Purpose: SERC staff will present on impactful ERO and SERC updates, current topics, and emerging operational, security, and compliance initiatives. The primary topics will be focused on recent or upcoming programmatic changes that will impact our external stakeholders. This event will focus on the SERC Regional Risk process and how it impacts SERC’s primary CMEP programs. Target Audience: Operations, transmission, generation, security, compliance, and training staff of registered entities within the SERC Region responsible for protecting the reliability and security of the Bulk Power System. Specifically, this content is targeted to SERC members, liaisons, committee representatives, compliance contacts, or other individuals that need to be familiar with NERC Standards, SERC programs, and changes impacting SERC registered entities. WebEx begins at 2:00 p.m. (Eastern) The agenda allows time for Q&A after each presentation. Therefore, times listed are approximate and may vary.

Speaker Biographies
Marty Sas - SERC Marty Sas has been working in the Bulk Electric System industry for the last 20 years, with the past 3 years at SERC Reliability Corporation. The primary focus of his role is to be the liaison to the Reliability Risk Working Group (RRWG), Reliability Coordinator Working Group (RCWG), and System Operator Working Group (SOWG), along with assisting the RAPA and other departments at SERC in the coordination and assessment of the bulk power system to assure effective and efficient reduction of risks to the reliability and security of the Bulk Electric System. Before SERC, Marty spent 13 years at MISO, with 5 of those years as the Senior Manager of South Reliability Coordination and Engineering. The primary focus of his role was to supervise staff in maintaining reliable operations of MISO’s southern system through managing the balance of power, constraints, and market operations. Marty began his career at MISO as Reliability Coordinator for the East Region and then moved to the South Region as the Lead Reliability Coordinator to assist in establishing the MISO South Region. Before MISO, Marty spent 4 years at PJM in their west control room as a Power and Generation Dispatcher. Marty has been in the utility industry since 1994 and has held several positions with a Utility Line Construction Company ranging from a Construction Manager to a Field Engineer. Marty currently holds his NERC RC certification and has a Bachelor of Science Degree in Physics from the Clarion University of Pennsylvania. Bill Peterson - SERC Bill Peterson is the Senior Manager, Outreach and Training with SERC Reliability Corporation. Bill has contributed over 20 years to the information technology profession, with 17 years dedicated to securing the bulk power system. He started working with CIP security in 2007 and has helped numerous organizations strengthen their security posture over the years. Previously, Mr. Peterson was the Manager, IT and Assistance, Program Manager, Cyber Security in the Technical Resources department, and a Senior CIP Engineer in the Compliance group. Prior to joining SERC, he worked in security roles for Duke Energy and the New York Power Authority. Mr. Peterson has a Master’s in Business Administration with a concentration on Information Technology Management from the State University of New York at Utica/Rome. Mr. Peterson has a Bachelor’s of Science degree with a dual major in Computer Engineering and Electrical Engineering Technology from the State University of New York at Utica/Rome. Bill holds Certified Information Security Manager (CISM), a Certified Information Systems Security Professional (CISSP), and Certified Risk and Information Systems Control (CRISC) certifications and a Leadership Certificate from Cornell University.

