Biola College Soviet Acts to Spur Inefficient Farms

Thousands of successful Soviet farm managers and crop and animal specialists are being reassigned to backward farms to help raise their output. The reassignment of person­ nel as an additional measure to strengthen the weak agricultural sector of the Soviet economy was an­ nounced by Leonid I Maksimov, Min­ ister of Farm Production and Pro­ curements of the Russian Republic. Mr. Maksimov spoke at a meeting of the Communist party’s Central Com­ mittee called to adopt measures to increase agricultural output through greater use of fertilizers, mechaniza­ tion and irrigation. Peking Tightens Ideological Grip The Chinese Communist party has given its political officials a greater measure of control over the Chinese economy. In a vast program of “ Socialist education,” undertaken throughout the country, Peking is reasserting the doctrine that “ ideol­ ogy is the most important element in production.” However, Western ana­ lysts believe that the Chinese Com­ munists are imposing the doctrine with caution. It was this approach which in 1958 led to the economic debacle of the “ great leap forward.” To recover from the “ leap,” which was an attempt to collectivize and industrialize at breakneck speed, Peking sanctioned a partial return to such capitalistic forms as small pri­ vate plots for farmers and free mar­ kets in the countryside. After 1959, the political commissars were told to pay more heed to the economic ex­ perts. New Law on Magazines Recently the New York Assembly gave public prosecutors a new weap­ on in the perennial campaign against “ girlie” magazines. By a vote of 124 to 20, it approved a bill strengthen­ ing the law that permits district at­ torneys to seek court injunctions to prevent the sale of magazines they regard as indecent. Under the bill the district attorney, prior to seek­ ing such an injunction, could apply for a court order preventing the dis­ tributor of objectionable material from selling or disposing of it, pend­ ing the court ruling on the injunc­ tion.
