be utilized for the Hickory Slough Sportsplex Phase II, including the addition of six lighted sports fields, expanded parking, improved restroom and concession facilities, and the doubling of the park’s size. Proposition C also includes Independence Park Phase II, which will incorporate an adjacent detention pond as a usable park lake, along with additional playground space, trails and support infrastructure. Lastly, Proposition D, concerning the construction, repair and improvement of Fire Station No. 7, garnered 3,135 votes in favor (62.50%) and 1,881 votes against (37.50%). The approved budget of $15,959,000 will be used for the construction of a new fire station on Bailey Road, providing essential facilities for the City’s fire - fighting and emergency medical services. VOTER PARTICIPATION According to Brazoria County, the City of Pearland has 82,940 registered voters. A total of 5,153 voters partic- ipated in the 2023 Joint Local Election, which included elections for mayor, councilmember 3 and councilmem- ber 7, as well as the four bond propositions. WHAT ARE MUNICIPAL BONDS? Bonds will be utilized to finance these construction proj - ects, allowing the City to spread out the cost of major purchases over time. The sale of bonds begins with an election to authorize a specific amount — the maximum the City is allowed to sell without another election — and then bonds are sold to investors when funds are need- ed for capital projects. These investors will be paid in principal and interest over a period of up to 40 years, with interest rates based on the City’s bond rating; the higher the bond rating, the lower the interest rate to sell the bonds. In the past, the City of Pearland has received favorable ratings, though ratings are still dependent on both the City’s current bond ratings and current interest rates in the market. The City of Pearland expresses its gratitude to the res - idents who participated in the May 2023 Bond Election. The approved bond propositions will enable the City to address drainage concerns, improve streets and side- walks, develop enhanced parks and recreational facili- ties, and strengthen public safety.
