The LSE Estates Division is responsible for devel- opment and implementation of the LSE Estates Strategy supporting the Schools strategic objec - tives. Reporting to the Assistant Director, Capital Development, the Project Manager will join to take responsibility for leading a range of estate development projects valued from 0.1m up to 10m across a diverse estate portfolio including academic and teaching facilities, social and hos- pitality space, commercial property and sports facilities. You will gain the opportunity to man- age projects as the client representative with re - sponsibility for external project team leadership whilst also gaining the chance to manage select- ed projects as the internal project manager. The role offers an individual the opportunity to progress their career within a team that is recog- nised as being industry-leading whilst leading a diverse range of projects in the heart of London.

THE MARSHALL BUILDING The Marshall Building opened its doors to all new building occupants and users on 4 January 2022. The School has invested £ 145m in this building, to improve the student and staff experience and the LSE campus environment. The opening of the building is a clear demonstration of our ambition to create a world class estate and a university quarter. We welcome the support of donors in helping us to fulfil the vision set out and initiated by Paul Marshall ’ s transformational gift towards the building in 2015. The Marshall Building is a seminal new addition to LSE ’ s campus. Designed by Dublin-based Grafton Archi- tects, the large, multi-purpose building occupies a pivotal position at the southern corner of Lincoln ’ s Inn Fields and embeds LSE ’ s presence in one of London ’ s most iconic garden squares.

LSE ESTATES DIVISION AND CAPITAL DEVELOPMENT The Estates Division is responsible for development and imple- mentation of the LSEs Estates strategy, providing world class buildings and facilities for teaching, learning and research. The Estates Division are committed to creating a higher quality built environment commensurate with LSEs academic stand- ing. Strategic projects are developed and delivered by the Cap - ital Development team, responsible for the planning and imple- mentation of major capital projects, long term maintenance and carbon management in progress at the School. Following a design competition in 2022, David Chipperfields Ar - chitect have been selected to develop the next major project for the LSE, the Firoz Lalji Global Hub is a £ 100m + project that has set high environmental targets with low embedded carbon im- pacts. The development is currently at RIBA Stage 2 with plans to complete it by late 2026.

CAPITAL DEVELOPMENT PROGRAMME OF WORKS The capital plan has various major projects up to 2030 and beyond, these are due to be developed over the next few years and the LSE is currently also planning several joint venture residential projects that will build upon the success of previous projects. Centre Building CBG This state of the art, flexible and highly sustainable building opened on 17 June 2019. Find out about the project and what facilities you will find in the building. Saw Swee Hock Student Centre LSE ' s first new building for more than 40 years, Saw Swee Hock Student Centre (SAW) was officially handed over to the School in December 2013.

The building occupants arrived on Monday 6th Jan - uary 2014 and since opening its doors the centre has received praise from students, staff and architec - ture critics and has won many awards. Read more about this award winning building. Old Curiosity Shop – External Restoration The Old Curiosity Shop is a Grade II listed building built in 1567. It is believed to be the oldest surviving shop in London, surviving the Great Fire of London in 1666 as the fire died out before it reached the Holborn area. The buildings Grade II listing is on account of its literary associations with Dickens Old Curiosity Shop. The building was acquired by London School of Eco- nomics and Political Science in 2018. The LSE has embarked on a heritage restoration project working in close liaison with City of Westmin - ster Conservation Officer and Historic England. The project will deliver essential repairs, including a new roof, to the building. The works are likely to take 6 months.

The Asbestos Man - ager will also investigate the circumstances of the incident that gave rise to the uncontrolled release of asbestos fibres in conjunction with the Schoo l' s Health and Safety Officer and all other relevant parties. Decision Making The post holder will be given delegate authority and decision making for particular projects, policies and office / staff management matters within the bounds of the School procedures and financial approval system to ensure projects are delivered on time, on budget and conform to all statutory requirements. This includes making decisions on creative solutions, being flexible in prioritising work and allocating staff resources to specific projects. Taking the necessary decisions to ensure risks from hazards and potential breaches of health and safety are managed to avoid criminal prosecution. Working Relationships & Contacts • To liaise with Senior Management, Conveners and Senior Academics to facilitate the requisite approvals at various stages within the project, from funding commitments, through RIBA work- stage ‘ sign-offs ’ to completion and handover. • To consult and liaise with other School Officers in respect of specification issues, undertaking any generic requirements and standards for equip- ment, suppliers and workmanship. • To focus on the requirements of ‘ end u and direct consultants to consider the outcomes of the briefing and consultation process, subject to the approvals of the requisite authorities. • Act as the first point of contact where Statutory Authorities need to be informed or consulted e.g. Local Planning Authorities, Building Control, Eng- lish Heritage and Water Authorities. Facilitate the incorporation of their processes required under the terms for Capital Project Funding. Flexibility To deliver services effectively, a degree of flexibility is needed, and the post holder may be required to perform work not specifically referred to above. THE ROLE

