The Hillsborough County 2003 Roadway Level of Service Report is Volume 1 of a three document series. Volume 2 is the Hillsborough County Roadway Capacity Reservation Report and Volume 3 is the Hillsborough County Historical Traffic Count Report . The 2003 Roadway Level of Service Report is a comprehensive listing of major roadways and their operating conditions, and provides the current levels of service of roadways based upon recent traffic counts and generalized roadway capacity. This report uses the level of service (LOS) standards from the Transportation Element of the adopted Comprehensive Plan and has been generated using the current guidelines of the FDOT Level of Service (LOS) Generalized Tables and Highway Capacity Manual (HCM). Roadways included in this inventory are arterials and collectors as defined in the Hillsborough County Comprehensive Plan. The adopted Transportation Element also includes new LOS standards, which, in effect, gives roadway capacity credit for the existing transit services. Appendix D provides relevant excerpts from the Transportation Element and Land Development Code for easy reference; however, the Transportation Element and Land Development Code should be referenced to ensure the appropriate applications of LOS standards and concurrency analyses processes. There are roads located in unincorporated Hillsborough County that are not regulated according to the inventory. Those roads in the unincorporated areas are part of the Concurrency Management System and are subject to the requirements for public facilities identified in the Hillsborough County Land Development Code. It should be noted that effective December 31, 2003, roadways, that still have a MAX V/C LOS standard will be re-set to the appropriate letter grade. This report makes extensive use of statewide default values and is intended for generalized analysis and initial problem identification. It should only be used as a guide and reference, and should be supplemented with a more detailed study to more accurately determine LOS for use in concurrency analyses. As new information becomes available, this report will be updated. Determining Available Roadway Capacity - The County’s Adequate Public Facilities Ordinance requires that there be sufficient roadway capacity to accommodate development before approvals are issued. The Hillsborough County Roadway Level of Service Report will be used to determine initial highway capacities. The report does not account for trips from projects that have received certificates of capacities, but have yet to receive their certificates of occupancy. These trips are considered to be reserved on the roadway network. In order to determine available capacity, the Transportation Division tracks all reserved trips in its Roadway Capacity Reservation Report (Volume 2), and the reserved trips are subtracted from the generalized capacities established in the Roadway Level of Service Report . These calculations have been computed in the Roadway Capacity Reservation Report and are updated twice a month. What’s New in the 2003 Roadway Level of Service Report ? · This report incorporates the methodologies from the FDOT 2002 Quality Level of Service Handbook . · The High Transit Level of Service (HTLOS) corridors have been updated to current HARTline service. · Roadway capacities have been revised to incorporate the additional capacity allowed by the HTLOS factors. · Vested or reserved trips are tracked in the Roadway Capacity Reservation Report (Volume 2) and updated twice a month. · The Historical Traffic Count Report is now a stand-alone report (Volume 3). · Roadway segments have been aggregated to define appropriate segment lengths for analysis. · A detailed technical memorandum will be available on our website which contains all input variables. · The Level of Service Report and Roadway Capacity Reservation Report will be maintained on the County’s website.
