Project Summary The Toms River Regional Board of Education, staff, and administration pride themselves in making it a priority to provide learning environments that meet both the physical and social-emotional needs of their students while preparing them for success in a highly competitive, technological, and globally- connected society. After extensive discussion, planning, community feedback, and NJDOE review, the TRRS District community voted on and approved a $147M Referendum Program. This extensive bond referendum would repair and restore facilities and grounds to provide safe, affordable, accessible and equitable schools for all students and staff at the District’s eighteen school buildings and five outbuildings across 52 square miles. Colliers Engineering & Design is currently managing the Township’s ongoing Rebuilding Our Schools initiative which is fully-funded by bonding approved through the Referendum. The Program includes capital improvements that address over 2,600,000 square feet of the District’s 23 facilities including 3 high schools, 3 intermediate schools, and 12 elementary schools and grounds. The scope of our work involves comprehensive engineering and construction management services for all building and site-related improvements.

Based on the needs assessment, a wide range of facility improvements included: • Safety & Security Upgrades including Security Vestibules • Americans with Disabilities Act (ADA) Improvements

• HVAC Units, Controls & Electrical Upgrades • Renovation & Upgrades to High-Use Areas • Repair & Repaving of Parking Lot & Driveways • New Roofing • Science Laboratory Renovation & Upgrades • Window Replacements & Security Film • New Exterior & Interior Doors & Flooring • Upgraded Lighting

Recreational projects included: • Re-surfacing of three artificial turf athletic fields with upgraded amenities • Re-development of 13 playgrounds with upgrades to meet all current Safety Standards Our responsibilities included oversight of all design and construction including the generation of overall project schedules and budgets to match the District’s expectations and aggressive deadlines. We developed a contracting strategy to phase the projects to minimize interruption to the school operations. As the projects are awarded, we are responsible for construction management services, including QA/QC, bid document preparation, payment application review, change orders, scheduling, and permits.

The District also addressed a sizable number of projects through an Energy Savings Improvement Program (ESIP), part of the New Jersey Clean Energy Program incentives. Energy audit recommendations included LED lighting; retro-commissioning; improved energy management systems that operate the buildings in the most efficient and comfortable manner; and the replacement of system mechanicals. ESIP is a financing mechanism that allows public entities to pay for capital upgrades with the energy cost savings generated by installing energy conservation measures (ECMs) without any tax increase to the public.

Project Overview Our professionals provided construction management services for a several projects for Bergen County Technical Schools, including: • New Autistic School Complex: New $46 Million educational and administration facility, consisting of instructional rooms and offices for the middle and high schools of the New Bridges Program and the Adult Stepping Stone Program. • District Renovations and Addition: $6 Million, 35,491

gsf project with an addition of a new 13,500 gsf gymnasium, new bathrooms and cafeteria.

Guttenberg School District*| Guttenberg, NJ

Project Overview C onstruction management services were provided for 15,000 SF of renovations and a three-story, 45,000 SF addition to the Anna L. Klein Elementary School. The goal of the project was to alleviate overcrowding in the school while providing recreational/cultural and community uses for the residents. Working together with the Superintendent, Business Administrator, designers, contractors, and the community to develop and implement the community outreach program in order to achieve a successful referendum .
