(a) A stallion owner award is the award paid to the owner or lessee of a registered Indiana stal- lion whose registered progeny places first, second, or third in any race, except claiming races when entered for a claiming price of less than five thousand dollars ($5,000) or any speed index race, at a licensed pari-mutuel racetrack located in Indiana.
