British Columbia’s Monthly NEW HOMES REGISTRY REPORT

Report Context The Monthly New Homes Registry Report provides information on new home registrations, which occur before the issuance of building permits and housing starts. As new home registrations are subject to change, they should be considered as planned or proposed projects. The report is intended for use by the residential construction industry, real estate community and researchers.

 In the first nine months of 2025, 38,562 new homes were registered 1 in B.C., including 4,429 single detached 2 and 34,133 multi-unit homes 3 .  So far in 2025, total home registrations 1 are up 17.5% from 2024. Registrations for multi-unit homes 3 increased 19.8%, while registrations for single detached homes 2 increased 2.4%.  In September, 3,056 new homes were registered 2 in B.C., a 27.8% increase compared with September 2024.  Using a 12-month moving average 4 , there were 4,304 new registered homes 1 in September, a 1.3% increase from August for all registered new homes.  Metro Vancouver accounted for 48.7% of all new homes registered 1 in September. Surrey (465), Kelowna (430) and Vancouver (311) were the top three cities in registered new homes this month.  In September, there were more multi-unit homes than single detached homes in Peachland, Colwood, Hope, Sparwood, Port Moody, Barriere, Chase, Saanich, Nanaimo, Kelowna, North Vancouver*, Victoria, Burnaby, Chilliwack, Vernon, Maple Ridge, Surrey, Delta*, Vancouver, Comox, Mission, Esquimalt, Campbell River, Coquitlam, Courtenay, Kamloops, Penticton, Langley*, and Port Coquitlam.  So far in 2025, 20,112 purpose-built rental units 5 were registered in B.C. Compared with the same period in 2024, the number of registered rental units increased 60.2%. * Langley includes Township of Langley and City of Langley. North Vancouver includes the City of North Vancouver and District of North Vancouver. Delta includes City of Delta and Tsawwassen First Nation Lands.

Single Detached Highlights  In the first nine months of 2025, 4,429 new single detached homes were registered 2 in B.C. Compared with the same period in 2024, single detached registrations increased 2.4%.  In September, 434 single detached homes were registered 3 . Compared with September 2024, the number of single detached registrations increased 6.9%.  Using a 12-month moving average 4 , there were 481 new single detached registered homes 2 in September, trending at a 0.5% increase from August.  Using a 36-month moving average 4 , there were 490 new single detached registered homes 2 in September, which is a 0.3% decrease from August.  Vancouver (49), Surrey (49) and Kelowna (26) had the largest number of single detached homes registered 2 in September.

Enrolled Multi-unit Highlights  In the first nine months of 2025, 14,021 new multi-unit homes were enrolled 10 in B.C. Compared with the same period in 2024, multi-unit enrollments decreased 12.0%.  In September, 894 multi-unit homes were enrolled 10 . Compared with September 2024, the number of multi-unit enrollments decreased 22.1%.  Using a 12-month moving average 4 , there were 1,655 new multi-unit enrolled homes 10 in September, trending at a 1.3% decrease from August.  Using a 36-month moving average 4 , there were 1,620 new multi-unit enrolled homes 10 in September, which is a 1.7% decrease from August.  There were 190 new multi-unit buildings enrolled 10 in September. Most of these were duplexes (57.4%) and 5 to 50 units (20.5%). The largest building of 131 units was proposed to be built in Delta*.  In September, Delta* (177), Burnaby (172) and Vancouver (104) had the largest number of multi-unit enrolled homes 10 in B.C.

Purpose-built Rental Highlights  In the first nine months of 2025, 20,112 purpose-built rental units 5 were registered in B.C. Compared with the same period in 2024, the number of registered rental units increased 60.2%.  So far in 2025, rental units 5 represented 58.9% of all multi-unit registrations.  This month 1,728 rental units were registered 12 . Compared with September 2024, the number of rental units registered increased 106.5%.  Using a 12-month moving average 4 , there were 2,169 rental units registered 5 in September, trending at a 3.5% increase from August.  Using a 36-month moving average 4 , there were 1,672 rental units registered 5 in September, which is a 1.1% increase from August.  There were 29 rental buildings registered 5 in September. Most of these were buildings of 5 to 50 units (27.6%) and quadplex (24.1%). The largest building of 265 units was proposed to be built in Surrey.  In September, Kelowna (373), Surrey (330) and Nanaimo (264) had the largest number of rental units registered 5 in B.C.

Background and Methodology

End Notes

BC Housing is responsible for the administration of the Homeowner Protection Act , with a mandate to help bring about improvements in the quality of residential construction and increase consumer protection for buyers of new homes in British Columbia (B.C.). Under the Act, all new homes in the province must be registered with BC Housing. The registration of new homes in the public registry must occur prior to the issuance of building permits and housing starts. The new homes registry data measures residential construction activities at the beginning of a project before construction commences. Therefore, information in the Monthly New Homes Registry Report is a leading indicator of housing activity in B.C. New home registration data is collected from Licensed Residential Builders and owner builders through the New Home Registration forms and Owner Builder Authorization applications. Over time, some minor adjustments may be made to the new home registration data as registrations are withdrawn or cancelled from home warranty insurance. This report provides information on registered new homes by building type, building size, and building location. Figures for registered new homes include both multi-unit and single detached new homes enrolled with home warranty insurance, Owner Builder Authorizations, and, since the August 2016 report, purpose-built rental buildings that are exempt from home warranty insurance. CSA-approved manufactured homes (modular homes, mobile homes and factory-built homes), floating homes, non-stratified hotels, motels, dormitories and care facilities are excluded from the definition of new home and are not reflected in the report. Geographical terms in this publication are based on Statistics Canada’s 2006 Census area. In February 2009, the regional district of Comox-Strathcona was replaced by two successor regional districts, Comox Valley and Strathcona. Research In collaboration with BC Housing, the Bank of Canada conducted a study in 2016 to assess whether or not new home registration data can be used as a leading indicator for economic activity in B.C. Study findings reveal that quarterly increases in new registrations for single detached homes have statistically significant predictive content for growth in real Gross Domestic Product (GDP) over the next one to three quarters, providing stronger signals compared to housing starts and building permits over this forecast horizon. Rental homes with a covenant may however be captured under “enrolled new multi-unit homes” if the unit is voluntarily enrolled with home warranty insurance. 6 Selected cities are the 10 cities that had the highest numbers of registered new homes in the reference month. 7 The five regional districts with the highest numbers of registered new homes in the reference month. 8 Owner-built homes refers to Owner Builder Authorizations issued by the Registrar.
