Whether you have been in Pearland for decades or are a new member of our great community, I hope you will get out, get engaged and get involved. Some of the ways you can do that are by attending events, giving us feedback on projects and maintenance work, and (if your schedule allows) volunteering to help us continue to build this great community. It takes all kinds of individuals to create the community we all know and love, and it wouldn’t be possible without input from residents like you. If you were one of the randomly selected residents who received the biennial community survey, I hope you filled it out candidly. The results from that survey are used to measure long-term trends in Pearland by asking residents how they feel about various topics. The information from that survey is used at all levels of the organization to check progress and identify areas of opportunity. Look for the results on the website toward the end of 2023. I say this a lot, but it’s because it is true: It is an exciting time to live in Pearland! I’m looking forward to our future as a community, and I’m glad you’ve chosen Pearland as your community of choice. I’ll see you at Hometown Christmas.

The City’s park system is classified into three types depending on size and use: community parks, neighborhood parks and dog parks. City of Pearland voters gave a green light to capital improvement during the May 2023 General and Special Election, where all four bond propositions were approved by the community.

Pearland Voters Approve Capital Improvement Initiatives, All Bond Propositions in May 2023 Election City of Pearland bond propositions will facilitate important improvements across the City, focusing on infrastructure, parks and recreation facilities, and public safety.

Proposition A, which had to do with drainage improve- ments within the City, received 3,290 votes in favor (65.15%) and 1,760 votes against (34.85%). The approved budget of $105,500,000 will be allocated to various projects, including the installation of underground stormwater conveyance sys- tems, the replacement of roadside ditches and the regrading of roadside ditches. Specific areas to benefit from these im - provements include the Veterans Drainage Improvements, the Southwest Quadrant of Old Town, Shady Crest and Creek View Subdivision Drainage, and more.

Proposition B, focusing on street, bridge and sidewalk im- provements, received 3,234 votes in favor (64.20%) and 1,803 votes against (35.80%). The approved budget of $26,146,000 will be utilized for projects such as the widening of Hughes Road and the replacement of concrete sidewalks, with the aim of enhancing connectivity and safety for pedestrians and motorists. Proposition C, dedicated to parks and recreation purpos- es, obtained 2,580 votes in favor (51.33%) and 2,446 votes against (48.67%). The allocated budget of $33,705,000 will

be utilized for the Hickory Slough Sportsplex Phase II, including the addition of six lighted sports fields, expanded parking, improved restroom and concession facilities, and the doubling of the park’s size. Proposition C also includes Independence Park Phase II, which will incorporate an adjacent detention pond as a usable park lake, along with additional playground space, trails and support infrastructure. Lastly, Proposition D, concerning the construction, repair and improvement of Fire Station No. 7, garnered 3,135 votes in favor (62.50%) and 1,881 votes against (37.50%). The approved budget of $15,959,000 will be used for the construction of a new fire station on Bailey Road, providing essential facilities for the City’s fire - fighting and emergency medical services. VOTER PARTICIPATION According to Brazoria County, the City of Pearland has 82,940 registered voters. A total of 5,153 voters partic- ipated in the 2023 Joint Local Election, which included elections for mayor, councilmember 3 and councilmem- ber 7, as well as the four bond propositions. WHAT ARE MUNICIPAL BONDS? Bonds will be utilized to finance these construction proj - ects, allowing the City to spread out the cost of major purchases over time. The sale of bonds begins with an election to authorize a specific amount — the maximum the City is allowed to sell without another election — and then bonds are sold to investors when funds are need- ed for capital projects. These investors will be paid in principal and interest over a period of up to 40 years, with interest rates based on the City’s bond rating; the higher the bond rating, the lower the interest rate to sell the bonds. In the past, the City of Pearland has received favorable ratings, though ratings are still dependent on both the City’s current bond ratings and current interest rates in the market. The City of Pearland expresses its gratitude to the res - idents who participated in the May 2023 Bond Election. The approved bond propositions will enable the City to address drainage concerns, improve streets and side- walks, develop enhanced parks and recreational facili- ties, and strengthen public safety. City Council Approves Trent Epperson as City Manager of Pearland The City of Pearland is pleased to announce the appointment of Trent Epperson as its new City Manager. Epperson has served as Interim City Manager since November 2022.

