recommendations to be applied globally in order to identify and make visible racism as a risk factor for atrocity crimes. The case studies and workshop resulted in the publication in May 2024 of an actionable toolkit with real-world examples that details 13 risk factors of racist policies and practices that have led to atrocity crimes, including denialism, impunity and hate speech. The toolkit – which can be used by states, international fora such as the United Nations, as well as civil society at local, national and international levels – also shares policies and protections that help mitigate these risks, and consequently lower the likelihood of crimes occurring. As one example, Brazil has implemented laws mandating education curriculum about Afro-Brazilian history and culture to combat its long legacy of slavery and racism, and the media there has made a great effort to increase representation when raising awareness of these issues.
To further amplify findings and recommendations from the project, GIJTR produced a podcast series, “ The Making of Atrocities: Is Racism a Risk Factor? ” in January 2024. The podcast features project partners as well as a diverse range of survivors, journalists, policy makers, practitioners and other global leaders working across the fields of racial justice, atrocity prevention, peacebuilding and transitional justice, with the goal of raising awareness about the rampant challenge of racism globally and reimagining strategies to promote racial justice and equity in the world.
