n j c C OMMUNICATION B ILL OF R IGHTS All persons, regardless of the extent or severity of their disabilities, have a basic right to affect, through communication, the conditions of their own existence. Beyond this general right, a number of specific communication rights should be ensured in all daily interactions and interventions involving persons who have severe disabilities. COMMUNICATION BILL OF RIGHTS

All people with a disability of any extent or severity have a basic right to affect, through communication, the conditions of their existence. Beyond this general right, a number of specific communication rights should be ensured in all daily interactions and interventions involving persons who have severe disabilities. To participate fully in communication interactions, each person has these fundamental communication rights: 1. The right to interact socially, maintain social closeness, and build relationships 2. The right to request desired objects, actions, events, and people 3. The right to refuse or reject undesired objects, actions, events, or choices 4. The right to express personal preferences and feelings 5. The right to make choices from meaningful alternatives 6. The right to make comments and share opinions 7. The right to ask for and give information, including information about changes in routine and environment 8. The right to be informed about people and events in one’s life 9. The right to access interventions and supports that improve communication 10. The right to have communication acts acknowledged and responded to even when the desired outcome cannot be realized 11. The right to have access to functioning AAC (augmentative and alternative communication) and other AT (assistive technology) services and devices at all times 12. The right to access environmental contexts, interactions, and opportunities that promote participation as full communication partners with other people, including peers 13. The right to be treated with dignity and addressed with respect and courtesy 14. The right to be addressed directly and not be spoken for or talked about in the third person while present 15. The right to have clear, meaningful, and culturally and linguistically appropriate communications

E ACH PERSON HAS THE RIGHT TO

1. The right to request desired objects, actions, events, and persons, and to express personal preferences, or feelings. 2. The right to be offered choices end alternatives. 3. The right to reject or refuse undesired objects, events, or actions, including the right to decline or reject all proffered choices. 4. The right to request, and be given, attention from and interaction with another person. 5. The right to request feedback or information about a state, an object, a person, or an event of interest. 6. The right to active treatment and intervention efforts to enable people with severe disabilities to communicate messages in whatever modes and as effectively and efficiently as their specific abilities will allow. 7. The right to have communication acts acknowledged and responded to, even when the intent of these acts cannot be fulfilled by the responder. 8. The right to have access at all times to any needed augmentative and alternative communication devices and other assistive devices, and to have those devices in good working order. 9. The right to environmental contexts, interactions, and opportunities that expect and encourage persons with disabilities to participate as full communication partners with other people, including peers. 10. The right to be informed about the people, things, and events in one's immediate environment. 11. The right to be communicated with in a manner that recognizes and acknowledges the inherent dignity of the person being addressed, including the right to be part of communication exchanges about individuals that are conducted in his or her presence. 12. The right to be communicated with in ways that are meaningful, understandable, and culturally and linguistically appropriate.

MELISSA STARK is a special education and Ed Tech Model teacher at P94M in New York City’s Depart- ment of Education, which is part of District 75. District 75 serves students with significant disabilities. She is a Microsoft Innovative Educator Fellow and Expert, as well an Ambassador programs such as for Book Creator, Tobii Dynavox, Kahoot! and FlipGrid Student Voice. She is also an Apple Teacher. Melissa has presented at ISTE, Closing the Gap, EdxEdNYC and New York City’s Department of Education Technology Summits focusing on making curriculum more accessible to all. She has also supported staff members on using communication supports in the classroom.