The decision from City Council to appoint Epperson to the position took place during a special meeting on Monday, May 8, and is effective immediately. “We are thrilled to have Trent Epperson as our new City Manager,” said Mayor Kevin Cole. “After conducting a thor- ough search and comparing all of the qualified candidates, it was evident that Trent possessed the right combination of skill and experience to meet our expectations. We look forward to working with him to continue building Pearland into the community of choice.” As City Manager, Epperson serves as the Chief Executive Officer of Pearland and will oversee staff organizational management, personnel appointment and removal, prepa- ration and execution of the City budget, and administration of City ordinances and policies adopted by the City Council. Epperson brings a wealth of experience and knowledge to the position. He previously served as Deputy City Manager from October 2020 until he was asked to fulfill the role of Interim City Manager in November 2022. Prior to that, he served as the City’s Assistant City Manager (2014–2020), Director of Engineering & Capital Projects (2012–2014) and Director of Project Management (2006–2012). In all, he has dedicated 17 years of his career to the City of Pearland. “I am honored and proud to be appointed as the City Man- ager of Pearland,” Epperson said. “I am deeply committed to our community and excited to continue working with our City officials, staff and residents to achieve our goals. As

City Manager, I hope to foster innovation, trust and team- work in all that we do, and ensure that Pearland remains a great place to live, work and play.” Throughout his career, Epperson has recorded a number of significant achievements, including successfully overseeing the delivery of more than $900 million in capital projects and securing over $200 million in federal and state transporta- tion funds. While serving as Interim City Manager, Epperson revised the debt service rate model to reduce the multi-year projected tax rate by 3 cents, oversaw the development of a tax rate model to evaluate the impacts of the tax value correction for future years, and developed a Strategic Priority Plan to ensure that the City Council’s strategic priorities were aligned with the City's departmental goals, initiatives and metrics. Prior to this, Epperson served as Deputy City Manager. In that role, he oversaw the Engineering, Capital Projects, Public Works, IT and Parks & Recreation Departments and led the City’s pursuit of federal funds through the Houston–Galveston Area Council. Major accomplishments during this time include overseeing the expansion and redundancy gains for the City’s network and IT infrastructure; overseeing the completion of multiple master plans for Parks & Recreation; developing the 2023 Bond Program for Engineering and Public Works, worth $181.3 million; serving on the Policy Group and leading the Generator Assessment Study with Emergency Management during Winter Storm Uri; and providing Pearland Economic Development Corporation input and guidance on infrastruc- ture criteria. While serving as Assistant City Manager, Epperson oversaw the Engineering & Capital Projects, and Public Works De- partments, which included the design, construction, mainte- nance and operation of the City’s infrastructure, worth $1.36

billion in capital assets. He also developed and implemented the 2019 Bond Program and added $60 million of Tax Incre - ment Reinvestment Zone reimbursable capital improvements to the City, including the West Pearland Library; Fire Station No. 8; the expansion of the Sports Complex at Shadow Creek Ranch; and improvements and additions to roadways, trails and sidewalks. He also initiated the development of metrics reporting and dashboards for the City’s streets, sidewalks, drainage, right-of-way permitting, main breaks, mowing and water production divisions; directed the creation of the Mo- tor Pool Fund; and oversaw the completion of multiple Master Plan Updates for water, drainage and wastewater. During Hurricane Harvey, Epperson participated in the Policy Group, as well as debris management and recovery, leading to the Hurricane Harvey Drainage Report that culminated in the drainage projects for the 2019 and 2023 Bond Package. Furthermore, Epperson has an extensive background in public works and transportation, currently serving on the Houston–Galveston Area Council’s Transportation Poli - cy Council and previously having served as Past Chair on H-GAC's Transportation Advisory Committee, Transporta - tion Improvement Program Subcommittee and Regional Transportation Plan Subcommittee. He is also a member of the International City/County Management Association, the American Public Works Association and the American Water Works Association. Epperson graduated cum laude from Texas A&M University with a Bachelor of Science in Industrial Distribution. When he's not working, Epperson enjoys spending time with family and friends at the lake, traveling, hiking and snow skiing. Epperson has been married to his wife Johnna, a Pearland native, for 26 years and has two adult children.

