are students who are served under the Individuals with Disabilities Education Act (IDEA). The English Learner status, or classification, for these students, is not permanent. Reclassification is available to English learners with disabilities to provide opportunities to exit this program when appropriate ( see Reclassification). Reclassification of English learners with disabilities, including those with severe cognitive disabilities, are to be provided the same opportunities to be reclassified as students without disabilities. Local IEP teams may determine appropriate measures of ELP and performance in basic skills. Minimum levels of proficiency on these measures must be equivalent to an English proficient peer with similar disabilities, per local reclassification policies based on the four criteria in state law (EC Section 313[f]).
