CIPP’s education history
The CIPP has been providing payroll and pensions support to individuals and businesses since 1980 when the Association of Pensions and Superannuation Administrators (APSA) was formed. In 1998 APSA merged with the Institute of British Payroll Managers (IBPM), which was formed in 1985, and became the Institute of Payroll and Pensions Management (IPPM). Following research and feedback from members the IPPM became the Institute of Payroll Professionals (IPP) in 2007 and was granted Royal Chartered status in March 2011.
Our qualifications programme was launched in 1991 when just under 500 students enrolled; all research had indicated that we would be fortunate to get 100 so this was a tremendous achievement.
The oldest graduate in those early days was a 63 year old gentleman who said he wanted to show the world that he could do the job.
Since then, the CIPP has been the single largest provider of part-time, professional payroll and pensions education. Our qualifications are accepted as the industry benchmark and, thanks to the support provided to students, the CIPP has an outstandingly high pass rate for blended learning study methods. In order for a qualification to count, it needs validation and legitimacy. In the early days our qualifications were accredited by Edexcel/BTEC, and now we work with Heart of Worcestershire College, the University of Worcester and the University of Derby to provide the only university approved payroll and pensions qualifications in the UK. From around 30 volunteers helping to deliver tutorials and mark papers when we first started, the Chartered Institute now has almost 120 tutors who work tirelessly to deliver a high quality service and qualification. CIPP tutors are all highly experienced practitioners with extensive working knowledge of the profession.
We have come a long way since those early days when we dreamed of creating a recognised qualification for the profession – the Chartered Institute has achieved its aim and there are now more than 20,000 CIPP qualified individuals in the UK, and that number is increasing.

Chief executive’s message to graduands
A sincere welcome to the CIPP Graduation Ceremony 2016 and a heart felt congratulations on your success!
The certificate that you receive today is something to be proud of – make sure you display it somewhere prominent and take the opportunity to explain to colleagues what you went through to gain that achievement. I would like to take a moment to thank all those tutors who helped support you through your course – whether by personal support, presenting tutorials, training advice or by marking your work. I would also like to thank all your families who have helped you through your training and supported you whilst you have studied, they know how much of a commitment that you have made to complete your course. I am sure you will agree their support has been an important factor.
Deciding to follow a professional career is a challenging decision that I know you all appreciate and to elect to pursue a qualification whilst in work is even more challenging. The fact you have all now successfully completed the studies for your chosen qualification and are now about to collect your award, is a tribute to your dedication. You should take great pride in this fantastic achievement. As well as gaining a vast amount of knowledge through your training I hope you have taken the opportunity to build some close friendships through your tutor groups, and now have some new avenues of networking with your fellow students as you jointly shared the experience. Your qualification now gives you the right for full membership of the Chartered Institute of Payroll Professionals, and I hope you elect to remain part of our ever-expanding community. Continuing with your membership will help to maximise your opportunity to meet up with those students at future CIPP events, allow you to maintain your technical skills and to use your designatory CIPP letters after your name. Continuing Professional Development (CPD) is important for evidencing that you have maintained the technical knowledge required to support your skills and that you are maintaining that high level of expertise you gained throughout your studies.

Chair’s message to graduands
I’m delighted to join the CIPP board, management and staff in congratulating you on the brilliant and well-deserved achievement that brings us all here today to celebrate. Every year the number of qualified payroll and pensions professionals grows, and you, today, are joining that specialist group, so a really big round of applause to all of you. I’ve been where some of you are today, in completing the Foundation Degree, and I know that in order to complete such a level of study while continuing with your employment requires a lot of perseverance and commitment. I am sure your families, fellow students and tutors all recognise the hard work and conscientiousness that achieving your qualification has taken and are extremely proud of you today. So what does this qualification mean for you personally? You are now entitled to become a full member of the Chartered Institute of Payroll Professionals and can start to use the distinctive letters after your name in your correspondence and on your CV. The CIPP qualifications are acknowledged and accepted by recruitment companies and employers all across the UK. Those that maintain their CIPP membership, continuously demonstrate that they have not only attained an excellent level of expertise, but that they adhere to high standards and best practice in the roles that they carry out. This then becomes an excellent bargaining tool with either your current or potential new employer.

If you have enjoyed your studies, depending on which qualification you have attained, it might be that you decide to take the next academic step. Alternatively, you can get involved with CIPP in a number of ways. The Payroll Quality Partnership (PQP) and the Payroll Assurance Scheme (PAS) allow you to translate what you have learnt during your studies to an accreditation for your organisation that will raise the profile of your own department within your business and the industry as a whole. Finally, consider taking part in our benchmarking survey, which will allow you to monitor and measure the continuous improvement you have made against payroll industry standards, your peers and other world class organisations. So, back to today - once again, please accept our warmest congratulations; sit back, enjoy your special moment and consider your future; perhaps you’re a future tutor, CIPP consultant, trainer or will continue being a full member and ambassador for the CIPP and the industry; whatever you choose, well done. Congratulations!

Education director’s message to graduands
How time flies by, you have received your final result and we are here today to celebrate your success and to receive the cheers and applause from your fellow students, friends, family, supporters and colleagues. We would take this opportunity to offer you our sincere congratulations on your success. The award you have received today is an indication of your personal and professional success. The CIPP is proud to have helped you towards this achievement – and help you for the future. Of course the success you have achieved would not be possible without the dedicated support of your tutors who, as well as facilitating your learning journey, have shared their industry experience to enable you to succeed. Graduands, you are here in your own right as a qualified payroll or pensions professional, which proves that you have attained a professional standard of skills and knowledge. We are well aware that it was not easy for many of you and you have spent many hours poring over your material and completing the research required to complete your assignments – but if it had been easy would you now value your success? As always it is the challenge that makes success valuable. Are you able to recall the feelings you had at the beginning of your studies? How confident were you about what you were undertaking? How difficult was it for you to walk through the door to attend that first module review/contact day or indeed your first tutorial session? As you look back on your experiences, as you progressed through your studies you became better equipped for the challenges ahead.
Remember this is just the start – it is the beginning of a new phase in your professional career and not necessarily the end of your learning journey. Our profession has always demanded up-to-date technical knowledge and awareness of things to come, make sure you maintain your knowledge and skills, remember to complete your CPD and stay involved with the CIPP as an active member in order to have access to its network facilities, maybe even turn your hand to tutoring and pass on your experiences and help to develop others to reach their goal! Don’t forget that learning is a life long experience; it doesn’t have to stop here. If you are wondering what to do next you could consider taking things a step further by embarking on the BA (Hons) top up in Applied Business and Management or the dizzy heights of the Master of Science in Business and Reward Management.