Todd Curl - SERC Todd is currently responsible for managing Risk Awareness & Oversight, which includes the CMEP functions of Inherent Risk Assessments and Compliance Oversight Plans. Previously, Todd served as Senior Manager, Compliance Monitoring (over both Operations & Planning and Critical InfrastructureProtection) and as the Manager of Compliance Programs, which included Registration & Certification, Compliance Investigations, and Compliance Outreach. Todd joined SERC as an O&P Compliance Auditor in 2010, with about 29 years in the electric utility industry. Before joining SERC, Todd was a Senior System Operator at Southern Company’s Power Coordination Center. Primary responsibilities included providing real-time monitoring and control decisions and direction for the 24/7 operation of the Southern Company bulk power system balancing area. He also was responsible for various aspects of reliably operating the bulk power system in a coordinated manner with the four Operating Company transmission control centers, generation operations, and neighboring utilities. He worked with a team of NERC-certified operators balancing generation with load, keeping the transmission system reliable, and ensuring correct interchange power flows with neighbors. Todd also spent 10 years on Southern Company’s energy trading floor as an Energy Coordinator, providing economic evaluation and negotiation of next-hour power sales and purchases, and arranging the scheduling of transactions in a real-time 24/7 operation. Todd also spent 17 years with Georgia Power Company as a Transmission Operator and a Substation Maintenance electrician. Todd has a Bachelor of Science degree in Business Administration, and an Executive Certificate in Organizational Leadership from the University of Notre Dame. Todd is also a NERC Certified System Operator with the Reliability Coordinator certification since 1999. Todd has also completed NERC Audit/Certification Team Leader training, and Compliance Investigations training. Ted Franks - SERC As Director of Reliability Assurance, Mr. Franks is responsible for all aspects of SERC’s Compliance Monitoring, Registration, and Certification activities. This includes developing and implementing the strategy and vision for these responsibilities and ensuring that all Reliability Assurance activities are appropriately balanced by risk-based processes and policies. He ensures that proper controls and procedures are in place to drive consistency, professionalism, and effective implementation of organizational strategy. Previously,Ted was theSeniorProgramManageratNorthAmericanTransmissionForum(NATF), where heprimarilyfocusedontheSystemOperationsandOperator TrainingPracticesGroupsandtheirsub-groups.Ted was alsotheManagerofTechnicalResourcesatSERC, where he ledtheSERC TechnicalCommittees,Operator Training, and Member Outreach. Priortohis firstpositionatSERC, Ted spent9years with theFederalEnergy RegulatoryCommission(FERC) where he servedas theDeputyDirectorin theOfficeof Electric Reliability. Prior to FERC, Ted worked at PJM for 10 years in operationsplanningand real-timeoperations. Ted holds a Bachelorof Science degree in Industrial Engineeringanda Master’sof BusinessAdministration,bothfromPennStateUniversity .

Todd Beam - SERC Todd Beam is the Manager, Risk Assessment & Mitigation at SERC Reliability Corporation, a nonprofit corporation responsible for promoting and improving the reliability, adequacy, and critical infrastructure protection of the bulk power system in all or portions of 16 southeastern and central states. Todd works on the Risk Assessment and Mitigation team, which is responsible for conducting entity inherent risk assessments (IRA), internal controls evaluations (ICE), and providing registered entities a single point of contact for all noncompliance issues. Prior to joining SERC in February 2012, Todd was employed by Duke Energy Corporation in Charlotte, NC for 25 years, where he worked in a variety of roles. He spent 4 years in his most recent role as the CIP Compliance Project Manager for BA/TOP and TO with a focus on transmission substations. Prior to that, he spent 7 years as the Supervisor of Routine Work and Outage Restoration and Management.
Jimmy Cline - SERC Jimmy C. Cline is the Managing Counsel at SERC Reliability Corporation. He has 14 years of experience as an attorney, 9 of which have been in the electric power industry. Jimmy joined SERC in January 2018, and his primary role is overseeing the Enforcement department. He came from (the former) Southwest Power Pool Regional Entity (SPP RE) in Little Rock, Arkansas, where he was employed for 8 years as a Senior Compliance Enforcement Attorney. Prior to joining SPP RE, Jimmy practiced law for four years in a Human Resources defense firm where he counseled management on employment law matters. Jimmy’s first attorney position was for former Arkansas Supreme Court Chief Justice Betty Dickey, where he was responsible for drafting her judicial opinions.

Janice Carney - SERC SERC Reliability Corporation Senior Compliance Engineer Janice Carney joined SERC in January 2009 as a Compliance Engineer, and currently serves as a Senior Compliance Engineer. Ms. Carney is responsible for administering the Compliance Monitoring and Enforcement Program. This responsibility includes the determination of Alleged Violations, risk assessments, and the Enforcement staff’s review and acceptance of Mitigation Plans. Prior to joining SERC, Ms. Carney was the Manager, Regulatory Issues for ElectriCities of North Carolina, Inc., a membership organization including public power communities in North Carolina, South Carolina, and Virginia. Before joining ElectriCities in May 2003, Ms. Carney held various positions in her 16-year career with Progress Energy – Carolinas, including power marketer, Manager of Retail Sales, and Major Accounts Manager. Ms. Carney holds a degree in computer engineering from Clemson University.
