Section IX: Staffing and Professional Development Teacher Authorization Requirements San Bernardino County Superintendent of Schools is committed to hiring qualified teachers for English Learners (ELs). All teachers are required to have at least one of the following authorizations for the teaching of English Language Development: • Supplementary Authorization in English as a Second Language (ESL) or introductory ESL • Language Development Specialist (LDS) Certificate • Cross-cultural, Language and Academic Development (CLAD) Certificate • Multiple or Single Subject Credential with a CLAD Emphasis • Bilingual Certificate of Competence (BCC) • Bilingual Cross-cultural, Language and Academic Development (BCLAD) Certificate • Multiple or Single Subject Credential with either a Bilingual Cross-cultural Emphasis or a BCLAD Emphasis • Hughes (SB 1969/395) Certificate of Completion, for ELD or ELD/SDAIE, limited to self-contained classroom (SB 1969/395 certification does not authorize secondary school ELD instruction, unless the same teacher provides instruction to the same students for 3 (three) or more periods per day) • Any teacher who is currently documented as being in training for CLAD, BCLAD, or Hughes (SB 1969/395) certification for ELD or ELD/SDAIE Under current law, certificated teachers can continue to earn CLAD Certificates by (a) passing the CTEL examination or (b) completing CTEL coursework at accredited colleges and universities. They can continue to earn BCLAD certificates by passing the CSET-LOTE (languages Other Than English) examinations. Professional Development San Bernardino County Superintendent of Schools is committed to providing high- quality professional development to all teachers, administrators, and para- educators to improve the instruction and assessment of English learners. All professional development is of sufficient intensity and duration to have a positive and lasting impact on the teacher’s performance in the classroom. Training is focused on the implementation of adopted programs as well as the integration with the adopted language arts programs and English Language Development standards. Additional training opportunities, coaching, and feedback for Para-educators, teachers and administrators are available with the focus on:
