INTRODUCTION This document contains a list of major roadways located in Hillsborough County. Each roadway segment in the unincorporated area is part of the "regulated roadway system" used by Hillsborough County in the implementation of its Concurrency Management System. The inventory is designed to serve the Concurrency Management System, Capital Improvement Program and other planning purposes. Roadways listed include those in the unincorporated areas of Hillsborough County, and those segments in the City of Tampa that are designated County Roads or are part of the State Road System. The following description of the new format for the Hillsborough County Roadway Inventory and Level of Service Report is designed to explain how the data has been prepared and the changes from the previous reports. This document is being distributed to the public for the first time. Questions with interpreting the data or questions with the data itself, should be directed to our office at 272-5920. The new Inventory reflects roadway segments that have been added to the original list of Regulated Roadways. The Comprehensive Plan identifies all collectors and arterials as regulated roadways. Historical traffic counts are provided in Appendix A and B. These historical traffic count spreadsheets list the segments developed for the original Inventory, and correspond for the most part to the segments listed in the new inventory. The purpose of this document is to provide a description of the traffic conditions as they exist as of December, 1998. Hillsborough County reserves the right to apply concurrency rules to any roads in the County, especially new roads, which meet the criteria for collector or arterial.
PROCEDURES The capacities (maximum service flow rates) and Levels of Service shown in the listing are based on the J 994 Higbway Capacity Mannal ! Ipdate procedures as implemented by the Florida Department of Transportation (FDOT), and its Generalized Level of Service, Maximum Volume tables released in 1995. An updated report will be forthcoming reflecting the recently issued 1998 Generalized Level of Service tables and HCS manual. Levels of Service are qualitative measures describing operational conditions of highways. Six Levels of Service are defined for each facility type, and are given designations ranging from "A" (the best) to "F" (the worst). Levels of Service indicate quality of flow measured by a scale of driver satisfaction.
Level of Service A represents free flow. Individual users are virtually unaffected by the presence of others in the traffic stream.
Level of Service B is in the range ofstable flow, but the presence of other users in the traffic stream begins to be noticeable.
Level of Service C is also in the range offree flow, but marks the beginning of the range in which the operation of individual users becomes significantly affected by the presence of others.
Level of Service D represents high-density but stable flow. Speed and freedom to maneuver are severely restricted.
Level of Service E represents operating conditions at or near the capacity level. All speeds are reduced to a low, but relatively uniform value. Level of Service F is used to define forced or breakdown flow. This condition exists whenever the amount of traffic approaching a point exceeds the amount which can traverse the point.

#3 On Street (On Street) The common name assigned to the road segment.
The new Level of Service (LOS) Report fonnat has been developed by Tindale Oliver & Associates, Inc. It provides the most up-to-date traffic infonnation and evaluation of Level of Service for the Hillsborough County and State Road Systems.
#4 From (From Street) The crossing street or location at which the segment begins.
#5 To (To Street) The crossing street or location at which the segment ends.
LEGEND OF VARIABLES USED IN THE LOS INVENTORY REPORT
#6 Juris: (Jurisdiction) Controlling government entity in which the roadway is located.
The following legend provides a description for each of the variables included in the condensed Level of Service Report. All of the data in the report is generated using the Transportation Inventory Management and Analysis System (TlMAS). Each variable is given a number and its field name as indicated below. (See Page 6, Column Headings for variables in the Inventory). #1 Link Id or Seg No.: (Link Id and Aggregated Segment Number) This field is provided as a means of relating data found in the report, To the source data files. Where the first character is "L", the number refers to the individual link Id number in the database. Where the first character is "A" the number refers to the aggregated segment numbers. Segments are aggregated for purposes of Level of Service analysis according to FDOT guidelines and to be consistent with previous LOS inventory reports. A complete listing of the segments including the individual Analysis Section numbers, (-11 0 pages) will be available for an additional charge from Plauning and Growth Management Department (272-5330). Plans are being made to have the entire database available on the Internet in the future. #2 Plan Area: Planning Areas. Planning areas are being employed as a tool to help evaluate how funds are distributed by geographical areas within the County (See attached map identifying Planning Areas).
