The library is one of just five National Research Libraries in the country and houses the world’s largest concentration of scholarly works on Asia, Africa and the Middle East. Amongst its 1.5 million items, the library has many treasures including a 9th century Tibetan prayer book, priceless Japanese scrolls and original colonial maps of Africa drawn in the 19th century. Approximately 5,200 students from 133 countries study at undergraduate and postgraduate level, 40 per cent of whom are from outside the UK. 4,000 students around the world study through distance learning programmes. We have a well-established and active alumni community in more than 180 countries who are involved in hosting events around the world each year. The many high-profile alumni include world leaders, human rights lawyers, politicians, diplomats, journalists, museum curators, philosophers, and writers, many of whom have helped bring about change to improve the world in which we live. DEPARTMENT BACKGROUND The Security & Safety department’s main objective is to ensure that we protect all our people as well as our assets. Within these objectives sits a robust set of framework that includes, Strategy, Policy, procedures, communication, training, auditing and reviewing. JOB SUMMARY The SHEQ Manager is responsible for reconciling the strategic and comprehensive H&S Strategy of the School, reporting directly into the Head of Security & Safety. The postholder will have considerable autonomy and will be responsible for providing advice to Staff at all levels as well as, developing and maintaining positive internal networks. The postholder is expected to establish and maintain relevant networks beyond the School to inform the ongoing review and development of H&S policy and procedures, in collaboration with the Head of Security & Safety. KEY TASKS • Ensure SOAS is fully informed of and compliant with its duties to meet the necessary legislative obligations. • Drive continuous improvement of H&S Management in SOAS through cultural change, development, and the effective management of comprehensive based risk assessments, across all relevant areas. • Support the auditing and monitoring of health and safety management procedures ensuring legislative compliance. Ensure that frequencies of audits are in accordance with risk. • Support the development and review of policies and practices and establish and develop risk review mechanisms. • Act as a conduit for all SOAS stakeholders regarding health and safety • Develop and provide management information and presenting this to the Head of Security & JOB DESCRIPTION Job title SHEQ Manager Department Estates – Security Department Reporting to Head of Safety & Security Hours 40 hours per week (1 FTE) Grade Grade 8 Responsible for H&S, Environmental, Quality

Safety. • Play a key role to develop and maintain the training metrics across the campus. • Investigate accidents/incidents and provide any subsequent reporting to HSE, if required. • Play a key role in ensuring managing risk; this to be embedded in the management of H&S safety at the School, including through improving awareness and understanding of the importance of Risk Assessments and Method statements. • Undertake and keep under review premises specific risk assessments. • Keep accurate records of safety related documents for compliance purposes. • Engage in relevant external networks to maintain and extend knowledge. • Any other duties, commensurate with the grade of the post. Teamwork and Motivation: • The post holder will be expected to contribute to the development of members of the team where necessary and will have task management responsibility. • The post holder is required to develop and communicate a clear vision for the provision of advice on health and safety as a service to the wider SOAS community. • Act as an effective and proactive member of the team of professional services staff. • Work with the Head of Security to significantly improve the H&S as well as environmental culture of SOAS, ensuring that robust initiatives are implemented for the long term. Liaison and Networking: • The post holder is required to carry out standard day to day liaison, developing procedures to ensure dissemination of information in the right format to the right people at the right time; build relationships and contacts to facilitate future exchange of information. This will be with a range of internal staff but may also be with internal and external members of the School. • The post holder is required to participate in external networks in order to inform their understanding of current issues relevant to the sector and the School’s operations; this will be via electronic communication but may also require attending briefing events or training to gain a greater understanding of the context for the School and the wider sector. • The post holder is required to liaise with external stakeholders to source appropriate health and safety advice and facilitate positive working relationships between internal and external stakeholders. • The post holder is required to understand and

