Village of Libertyville POLICE STATION PROJECT

The Libertyville Police Station was built over 50 years ago and no longer meets modern standards for safety, staffing, and service. A modern facility directly supports the well-being of every resident and business in our community. WHY NOW?

Modern police work demands secure, functional, and adaptable spaces that support everything from emergency response to mental health interventions. Aging facilities can no longer accommodate the technology, staffing, and training needs required for effective 21st-century policing.

The Village has been evaluating the construction of a new Police Station since 2021 and the project was added to the Village’s capital improvement plan in 2022. The project under consideration will replace the 1968 police station with a modern law enforcement facility that addresses current and future policing needs to maintain and improve public safety in Libertyville. The Village values its employees and understands that our residents deserve quality service. In order to retain and recruit quality employees the workplace is an important component of day-to-day operations. The current workplace does not provide for the modern amenities that modern police stations provide (such as modern locker facilities, gear storage, body camera charging stations and wellness areas). This investment in our community will provide a workplace that will enhance the customer and employee experience. RECRUITMENT & RETENTION

COMMUNITY IMPACT

Since the existing station was built, regulations, mandates, and functionality of police operations have changed significantly. A modern police station will allow existing staff to do their job effectively and also recruit the quality talent that Libertyville deserves. Neighboring communities compete with us for recruitment and their upgraded facilities gives them an advantage with quality candidates. A new station will aid in recruitment and retention and become an asset the community can be proud of.

NEIGHBORING MUNICIPALITIES

The current police station has undergone renovations, however can no longer be renovated to keep up with modern needs. Neighboring communities have built new stations more recently. These examples include Mundelein in 2002 which was a ground up build, Grayslake in 2007 which was a renovation, Vernon Hills a renovation in 2015 and expected in 2026/27 and Lake Forest who is remodeling an office building to build a new station for $25 million.

NEEDS ASSESSMENT

The existing facility was built in the 1960s with various renovations throughout the decades but no longer meets the modern needs of policing. In Fall of 2021, the Hezner Corporation, a local architect, conducted a facility needs assessment. This needs assessment included the identification of deficiencies in the existing police station, recommended space needs, and the preliminary project budget. Staff currently operate in under 10,000 square feet of space. The space needs study determined approx. 50,000 square feet is the essential amount of space for a department of Libertyville’s size. The determined location was to build a new building on the existing site to maintain the use and location but improve the functionality.

BUDGET

The $43 million project will be funded through $25 million in alternate revenue bonds and $18 million from the current fund balance, which includes $16 million in existing reserves and $3 million in transfers from the general fund (excess above the fund balance policy). A ½% non–home rule sales tax and investment income are used to support that fund. In 2022-2023 the Mayor lead an effort for the ½% non-home rule sales tax to minimize the financial impact on tax paying residents. Thanks to savings, investment income, and sales tax, this project will not be funded by increased property taxes. The new station will be built at the existing site, 200 E. Cook Avenue. This will require the relocation of the Police Department during construction, which will not impact service levels. The Community Development Department and Engineering Division of Public Works have been relocated permanently to new office space at 325 N. Milwaukee Avenue, 2nd floor. The police station is an integral part of the downtown neighborhood. It is important for the design of the station to fit into the neighborhood and also for the Police Station to be a good neighbor. Care has been provided in designing the new station in order to limit the impact on the adjacent neighbors. Additional secure fencing will be utilized to secure working spaces and the water tower infrastructure. A public parking lot will be located on the west side of the building.

Ample areas for storage are planned for at the lower level and main level. High density storage will be provided at the main level for storage of evidence. The new processing lab will allow efficient processing and packaging of evidence on the main level of the station. The new squad garage at the lower level will have direct access to/from street level. Large parking spaces and adequate height will be provided. Additional covered parking spaces are planned in the secure surface parking lot at the main level.