#7 E+C Type: (Existing pins Committed Roads) This field provides the predominant number of lanes and facility type for the roadway segment. Committed roads are those roads that are included in the Capital Improvement Program (CIP) and are scheduled to begin construction within the next 2 fiscal years: U for undivided, D for divided, 0 for one-way, or F for freeway. #8 Exist Type: (Existing Road System/Type) In future reports this field will provide the predominant number of lanes and facility type for the number of lanes for the existing road condition. #9 FAC. Type: (Capacity Analysis Facility Type) These descriptions correspond to the 1985 and 1994 Highway Capacity Manual and/or the Florida DOT's Generalized Planning Service Capacity Tables. This field indicates the type of Level of Service table selected. Possible facility types are: 1 - Freeway 2 -Urban interrupted flow arterial
3 - Multi-lane urban uninterrupted flow 4 -Two lane urban uninterrupted flow 5 - Urban signal controlled collector 6- NotUsed 7 - Multi-lane rural uninterrupted flow 8 - Rural two lane uninterrupted flow facility

#10 Area (Area Type) Area type refers to a general description of the type of development surrounding a roadway. Area types include: I - Central Business District; 2 -Urban; 3 - Transitioning; 4 - Rural Developed; 5 - Rural. #11 I,eyel of Service (I ,OS) Standard - The generalized Level of Service standard for the particular roadway as adopted and documented in the jurisdiction's Comprehensive Plan. This standard represents the minimum (worst) level of service that can be allowed for the roadway segment under the jurisdiction's Concurrency Management System. #12 Length (Length) The length of the roadway segment specified in miles. This field allows for lengths in hundredths of miles and was derived from straight line diagrams and digitized county maps or inventories provided by jurisdictions and FDOT. #13 Number Signals: (Number of Signals ou the Segment) This field shows the number of signals that are assigned to the link based on the PM peak direction, away from Downtown Tampa. #14 K:100 (Planning Analysis Honr Factor) - The FDOT tables and software provide capacities and Levels Of Service based on the 100th highest hour which approximates the typical weekday peak hour during the peak season in developed areas. That is, traffic conditions as they would exist in the peak hour during which traffic counts are at their 100th highest level.
The growth rate is unique for each roadway segment and is based on the historic growth patterns for that roadway. ( In cases where the historic growth rate is negative, that is traffic volumes have decreased, a zero growth rate is applied). In cases where the calculated historic growth rate is greater than 10% per year, a 10% aunual growth rate is applied to account for traffic data that may create a skewed rate). #16 Maximnm V/C- The maximum volume to capacity ratio (max vIc) represents the maximum ratio of volume to capacity (at the LOS standard) that can be allowed on the roadway segment The Max VIC "standard" overrides the general Level of Service standard of the roadway for Concurrency purposes. The Max VIC standard was applied to roadway segments that were already deficient (already exceeded the general Level Of Service standard for that type of roadway) at the time the jurisdiction's Comprehensive Plan was developed. The Max VIC was established by dividing the existing volume at that time, by the capacity at the desired level of service standard. In cases where this calculation yielded a result greater than 1.0, a Max VIC standard was established for that roadway segment. If the calculation yielded a result equal to orless than 1.0, then 1.0 was established as the Max VIC. A Max VIC of 1.0 is the equivalent of the level of service standard for that roadway. The max vIc standards is established in the Hillsborough County Comprehensive Plan. #17 AADT (Average Annnal Daily Traffic) This is the field for the average aunual daily traffic corresponding to the analysis year and scenario documented within the database. For a base condition, this volume would typically be an AADT count volume. In the analysis of future year conditions, this field would contain the future year AADT for analysis purposes. (See Appendix A & B for historical traffic data of Connty and State Roadway networks, pages 29 and 35 respectively).
#15 Historical Growth Rate - A historic growth rate that is applied to older traffic counts to estimate the 1997-98 volumes.

#22 LOS (Aggregated Segment Peak Hour, Level of Service) Level of Service is a qualitative measure describing operational conditions within a traffic stream, generally described in terms of such factors as speed and travel time, freedom to maneuver, traffic interruptions, comfort and convenience, and safety. Aggregate Level of Service refers to the Peak Hour, Level of Service on multiple links that have been combined through the use of an (Analysis Section) number. #23 DefSeg: (Deficient Segment) - A roadway segment with a "y. . in the "Def Seg column" is considered deficient from a Concurrency viewpoint. Such a segment is estimated to be serving more traffic in the during the 100th highest hour than the LOS standard adopted in Hillsborough County's Comprehensive Plan would allow. A "c" in the "DefSeg colnmn" indicates that the segment is within 5% of becoming deficient and an "M" is reported where Level of Service is deficient and the max VIC is greater than I resulting in available capacity being greater than 1. The maximum vic (see definition ofMAX VIC) for the roadway is considered in determining if the roadway is deficient for the Concurrency Management System. #24 Peak Honr Avail. Cap:( Peak Hour Available Capacity)- Has been defined to identifY how much additional traffic the segment can accommodate, i.e., Standard Capacity Volume minus estimated Peak Hour Volume with the adjusted allowable VIC factored in. Project trips reserved as part of Concurrency applications are nill reflected in the Peak Hour Available Capacity figure.
