Analyzing the Impact of Solar Contract Standards on Natural Resources
Conservation and Community Planning Matthew Hurley
As utility-scale solar development expands across agricultural and rural landscapes, solar project standards influence on the management of natural resources has increased. This project examines solar Joint Development Agreement (JDA) standards specifically those related to wildlife, fence type, site layout, soils, and erosion control, and why they are important for protection of natural resources. The analysis demonstrates how these standards shape physical environmental outcomes. Using analysis of JDA language, expert feedback and field observations the project illustrates the importance of solar contract standards and their potential impact on sensitive species and wildlife movement via siting and fencing, how grading and vegetative cover practices influence soil stability and how erosion and stormwater management plans impact soil health and infrastructure.
