S ince its establishment in 1980, UMADAOP Lucas County has stood as a beacon of healing in the community, offering premier Behavioral Healthcare Services. With a resolute dedication to prevention as a necessity rather than an option, UMADAOP Lucas County has been at the forefront of fostering health and wellness for over four decades.

UMADAOP including UMADAOP Lucas County, are rooted in the visionary leadership of former Cincinnati State Representative William L. Mallory, Sr., who established the original seven Ohio UMADAOP organizations, catalyzing empowerment and change within minority communities. Mallory’s legislative impact reshaped Ohio’s social and economic landscape through over 600 pieces of sponsored legislation, notably founding the Urban Minority Alcohol Drug Outreach Program. His commitment to positive transformation extended to urban development projects and rehabilitation initiatives, reflecting a legacy of service that continues through his family’s civic contributions across various fields. Prevention: The Vital Role of Empowering the Future with UMADAOP Lucas County

UMADAOP Lucas County Prevention Strategies UMADAOP Lucas County has a 44-year history, and currently provides a broad range of culturally relevant, evidence-based, collaborated, and customized prevention services for the at-risk youth, adults and families that reside in numerous zip codes throughout Lucas County.

According to the Substance Abuse and Mental Health Services Administration (SAMHSA), prevention education is “delivered prior to the onset of a (mental-health or substance- use) disorder, to prevent or reduce the risk of developing a behavioral health problem, such as underage alcohol use, prescription drug misuse and abuse, and illicit drug use.” UMADAOP Lucas County prevention programs are age appropriate for youth, adults, and families. The organization also provides numerous, population- based prevention programs that are designed to reach the general public. The agency utilizes effective, specialized,

adaptive, and promising programs that have been recommended by SAMHSA’s National Registry of Evidence-based Programs and Practices (NREPP). All UMADAOP Lucas County prevention programs utilize curricula that involve all or some of the six CSAP prevention strategies. The strategies are: information dissemination, education, community-based process, alternatives, environmental, and problem, identification, and referral (PIR).

Prevention programming is also provided to address fetal alcohol spectrum disorders (FASD), opiate-related drug overdoses, suicide education and prevention, trauma, and violence.

PREVENTION PROGRAMS Sound the Alarm: This program was created to help prevent suicide attempts and completions among adults 25 years of age and older. The program works closely with African American churches as a program strategy to help reach the target population.

T he Urban Minority Alcoholism and Drug Abuse Outreach Program of Lucas County (UMADAOP Lucas County) is funded by the Ohio Department of Mental Health and Addiction Services as an organization that provides prevention, outpatient treatment for substance use and mental health disorders, reentry services for returning citizens, recovery support services, and family reunification supports. The following programs are funded by the Ohio Department of Mental Health and Addiction Services and the Mental Health and Recovery Services Board of Lucas County. Opiate and Heroin Initiative: This program provides opiate education and prevention services for all Lucas County residents. The program delivers a wide array of informational and educational services utilizing mass media, literature distribution, and organized campaign events. Safe Neighborhoods Project: This project was created to help enhance school achievement to prevent educational underachievement and violence among youth. This initiative is a targeted population-based, community-level intervention project. It has been implemented to engage youth, parents, and residents that reside in high- risk neighborhoods to become engaged and mobilized to support safety practices and lifestyles to avoid becoming victims and perpetrators of violence.

Think, Act, and Live…One Pill Can Kill: UMADAOP Lucas County serves as the fiduciary and lead agency for the 11 Ohio UMADAOP organizations that have been awarded funding for this initiative. This campaign designs and implements mass media marketing products to help address the opioid overdose crisis in Ohio. Black Youth and Young Adult Suicide: The Choose Life Suicide Prevention Project is funded by Ohio’s Black Youth and Young Adult Suicide Prevention Initiative to help prevent suicide among Black youth and young adults in the state of Ohio. UMADAOP Lucas County serves as the fiduciary organization for this project and has partnered with the Akron, Cleveland, Lorain, and Dayton UMADAOPs to address to provide curriculum-based suicide prevention trainings and information dissemination and educational materials for the project.

The coalition provides educational trainings for congregation members, literature displays, health fairs, symposiums, townhall meetings, youth events, and participation in special campaigns. Fetal Alcohol Spectrum Disorder Program (FASD): UMADAOP Lucas County provides a Fetal Alcohol Spectrum Disorder education and awareness campaign aimed at reducing FASD among expectant mothers in Lucas County. This program provides education and information about the causes, symptoms, diagnosis, treatment, complications, and prevention of FASDs through information dissemination, trainings, social media, health fairs, community forums, and presentations at local health clinics. Ageless and Active Project for Older Adults: This project is an initiative designed to provide weekly activities for older adults. The project offers vital information regarding health, wellness, and mindfulness activities for participants. The activities include weekly luncheons, physical exercise activities, health and wellness presentations, safety seminars, scavenger hunts, fun-filled discussions, and curriculum guided trainings. After School and Summer Youth Academies: The After School and Summer Youth Academies are provided to youth ages 10-15 during the after school and summer vacation periods. These programs are designed as social emotional learning (SEL) activities to help youth develop skills and awareness to manage their emotions, make responsible decisions, and establish and maintain positive relationships. The academies also are geared to help youth to increase their perception of harm regarding the use of alcohol, tobacco, and other drugs. The youth engage in a wide variety of activities that include educational sessions, field trips, recreational activities, and character-building activities. Spread the Love Program: The Spread the Love campaign was created to encourage community members of all ages to help communities to become more peaceful and safer. This campaign promotes a positive message that is aimed toward reducing violence, conflict, rage, and anger-filled

SOAR Women’s Program: UMADAOP Lucas County has provided gender-specific, prevention and outpatient treatment services for women that need treatment for substance use and/or mental health disorders for more than 40 years. The program offers individual and group counseling, case management services, family reunification, and recovery support. The services are provided in person and through telehealth.
