9 Max V/C (Maximum V/C): The maximum volume to capacity ratio, Max V/C, represents the maximum ratio of volume to capacity (at the LOS standard) that can be allowed on the roadway segment. The Max V/C standard overrides the letter grade standard of the roadway for concurrency purposes for some roadway segments. A Max V/C of 1.0 is the equivalent of the LOS letter grade standard for that roadway. The Max V/C standards are established in the Hillsborough County Comprehensive Plan. 10 AADT (Annual Average Daily Traffic): The AADT is the number of vehicles that travel on a specified segment of a road on an average day. For aggregated segments, traffic counts may be weighted according to the length of each individual link and may not match a specific count. 11 Daily Cap (Daily Capacity): The Daily Cap is the maximum rate of flow at which vehicles can traverse a point or uniform segment roadway and maintain the performance standard as measured by speed for interrupted flow facilities and V/C ratio for uninterrupted flow facilities during the daily (AADT) period.

12 10% AADT: Intersection Review- The developer of any development which would, during the build-out period of the project, result in net trips equal to or more than ten (10) percent of the total traffic on an AADT basis, on any link that lies in whole or in part within the project's radius of development influence and connects to a major intersection, shall provide a detailed analysis of the critical volumes in the intersection, and may be required as a condition of approval to provide intersection improvements. 13 5% Cap “LOS C”: Detailed Transportation Analysis - shall be provided if the number of daily trips projected to travel adjacent streets is greater than five (5) percent of the Level of Service “C” capacity of said streets. The detailed traffic analysis shall be prepared using generally accepted traffic analysis standards and guidelines approved by Hillsborough County. 14 Peak Hr Dir Vol (Peak Hour Directional Volume): The 100th highest hour traffic volume determined by (AADT x K 100 x Directional Factor).
