E1.01 Environmentally Sustainable Design (ESD)
Green Star requirements:
Section Summary
The Development must be certified at a minimum 5 Star rating, using the Green Star Design and As-built tool, available from the Green Building Council of Australia (GBCA). This requirement applies to all building elements within the scope of works that are eligible to be rated under the tool. This includes all residential buildings and any other community or commercial components. This requirement may exclude aspects that are only able to be certified under a Green Star Communities tool. A Green Star Communities rating is not a mandated require- ment. However, ESD enhancements may include a rating or adoption of individual elements from the tool. Consultants will be responsible for managing and achieving the Green Star rating, including liaison with the GBCA and payment of fees related to registration, certification and CIRs. Consultants should contact the GBCA and clarify the certification options.
HCA aims to deliver sustainable and high-quality developments that contribute to health and wellbeing of our residents, the longevity of housing stock and minimising the cost of living for residents. ESD objectives will be at the core of the planning, design, and development for the buildings but also any associated precincts. Developments should seek to capitalise on the scale of any development to reduce the ecological footprint of development while creating inclusive, well connected, and healthy places to live. HCA aims to demonstrate leadership in the sustainability space with the commitment minimising greenhouse gas emissions and support and promote renewable energy initiatives to be carbon neutral by 2030.
The ESD requirements are:
The required Green Star certifications can be achieved on the basis of one, or a combination, of the following methods:

NatHERS rating requirement of 7 stars per site with no dwelling achieving less than 6 stars (refer NatHERS requirements section below for further detail). Green Star rating requirement of 5 stars (refer Green Star requirements section below for further detail). Specific mandated Green Star credit requirements for Social Housing Dwellings ESD enhancements (encouraged in addition to above requirements).
Design and As-Built certification of each individual building: This option would involve individual Green Star certifications for each building, even where multiple buildings are proposed on a single site. It is noted some sites may be disadvantaged by this method where it is proposed that multiple buildings would share common services. Design and As-Built site based approach: This involves certifying multiple buildings across a single site. It applies where a handful of common features exist across a site, or multiple buildings take advantage of a centralised feature/process, for example, district heating and cooling, site-wide recycled water infrastructure, site wide climate adaptation plan, common Green Star Accredited professional used across the site, and site wide waste management plan. This approach brings eciencies and time saving on delivering Design & As Built certifications across multiple buildings on the site. Design and As-Built Volume Approach: This approach involves certifying a ‘Standard Design’ for multiple buildings and/or sites where this Standard Design is the same for at least 60% of credits being claimed. Individual site-specific (or building specific) elements would be assessed individually for each site for the remaining 40% or fewer credits. The Developments must achieve an ocial Green Star Design Review certification within 6 months of reaching the relevant design milestone. The timing of the As-Built certification must follow in accordance with GBCA timing requirements, be complet- ed prior to expiry of the relevant Defects Liability Period. Electronic copies of all final submission documentation must be provided to HCA.

ESD objectives have been developed to guide:

Selection of specific components to meet the ESD performance require ments (Green Star and NatHERS). Identification of enhancements and innovation opportunities over and above minimum project requirements as outlined in table xx below:

NatHERS requirements:
HCA developments are required to achieve a minimum average NatHERS (Nationwide House Energy Rating Scheme) rating of at least 7 Stars per building, for buildings containing Social Housing, with no individual dwelling achieving less than 6 Stars. NatHERS ratings shall be calculated as an average per building, and not for the package as a whole. i.e. a higher performing building within a larger site with more than one building cannot compensate for a lower performing building in the same development, and each building must individually achieve an average 7 Stars. HCA may require that compliance is being met at key design milestones.
