The LSE Estates Division is responsible for devel- opment and implementation of the LSE Estates Strategy supporting the Schools strategic objec - tives. The Estates Capital Development team has enjoyed unprecedented success in recent years, with acclaimed major projects gaining Stir - ling award nominations and the Team winning
various client of the year accolades.
Reporting to the Assistant Director, Capital Development, the Assistant Project Manager will join to take responsibility for leading a range of estate development projects valued from 0.1m up to 10m across a diverse estate portfolio including academic and teaching facilities, social and hospitality space, commercial property and sports facilities. You will gain the opportunity to manage projects as the client representative with responsibility for external project team leadership whilst also gaining the chance to manage select- ed projects as the internal project manager. The role offers an individual the opportunity to progress their career within a team that is recog- nised as being industry-leading whilst leading a diverse range of projects in the heart of London.

THE MARSHALL BUILDING The Marshall Building opened its doors to all new building occupants and users on 4 January 2022. The School has invested £ 145m in this building, to improve the student and staff experience and the LSE campus environment. The opening of the building is a clear demonstration of our ambition to create a world class estate and a university quarter. We welcome the support of donors in helping us to fulfil the vision set out and initiated by Paul Marshall ’ s transformational gift towards the building in 2015. The Marshall Building is a seminal new addition to LSE ’ s campus. Designed by Dublin-based Grafton Archi- tects, the large, multi-purpose building occupies a pivotal position at the southern corner of Lincoln ’ s Inn Fields and embeds LSE ’ s presence in one of London ’ s most iconic garden squares.
LSE ESTATES DIVISION AND CAPITAL DEVELOPMENT The Estates Division is responsible for development and imple- mentation of the LSEs Estates strategy, providing world class buildings and facilities for teaching, learning and research. The Estates Division are committed to creating a higher quality built environment commensurate with LSEs academic stand- ing. Strategic projects are developed and delivered by the Cap - ital Development team, responsible for the planning and imple- mentation of major capital projects, long term maintenance and carbon management in progress at the School. Following a design competition in 2022, David Chipperfields Ar - chitect have been selected to develop the next major project for the LSE, the Firoz Lalji Global Hub is a £ 100m + project that has set high environmental targets with low embedded carbon im- pacts. The development is currently at RIBA Stage 2 with plans to complete it by late 2026.
CAPITAL DEVELOPMENT PROGRAMME OF WORKS The capital plan has various major projects up to 2030 and beyond, these are due to be developed over the next few years and the LSE is currently also planning several joint venture residential projects that will build upon the success of previous projects. Saw Swee Hock Student Centre LSE ' s first new building for more than 40 years, Saw Swee Hock Student Centre (SAW) was officially handed over to the School in December 2013.
The building occupants arrived on Monday 6th Jan - uary 2014 and since opening its doors the centre has received praise from students, staff and architec - ture critics and has won many awards. Read more about this award winning building. Old Curiosity Shop – External Restoration The Old Curiosity Shop is a Grade II listed building built in 1567. It is believed to be the oldest surviving shop in London, surviving the Great Fire of London in 1666 as the fire died out before it reached the Holborn area. The buildings Grade II listing is on account of its literary associations with Dickens Old Curiosity Shop. The building was acquired by London School of Eco- nomics and Political Science in 2018. The LSE has embarked on a heritage restoration project working in close liaison with City of Westmin - ster Conservation Officer and Historic England. The project will deliver essential repairs, including a new roof, to the building. The works are likely to take 6 months.

Job Summary The post holder will be a member of the Capital Development section of Estates. He / she will be assisting on the briefing, design, procurement and handover of various conversion, refurbishment and new build capital projects at LSE. The post holder will also be expected to project manage his / her own jobs.
• To assist and prepare necessary contractual documentation and to appoint a professional team. • To assist in developing the design brief with the Architects and in conjunction with the Client and Estates technical staff, and to consider and comment on the Consultant ’ s drawings and specifications. • Where final designs exceed the capital expendi - ture limits, to discuss options with the client and in liaison with the Senior / Project Managers and Director / Assistant Director, School staff and the professional team. • Upon receipt of tenders, to review the situation in above. • To make the necessary contractual arrange- ments with the successful tenderer. • At all stages of the project, to ensure that ad - equate mechanisms are in place for effective project cost control and that internal and exter - nal project management and control procedures are followed. • During the project construction stage, to direct and liaise with the professional team, to attend site meetings and minute actions, to monitor progress, to ensure quality control, via the Clerk of Works if appropriate and to assist in arranging interim and final payments to the Contractor. • To arrange the selection and preparation of detailed furniture and other directly procured equipment schedules, monitoring progress, finances and delivery. • To liaise with the client department, services section ( Estates ) and the Maintenance Section regarding the arrangements for commissioning and handover of the buildings. • After occupation of the building ( s ) , follow up any defects / snags, assess the practical workings of the facility and its fitness for purpose, including post occupancy evaluation.
