FREDERICK CHARLES STANDISH Captain Standish (1823–1883), came to Victoria from England in 1852 after service in the Royal Artillery. He was Victoria’s Chief Commissioner of Police 1858–1880. Criticised by a royal commission late in his career for lacking judgement, and by his biographer as ‘indolent and addicted to the delights of the sideboard’, Standish was devoted to racing. As a Victoria Turf Club committee member, he proposed the concept of the Melbourne Cup. He was a founding member of the Victoria Racing Club in 1864 and was Chairman 1879–1883, initiating a disabled jockeys’ fund.
