Description of Programs
San Bernardino County Superintendent of Schools uses a number of program models to serve students who are Limited English Proficient (LEP), referred to as an English Learner (EL). To ensure equitable practices for all students, English learners must be provided meaningful access to a full standards-based and relevant curriculum through core subject areas, resources, and materials. English learners’ learning experiences integrate academic language to support a rich vocabulary and literacy exposure and experience. Furthermore, a comprehensive ELD Program consists of two parts: Designated ELD and Integrated ELD. ELs at all English proficiency levels and all ages require both Integrated ELD and specialized attention to their particular language learning needs, or Designated ELD. (ELA/ELD Framework for California Public Schools, CDE, 2015 Ch 2. P. 119) ELs language needs can be addressed by all MTSS tiers. Effective Instruction for English Learners Principle #2 of the California English Learner Roadmap states that, “English Learners engage in intellectually rich, developmentally appropriate learning experiences that foster high levels of English proficiency.” Principle 2 highlight the importance of a n integrated language, literacy and content. (California English Learner Roadmap, CDE, 2018, P.14) Standards-Based Instruction: CA CCSS ELA/ELD To ensure the success of our English learners, we must give them access to standards- based instruction in all subject areas and grade levels. When we provide English learners access to the standards, we expose them to the academic language that we expect them to learn and master in preparation for college and career and the 21 st Century workforce. The California Common Core State Standards explain what “students should know and be able to do in each subject and grade level” (CA Framework). Teachers must provide all English learners access to high-quality instruction and learning. The CA Frameworks include excellent and detailed tools and resources to support planning instruction that help all students. These documents include specific tools for supporting English learners to learn English as a second language using Integrated and Designated ELD. Teaching and Learning: Federal Compliance Items As part of the core program provided through general funds, each English learner must receive a program of English language acquisition to develop proficiency in English as rapidly and effectively as possible. (Other funding sources may be used to supplement the core program). Academic instruction for ELs must be designed and implemented to ensure that English learners meet the district’s content and performance standards for their respective grade levels within a reasonable amount of time.
