Immersion (SEI).
ELD teaches students English listening, speaking, reading, and writing. SDAIE provides grade level academic instruction which primarily gives students access to the core curriculum, and in addition teaches English vocabulary and reinforces English structures. Primary language support may also be provided by a Bilingual Instructional Assistant to provide access to the core curriculum.
SEI Program Requirements
• Teachers are sought who are appropriately certified, CLAD, BCLAD, Hughes SB 1969/395, or in training for these credentials. • Parents are informed of the placement of their children in an SEI Program and are notified of the opportunity to apply for a Parental Exception Waiver. • Core instruction in Language Arts, Math, Science, and Social Science is taught “overwhelmingly” in English using primary language support and SDAIE strategies. • Primary language materials may be used in all subjects. • ELD instruction is provided. • All students participate in activities which promote a positive self-image and cross-cultural understanding. • Both core and supplemental materials may be used. • After participating for one year in this program, students will be placed in the English Language Mainstream Program unless the teacher/administrator recommends that they continue, and the parent agrees. Placement of EL Students San Bernardino County Superintendent of Schools classrooms are located throughout the county serving students within alternative education or special education settings. The alternative education classrooms consist of students who have been expelled for behavior or referred to SBCSS for attendance concerns. Other students may be placed in a county program by the Probation Department. Most of the classrooms are self- contained classes on a cluster site. However, some are located in remote locations on stand-alone sites. The special education classrooms consist of students who have been referred to the county program due to IEP determination based on their disability. Classes are conducted on district campuses but operated by SBCSS.
All placements of ELs will be based upon provisions sited in CA Ed. Code Section 300 that states “all children in California public schools shall be taught English as rapidly and