The City of Pearland Parks & Recreation Department has made it easy for you to register for the program of your choice. A participant may not register more than seven days after a program has started. Program fees will not be prorated for an individual registering after a program has begun. There are two ways for you to submit your registration: 1 ONLINE

You must have a City of Pearland Parks & Recreation Department account in our database in order to register online at pearlandparks.com . Online service is available 24 hours a day and is the preferred method of registration for the majority of program participants. RESIDENT FEE RATE In order to register and receive the resident fee rate, participants must show proof of residency within the corporate city limits of Pearland. Accepted forms include one valid photo ID (Texas driver’s license/ID card or passport) or other proofs of address such as vehicle registration, utility/phone/cable bill or credit card statement. AMERICANS WITH DISABILITIES ACT We are committed to supporting and complying with the Americans with Disabilities Act. On your mark, get set, go! Pearland Parks & Recreation will once again host its Ruff Runner and Yappy Hour, proudly presented by Epic Plumbing, on Saturday, Sept. 23, at Independence Park. Lace up your running shoes and join the race! If a 5K isn’t your thing, fear not: There will be alternate routes and distances better-suited for walkers, participants competing with pets, and kids (14 years and under). AQUATICS

PRESCHOOL AQUATICS LEVEL 2 Students will continue to learn simultaneous arm and leg actions on the front and back, and will gain greater proficiency in all skills so that longer lengths of time and distances can be achieved. The following skills will be practiced: back and front float and recovery; roll from front float to back float and from back float to front float; glide on front and back; kick on front and back; swim with arms on front and back; and combined arm and leg action on front and back. Classes consist of eight (8) 20-minute lessons that are held two (2) days a week for four (4) weeks. PRESCHOOL AQUATICS LEVEL 3 Must be able to swim three body lengths independently but may have assistance standing back up. Must also be able to perform Preschool Aquatics Level 2 skills with assistance starting or ending the skill. Participants work to master skills learned in Preschool Aquatics Level 2 so that these skills can be performed without physical assistance from the instructor. LEVEL 3 STROKE DEVELOPMENT Builds on the skills covered in Level 2 by providing addition- al guided practice. This course teaches students how to coordinate the front crawl and back crawl and the elemen- tary backstroke and goes over the fundamentals of treading water. Students will also learn safe diving rules and begin to dive from the side of the pool into deep water. Classes consist of eight (8) 45-minute lessons that are held two (2) days a week for four (4) weeks. (Prerequisite: Completion of American Red Cross Swimming Level 2.) LEVEL 4 STROKE IMPROVEMENT Develops students’ confidence in the strokes learned in Lev - el 3 and improves other aquatic skills. Students will learn the following: headfirst entries from the side of the pool in the compact and stride position, underwater swimming, feet- first surface dives, survival swimming, front crawl and back - stroke open turns, and treading water using two different kicks. The class will focus on improvement in the basic swim strokes. Classes consist of eight (8) 45-minute lessons that are held two (2) days a week for four (4) weeks. (Prerequisite: Completion of American Red Cross Swimming Level 3.) LEVEL 5 STROKE IMPROVEMENT Students will refine all six strokes — front and back crawl, elementary backstroke, breaststroke, sidestroke and butterfly — and increase the distances that they swim. The course includes an introduction to the following: shallow angle dives from the poolside, then glide and begin a stroke on the front; touch and pike surface dives (submerging completely); front flip and backstroke turns; and proper sculling techniques. Classes consist of eight (8) 45-minute lessons that are held two (2) days a week for four (4) weeks. (Prerequisite: Completion of American Red Cross Swimming Level 4.) LEVEL 6 STROKE IMPROVEMENT Students work to refine strokes so that they swim more efficiently and effectively over longer distances. Special emphasis on knee-dive, forward dive fall-in, and standing dive from the poolside as well as from the 1-meter diving board. The course teaches students how to prevent aquatic emergencies in various aquatic environments, introduction to self-rescue, the HELP and huddle positions, survival float in deep water, back float in deep water, and survival swimming. Classes consist of eight (8) 45-minute lessons that are held two (2) days a week for four (4) weeks. (Prerequisite: Completion of American Red Cross Swimming Level 5.)

