The UK Government’s Social Value Framework provides an important policy foundation for IN4 Group’s partnerships across the public, private and voluntary sectors, ensuring programme delivery contributes to wider economic and social outcomes as well as skills development.

During the 2025–26 delivery period, PPN 001 and PPN 002 formed the primary policy context. PPN 001 focused on increasing fair access to public procurement opportunities for SMEs and VCSE organisations, while PPN 002 aligned procurement activity with the Government’s broader social value missions, including driving economic growth and breaking down barriers to opportunity. As this evaluation was being finalised, the Government introduced PPN 026 as its updated Social Value Model. Rather than assessing delivery against a policy that was not

in force for the reporting period, this report uses PPN 026 as a forward-looking framework to review the existing evidence base, identify areas for development, and inform the future design, delivery and measurement of IN4 Group’s social value programmes. This approach enables the report to demonstrate current alignment with government policy while also preparing IN4 Group for future procurement and reporting requirements under the evolving Social Value Model.
