English Learner Advisory Committee (ELAC) San Bernardino County Superintendent of Schools encourages active participation from parents and family members of students. Regular communication between parents/guardians and schools is an important component. It is recognized that when twenty-one (21) or more students at a school site are determined to be English Learners, formation of an English Learner Advisory Committee (ELAC) will occur. ELAC meetings will be held in accordance with the Brown Act and meetings will be open to the public. Parents of English Learners will be elected by the EL parent population to represent the interest of EL students to the School Site Council and other school advisory committees. District English Learner Advisory Committee (DELAC) An LEA with 51 or more English learners must have a functioning DELAC or a subcommittee of an existing district committee in which at least 51 percent of the members are parents (not employed by the district) of English learners. In order to include authentic parental voice and parental involvement at the district level, Student Services conducts DELAC meetings throughout the school year that meet the legal requirements outlined policy and requirements by the CDE. DELAC advises the school district governing board on the development of the district’s Guide for Educating English Learners for educational programs and services for English learners. Notices for these meetings are distributed to school sites and DELAC members 72 hours prior to the scheduled meeting date. Additionally, the agenda is posted on the Student Services Family Empowerment website, and parents signed up to receive notices through parent portal with updated contact information provided to their school site locations receive texts, automated phone calls and emails. Parental Notices Annual notifications are provided to parents or legal guardians to inform them of the types of language and language acquisition programs at the beginning of each school year. Parental notice will be provided to parents or legal guardians upon registration for students enrolling after the beginning of the school year ( EC section 48980 and 48981 ). SBCSS Student Services will ensure that all notices and other communication will be provided in English and translated in the parents’ primary language ( EC section 48985) . DELAC Records The Student Services Central office will maintain records in English and Spanish of all meetings that include notifications, agendas, minutes, sign-in sheets, and training materials.
