Section X: Funding

Funding for English Learners San Bernardino County Superintendent of Schools utilizes LCFF/LCAP funds to provide English learners access to the core curriculum, including English Language development and additional EL opportunities. To supplement the LCFF/LCAP resources and to provide additional supplemental services to English language learners, Federal Title I and Title III funding is utilized. General and Categorical Funding Adequate general fund resources give English learners access to core programs, including Designated and Integrated ELD. The provision of such services is not contingent upon the receipt of state or federal categorical funds. Funds provided by Title III for limited-English proficient (LEP) students supplement but do not supplant, general funds, or other categorical resources. Consistent with Education Code and relevant state and federal directives, the district utilizes its general fund, Title I, Title III, and Title III Immigrant funds, to provide English learners in all programs with the materials and resources necessary to become proficient in the English language. Additionally, these funds and programs support ELs to be academically successful. Title I funds are used at Title I school sites to enrich educational services for English learners. Title III funds are used to supplement learning opportunities for English learners and do not supplant existing school site resources. Expenditures are authorized by the local site advisory councils with recommendations from the English Learner Advisory Councils and are consistent with school plans. Expenditures are determined by staff and parent advisory groups based upon achievement data and identified needs. Federal Compliance Items The LEA must use carryover funds only to supplement, not supplant, federal, state, and local public funds. LEAs with carryover must utilize no less than 85 percent of those apportionments at school sites for direct services to students. The LEA must use Title III funds only to supplement, not supplant, other federal, state, and local public funds. The use of Title III funds must meet these requirements: 1. The LEA utilizes no less than 98 percent of Title III apportionments on direct services to English learners. It may not use more than two percent of such funds for the cost of administering this program. 2. The LEA assesses for reasonable Title III LEP and Immigrant alignment with the federal supplement, not supplant requirement. Title III funds are not for translation state requirements. Monitoring and Evaluation State Accountability System California's new school accountability system provides a more complete picture of how schools are meeting the needs of all students.