Asbestos Management Role • project managing the collation of the Schoo l' s Asbestos Register for all buildings within the portfolio where the School is the ' assistant duty holder ' , including all new acquisitions, through re-inspections. Manage the E-Risk Asbestos Regis - ter web-site portal: • maintaining the register and keep records up to date through information provided by other Es- tates ' staff and through works undertaken by the Asbestos Manager; • instructing, directing and liaising with the School ' s appointed asbestos surveyors, analysts and re- moval contractors; • assessing, reviewing and recommending man- agement action following periodic inspections, changes in regulations and / or current good practice; • Managing remedial works: • overseeing asbestos management contracts and in association with refurbishment contracts; • inspecting materials thought to contain asbestos that is not on the register and advise on remedial action that should be taken; • assessing the appropriate level of analytical sup- port and attendance; • informing appropriate staff and liaising with departmental administrators in respect of asbes- tos-related works; • reviewing and implementing reports and au- dits by Health and Safety Officer and asbestos consultant. • participating in the organisation and implementa- tion of asbestos awareness seminars and talks for Estates staff; • regular dialogue with the Health and Safety Officer; • providing the HSE and other related bodies with details of asbestos management procedures where relevant. • Record keeping, ensuring that all statutory doc- uments generated by the asbestos works are properly completed and a record kept; • keeping detailed project records relating to asbes - tos remedial or investigative works; • When notified of an uncontrolled escape of asbestos fibres, ensure records are forwarded by Maintenance Supervisors, so that the nature of the incident can be assessed in order to ensure the correct procedures have been followed. The Asbestos Manager is responsible for ensuring that as far as is reasonably practicable any incident that involves an uncontrolled release of asbestos

Job Summary The post holder will be a key member of the Capital Development section of Estates. He / She will be giv- en delegated management authority to lead the briefing, design, procurement and handover of various conversion, refurbishment and new build capital projects at LSE. The post holder will also be expected to project manage his / her own jobs.

technical staff, consider and comment on the Consultants drawings and specifications. • To act as “ Secretary ” to the Project Work Group designated to oversee the implementation of each particular project, including the preparation of reports, agendas, minutes and presentations. • To discuss and present designs at various stages with School Working Groups, Committees, Plan- ning Officers and members of the Local Authority. • Where final designs exceed the capital expend - iture limits, to discuss options with the client, School staff and the professional team. • Upon receipt of Tenders, to review the situation • To make the necessary contractual arrangements with the successful tenderer. • At all stages of the project ensure that adequate mechanisms are in place for effective project cost control and that internal and external pro- ject management and control procedures are followed. • During the project construction stage, to direct and liaise with the professional team, to attend site meetings, take minutes and to monitor pro- gress, to ensure quality control, via the Clerk of Works and to arrange interim and final payments to the Contractor. • To arrange the selection and preparation of de- tailed furniture and equipment schedules moni- toring progress, finances and delivery. • To liaise with the client department, services section ( Estates ) and the Maintenance Section regarding the arrangements for commissioning and handover of the buildings. • After occupation of the building / s follows up any defects / snags, assess the practical workings of the facility and its fitness for purpose including post occupancy evaluation. • To ensure compliance with agreed environmental policies and procedures. • At the discretion of the Assistant Director and Director of Capital Development, deal with any

Programme Management Role • To supervise external consultants teams, also deputising for the Senior Project Manager as and when required. • Prepare Capital / LTM Programmes in conjunction with Capital Development Director. • Prepare Project Programmes and monitoring pro - gress against Capital / LTM programmes through - out project. • Prepare Risk Registers – identifying and managing risk throughout the project. • To develop, in liaison with the Director and Assis- tant Director and office procedures for project / briefing, design development and contract / finan - cial control, implementation and handover. • To prepare and submit regular reports on pro- gress against programmes, budgets and briefing objectives. • To ensure that all procurement is carried out in accordance with LSE financial and purchasing policies and other procedures as set down by the Director Capital Development and / or Director of Estates. • To perform a pro-active leadership role, fostering high morale, innovation, co-operation and an ethos of high quality of service delivery. • To consult with the client department, senior School Officers and Estates staff regarding the desired facilities and possible source of finance • To prepare and present accommodation studies, budget costings, feasibility studies etc., • To prepare a preliminary design brief and spec- ification of client requirements, including con - straints, programme information and accommo- dation needs and relationships. • To prepare necessary contractual documentation and to appoint the professional team. • To develop the design brief with the Architects and in conjunction with the Client and Estates
