City Manager, I hope to foster innovation, trust and team- work in all that we do, and ensure that Pearland remains a great place to live, work and play.” Throughout his career, Epperson has recorded a number of significant achievements, including successfully overseeing the delivery of more than $900 million in capital projects and securing over $200 million in federal and state transporta- tion funds. While serving as Interim City Manager, Epperson revised the debt service rate model to reduce the multi-year projected tax rate by 3 cents, oversaw the development of a tax rate model to evaluate the impacts of the tax value correction for future years, and developed a Strategic Priority Plan to ensure that the City Council’s strategic priorities were aligned with the City's departmental goals, initiatives and metrics. Prior to this, Epperson served as Deputy City Manager. In that role, he oversaw the Engineering, Capital Projects, Public Works, IT and Parks & Recreation Departments and led the City’s pursuit of federal funds through the Houston–Galveston Area Council. Major accomplishments during this time include overseeing the expansion and redundancy gains for the City’s network and IT infrastructure; overseeing the completion of multiple master plans for Parks & Recreation; developing the 2023 Bond Program for Engineering and Public Works, worth $181.3 million; serving on the Policy Group and leading the Generator Assessment Study with Emergency Management during Winter Storm Uri; and providing Pearland Economic Development Corporation input and guidance on infrastruc- ture criteria. While serving as Assistant City Manager, Epperson oversaw the Engineering & Capital Projects, and Public Works De- partments, which included the design, construction, mainte- nance and operation of the City’s infrastructure, worth $1.36

billion in capital assets. He also developed and implemented the 2019 Bond Program and added $60 million of Tax Incre - ment Reinvestment Zone reimbursable capital improvements to the City, including the West Pearland Library; Fire Station No. 8; the expansion of the Sports Complex at Shadow Creek Ranch; and improvements and additions to roadways, trails and sidewalks. He also initiated the development of metrics reporting and dashboards for the City’s streets, sidewalks, drainage, right-of-way permitting, main breaks, mowing and water production divisions; directed the creation of the Mo- tor Pool Fund; and oversaw the completion of multiple Master Plan Updates for water, drainage and wastewater. During Hurricane Harvey, Epperson participated in the Policy Group, as well as debris management and recovery, leading to the Hurricane Harvey Drainage Report that culminated in the drainage projects for the 2019 and 2023 Bond Package. Furthermore, Epperson has an extensive background in public works and transportation, currently serving on the Houston–Galveston Area Council’s Transportation Poli - cy Council and previously having served as Past Chair on H-GAC's Transportation Advisory Committee, Transporta - tion Improvement Program Subcommittee and Regional Transportation Plan Subcommittee. He is also a member of the International City/County Management Association, the American Public Works Association and the American Water Works Association. Epperson graduated cum laude from Texas A&M University with a Bachelor of Science in Industrial Distribution. When he's not working, Epperson enjoys spending time with family and friends at the lake, traveling, hiking and snow skiing. Epperson has been married to his wife Johnna, a Pearland native, for 26 years and has two adult children.