#18 Daily Capacity: (Daily Service Capacity) Daily Service capacity represents a daily capacity value equivalent to the peak hour service capacity divided by K100. Service capacity is the maximum rate offlow at which persons or vehicles can traverse a point or uniform segment of a lane or roadway and maintain the performance standard as measured by speed for interrupted flow facilities and VIC ratio for uninterrupted flow facilities. #19 Pk Hour Volume (Peak Hour Yolnme) The two-way 100th highest hour traffic volume determined by (AADT x KIOO). #20 Service Capacity: (Peak Hour Service Capacity) Peak Hour Service Capacity is the maximum rate of flow at which persons or vehicles can traverse a point or uniform segment roadway and maintain the performance standard as measured by speed for interrupted flow facilities and VIC ratio for uninterrupted flow facilities during the peak hour. This capacity is not adjusted by the Maximum VolumelCapacity ratio. #21 Y:SC Ratio (Volume to Service Capacity Ratiu) - The Volume to Service Capacity (V/SvcCap) Ratio is the ratio ofthe peak hour two-way volume to the peak hour service capacity. The adjusted volume to capacity (VIC) ratio is calculated be dividing the estimated volume by the Standard Capacity Volume. The resulting ratio gives an indication of how close the roadway is to reaching the maximum allowed capacity. Since a ratio of 1.0, indicates that the volume is equal to the capacity (at the desired level of service standards) a vic ratio less then 1.0 indicates that additional traffic can be accommodated. A vic ratio greater than 1.0 indicates that the volume has exceeded the capacity of the roadway at the desired level of service standard. This ratio is not adjusted by the Maximum VolumelCapacity I Ratio.

ADJUSTAfENTFACTORS The County's Concurrency Management System determines Concurrency based on "peak season". Therefore, the estimated 1997-98 peak hour volumes shown in the listing are adjusted to represent the anticipated volumes on each roadway during the peak traffic month ofthe year. A listing of the adjustment factors for State and County roads is given in Appendix C. Weekly Adjustment Factors from FDOT were used to convert raw counts to Estimated ADT and Estimated Peak Month Volume Factors for the County and State Roads (See Appendix C, pages 39-41). Traffic counts are also adjusted using an "axle factor" which corrects for the fact that trucks have more axles which cause traffic counters to register them as multiple vehicles; e.g., 4 axle truck registers as two 2 axle vehicles (See Appendix C, pages 42-43). Latest FDOT Adjustment Factors will be used. For County roadways an operational LOS D (peak hour, peak season) shall be maintained on all roadways in urbanized areas and arterial roads in Transitioning arterial areas. An operational LOS C (peak hour, peak season) shall be maintained on all collector roadways in rural and transitional areas. For State roads an operational LOS D peak hour is maintained on all roadways in urbanized areas. Not included is the Florida Intra State Highway System (FIHS). Transitioning areas have a LOS C standard; rural areas has a LOS B standard, except for 2 lane roads which have a LOS C standard. In some cases the general Level ofService standard is superseded by the "maximum vic" for Concurrency management purposes. (See Maximum VIC above). Supplemental Information - The LOS Inventory and the supporting software for the tables can provide two levels of information: (1) the Level ofService for each link on the roadway being examined, and (2) the overall Level of Service (based on
travel speed) for the length ofroadway examined. Overall Level of Service is used to determine whether roadway infrastructure is sufficient to accommodate new development. The reason for this is that while one link or intersection may cause excessive delays, the overall roadway operates at an acceptable Level of Service, meaning that overall travel speed and delay are at levels acceptable to the traveling public. PLEASE NOTE: Updated traffic counts and measurement of capacity may also be determined by substantiation in the form of engineering studies signed by a licensed Professional Engineer. Traffic analysis techniques must be technically sound and justifiable as determined by the Planning and Growth Management Department. Utilization of acceptable traffic data collection methods, should include but not limited to, 3 day counts adjusted to the lOOth highest, must be included as part ofthe methodology.