• At the discretion of the Assistant Director and Director of Capital Development, deal with any other building and development matters requir- ing attention. • To ensure compliance with agreed environmen- tal policies and procedures. Decision Making The post holder will be given some delegated authority and decision making responsibility for particular projects. This should be carried out within the bounds of the School procedures and financial approval system, to ensure projects are delivered on time, on budget and conform to all statutory requirements. This includes making decisions on creative solutions, being flexible in prioritising work and allocating staff resources to specific projects. Taking the necessary decisions to ensure risks from hazards and potential breaches of health and safety are managed to avoid criminal prosecution. Liaison and Networking • To liaise with Senior Management and Senior Academics, to facilitate the requisite approvals at various stages within the project, from funding commitments, through RIBA work-stage ‘ sign- offs ’ to completion and handover. • To consult and liaise with other School Officers in respect of specification issues, undertaking any generic requirements and standards for equipment, suppliers and workmanship. • To focus on the requirements of ‘ end users ’ and direct consultants to consider the outcomes of the briefing and consultation process, subject to the approvals of the requisite authorities. • Act as a first point of contact where Statutory Authorities need to be informed or consulted e.g. Local Planning Authorities, Building Con- trol, English Heritage and Water Authorities. Facilitate the incorporation of their processes
required under the terms for Capital Project Funding. • By agreement with the Director of Finance and Facilities, to discuss and agree details of Project Funding with representatives from the Funding Council, in respect of the reporting and auditing processes required under the terms for Capital Project Funding. • By agreement with the Director Capital Develop- ment or Project Working Group, to seek advice and implement recommendations from legal representatives. Flexibility To deliver services effectively, a degree of flexibility is needed, and the post holder may be required to perform work not specifically referred to above. Circumstances To safely access all parts of construction sites, using site lifts, ladders, hoists, access platforms. Utilis- ing all necessary personal protective equipment. To access roof tops, plant rooms, service voids as necessary.
DUTIES AND RESPONSIBILITIES
Programme Management Role • To manage external consultants team. • Assist in preparing Capital / LTM / Redecorations Programmes in conjunction with the Capital Development Director. • Assist in preparing Project Programmes, and monitoring progress against Capital / LTM pro - grammes throughout the project. • Assist in preparing Risk Registers – identifying and managing risk throughout the project. • To assist the Project Managers to prepare and submit regular reports on progress against pro- grammes, budgets and briefing objectives. • To manage small projects with overview from Senior / Project Managers, Director or Assistant Director of Capital Development including deco- rating and flooring projects • To ensure that all procurement is carried out in accordance with LSE financial and purchasing policies and other procedures as set down by the Director Capital Development and / or Direc- tor of Estates. • To ensure compliance with agreed environmen- tal policies and procedures. Project Management Role • To consult with the client department, senior School Officers and Estates staff regarding the desired facilities and possible source of finance. • To prepare and present accommodation stud- ies, budget costings, feasibility studies etc., • To assist / prepare a preliminary design brief and specification of client requirements, including constraints, programme information and ac- commodation needs and relationships. • To prepare any progress reports required by Project Boards or Steering Groups and present summary details at such meetings.
PERSON SPECIFICATION
KNOWLEDGE AND EXPERIENCE Essential: • Degree or equivalent in a relevant subject • Demonstrable experience of Contract Adminis- tration / Construction Project Management Desirable: • Membership of relevant professional body e.g. RICS, MBIAT, CIOB or similarly recognised organisation • Experience in using project programming using Microsoft Project. • Knowledge of the following areas: • CDM Regulations • Town & Country Planning Act 1990 • Building Act 1984 • Health & Safety Legislation • NBS specification • British & European Standards / codes of practice • JCT Standard Forms of Building Contract
PLANNING AND ORGANISING RESOURCES • Ability to manage projects. • Evidence of Focus, drive and self-motivation in order to deliver required project outcomes. • Ability to work under pressure and plan and or- ganise a busy workload with conflicting deadlines DECISION MAKING • Ability to work on own initiative, take independ- ent decisions and to provide advice and input to others LIAISON AND NETWORKING • Ability to exchange information effectively and maintain relationships with internal and external contacts CIRCUMSTANCES • Able to work flexible hours when required and sufficiently able to access all parts of a construc - tion site