manage the inter-relationship between different teams and their impact on School’s strategy and reputation and help to build beneficial working relationships across the teams. • The post holder will be required to co-ordinate input from senior colleagues across the School, using appropriate negotiation and persuasion. Service Delivery: • The role holder is required to deliver agreed standards for service across a function of the institution and to monitor and report on these. They may be expected to contribute to projects where there are particular health and safety matters that require expertise or resolution • The role holder is required to monitor, manage and resolve any risks that may arise, escalating where necessary • Initiate extra activities and other management interventions wherever gaps in the service offered are identified Decision Making Processes and Outcomes: • The role holder is required to take independent decisions within agreed boundaries which may nevertheless have a significant impact on the School’s reputation or financial impact. • The post holder is required to be party to some collaborative decisions and work with others to reach an optimal conclusion which may similarly have a major impact regarding School reputation, finances or relationship with the regulator. • Interpret and make decisions on relevant School policies Planning and Organising Resources: • The post holder is required to carry out planning of recourses that will affect parts of the institution, such as Estates. • They will support the Head of Security in identifying, designing and agreeing approaches for delivery of the work within the remit of the post. • The post holder is expected to manage their own workload, engaging directly with stakeholders and managing their expectations at all times.

Initiative and Problem Solving: • The post holder is required to solve problems where there is a mass of information or diverse, partial and conflicting data, with a range of potential options available and apply creativity to devise varied solutions, approaching the problem from different perspectives. This may require working with a range of staff from across the School as part of a specific project. • Manage and advise on health and safety issues to deliver workable solutions for all parties. Analysis and Research: • The post holder is required to undertake complex research and analyse information from a wide range of sources in delivering the function required. • The post holder will ensure wider institutional issues are taken into consideration when making and reviewing decisions. • Prepare reports, suitable for the target audience, for consideration and approval at School committees. Sensory and Physical Demands: • The post holder is required to carry out tasks at a level which would require either learning certain methods or routines or involve moderate physical effort. • The post holder is required to use a keyboard frequently to produce papers, reports and respond to e-mails. Work Environment: • The post holder is required to work in an environment which is relatively stable and has little impact on the post holder or the way in which work is completed. • The post is mainly office-based but the member of staff may be required to travel to other locations for meetings, conferences, training events etc.

PASTORAL CARE AND WELFARE Team Development: • The post holder is required to provide some initial support and specialist knowledge to others. The post holder will report directly to the Head of Security, and work with all departments across campus. • The post holder is responsible for their own self development in conjunction with their line manager via the School’s Staff Development Review Process. • Achieve BSI standards IO 450001 in 2023 and maintaining this each year. Teaching and Learning Support: • The post holder will deliver training and develop training material on their area of work to staff within the organisation. The post contributes or leads a number of in-house training courses. The post holder will be responsible for the training and development of employees, i.e Risk Assessment training, COSHH training, Manual Handling training, Environmental guidance and team talks, develop a campus wide training metrics and ensuring SOAS remains fully complaint on all statutory compliance on both H&S as well as Environmental disciplines. Knowledge and Experience: • The post holder is required to be recognized as an authority in their field or specialism within the institution based on demonstrated experience, and to shape and influence developments within the institution through their own contribution to their area of expertise. to apply a breadth or depth of experience showing full working knowledge and proficiency of their own area of expertise; act as a point of reference to others and demonstrate continuous development. • This includes the following areas but see the person specification for more details:- • Knowledge and experience of interpreting the law across a broad range of areas • Demonstrable experience in a similar post • Experience of designing and delivering training courses and workshops The above list of job duties is not exclusive or exhaustive and the post holder will be required to undertake such tasks as may reasonably be expected within the scope and grading of the post. PERSON SPECIFICATION

Experience and Knowledge Essential: • Have or be working towards a NEBOSH Diploma or similar such as NVQ5 • Evidence of on-going CPD • Comprehensive knowledge of H&S legislation • Experience of working in a SHEQ role in an environment with multi-disciplinary issues • Experience in a multi-site role

Desirable: • Membership of IOSH • Experience working in the Higher Education sector • Experience working in listed buildings • Knowledge and understanding of business continuity issues Skills and Abilities

• Good planning and organisational skills with ability to work under pressure. • Good written and verbal communication skills in order to work with, provide advice to, train and promote excellence in health and safety to staff at all levels • Self-motivated, able to manage and prioritise own workload and work flexibly and to agreed deadlines • Proactive with good ability to initiate projects and activities which will improve health and safety performance • Ability to work on own initiative, take independent decisions and to provide advice and input to others on a wide range of health and safety related matters Qualifications Essential: • NEBOSH Diploma or similar such as NVQ5

Desirable: • Educated to degree level in a health and safety subject
