Section VI: Post-Reclassification Process
State law requires that LEAs monitor all reclassified pupils for a minimum of four years to ensure correct classification, placement, and additional academic support if needed.
Through data analysis, the district will initiate the monitoring process in the fall and create a progress monitoring form that includes student information and assessment data in ELLevation. The monitoring criteria are similar to the reclassification criteria, except for ELPAC. Once reclassified, R-FEP students no longer take the ELPAC. Sites must review and analyze state and district assessment data to monitor student progress. Teachers provide input and evidence of appropriate interventions, if needed, a nd file the correct form in the student’s EL folder within the cumulative file. The district will use the progress monitoring form to monitor the academic progress of all reclassified students. R-FEP students who have not scored proficient on an empirically established range of performance tasks such as state standards assessments or district benchmark assessments will continue to be monitored and provided with interventions as needed. A parent-teacher conference is recommended for reclassified students who are not meeting benchmark standards. An Action Plan form is completed at the parent teacher meeting to indicate the type of interventions that the teacher and administration will provide. RFEP Monitoring All students that have been reclassified from EL to RFEP will be monitored twice a year. Monitoring will be conducted using ELLevation for a minimum of four (4) years following reclassification. Through Ellevation, teachers will monitor their current English Learners in the four domains of the ELPAC exam providing data to be used for potential reclassification. Teachers will also use Ellevation to monitor the support provided to RFEP students for four years post reclassification. RFEP students will be monitored in the areas of reading, writing, listening, and speaking. This will also serve as the tool used to ensure that English learners were not prematurely exited from the EL program, that students are meaningfully participating in the standard instructional program comparable to their English-only peers, and to support any academic deficit they incurred as a result of learning English.