PARENT AND CHILD AQUATICS Designed for children 18 months to 3 years of age and their parents. Participants will practice blowing bubbles and will explore submerging the mouth, nose, eyes and head completely; buoyancy on the front and back; gliding on the front and back with assistance; submerging in a rhythmic pattern; beginning swimming using combined arm and leg action on the front and back with assistance; and changing body position in the water. Children must wear a swim diaper with a swimsuit over it until they are potty-trained. Children ages 9 months to 17 months may register for the class; however, the curriculum will be geared to those ages 18 months to 3 years. LEVEL 2 FUNDAMENTAL AQUATIC SKILLS Students will learn how to float without support and how to recover to a vertical position. This level marks the beginning of true locomotion skills and adds to the self-help and basic rescue skills begun in Level 1. PADDLE PEARLAND – INTRO TO KAYAKING Want to try your hand at kayaking? Drop in and use our equipment and pool! Participants of all ages and abilities are welcome. For those too young to paddle themselves, staff will tow the kayak along the pool wall. All participants must wear a lifejacket, which will be provided on-site. $5 3+ years RCN

ADULT LESSONS Designed to develop confidence and basic skills in the adult swimmer and geared toward the needs of the class. Comfort and flotation in the water, basic survival, front crawl, back crawl, treading water, and basic water safety are just a few of the skills taught. Classes consist of eight (8) 45-minute lessons that are held two (2) days a week for four (4) weeks. $75 resident / $93.75 non-resident 16+ years RCN SWIM TEST Need to know what swim lesson level to enroll your child in? Need a specific swim card to go to camp? Each participant will be evaluated based on the American Red Cross Learn-to-Swim exit skills assessments for the level being tested. The highest-level certificate will be awarded upon successful completion. After this test, participants will be grouped and tested for specific swim skills required by various camps. $10 4+ years RCN MERMAID UNIVERSITY Calling all mermen, mermaids and merfolk! Come join us in learning how to safely swim with a tail. We provide different- colored tails in all sizes. Participants get certified and will receive a card that will allow them to continue using the tail whenever they may like when visiting the pool. ADULT AND PEDIATRIC CPR/AED/FIRST AID Emergencies can happen anytime, anywhere. EMS professionals and healthcare providers are prepared to give the best medical care, but they’re not the first ones to respond. You are! You must take the critical first steps in giving care until help arrives. This American Red Cross certification program will give you the confidence, knowledge and skills to recognize a life-threatening emergency and be able to provide immediate care. This certification is valid for two years upon successful completion of the program. $65 15+ years RCN

PEARLAND EARLY LEARNERS Children who participate in high-quality early learning experiences are better prepared for success in kindergarten and beyond. Children will learn the basics of writing, math, science and reading and will also experience nature adventures. A minimum of five participants must register seven days prior to the class start date. ADVENTURE DAYS — FALL BREAK When school is out, Adventure Days are in! Pearland Parks & Recreation offers Adventure Days for children needing care on extended school holidays, including the Fall Break. We have planned fun activities and projects each day of the break from 8:30 a.m. to 5 p.m. Each day, campers will be engaged in a fun, interactive art project. Campers will also participate in the traditional summer camp’s action-oriented activities and games. Each camper is asked to pack a morning and/or afternoon snack, drinks and lunch, and we will provide the fun in a safe and secure environment.

One volleyball per court will be provided; however, participants are welcome to bring their own volleyballs to practice with. Participants will need to register online or in person at the rec center. Monday, Wednesday and Thursday nights Varies 6 - 16 years SCR turf fields YOUTH BASKETBALL The Parks & Recreation Department invites all youth basketball players to sign up for our winter recreational youth basketball league. Our league is the premier youth basketball league for boys and girls ages 7 - 14. This league is designed to teach teamwork and the fundamentals of basketball while kids have fun in a safe environment. All players will receive a basketball jersey. The season consists of one practice per week with a seven-week game schedule and a single-elimination playoff for the top four teams in each division except for the age 8 and under division.
