Northern Ireland housing associations Choice Group and Connswater Homes Ltd have completed a merger, formally uniting almost 1,300 homes under the Choice Group brand. As one of the largest housing associations in Northern Ireland, Choice currently provides 12,000 homes to meet the diverse needs of tenants and residents in Northern Ireland, with another 1,042 in development. With 1,285 units across several schemes and a further 161 in development, Connswater Homes Ltd has provided quality affordable homes for 50 years. With an initial
focus in the East Belfast area, the association has expanded across the city and into housing projects throughout counties Antrim and Down from Larne and Bangor to Moira. Over 30 employees from Connswater Homes Ltd have transferred to the Choice Group across several departments. MCLAUGHLIN & HARVEY CELEBRATES OPENING OF JANET HARVEY HALL
Representatives from McLaughlin & Harvey joined client BAE Systems on June 25 to celebrate the official opening of shipbuilding site Janet Harvey Hall in Govan. The project combined expertise from McLaughlin & Harvey’s construction and civil engineering teams to deliver a more efficient and safe shipbuilding facility for BAE Systems. Phase one saw civil engineering experts drain and infill the wet basin where the Janet Harvey Hall would be situated. Over 430,000 tonnes of sand and stone were used to infill the site, including around 318,000 tonnes of sand dredged directly
from the River Clyde. Before constructing the foundations with reinforced concrete, 5,000m of steel piles were installed. Phase two was completed by McLaughlin & Harvey’s construction team and used over 6,000 tonnes of steel and 20,000 cubic metres of concrete to create
a vast facility housing two electric overhead travelling cranes and two Goliath cranes weighing 280 tonnes in total. Based in Newtownabbey with a Glasgow office in Bellshill, McLaughlin & Harvey

making it increasingly difficult to connect new homes to the sewerage network, NI’s 11 largest house builders expect the overall number of approved housing units in their development pipelines to decrease by as much as 30%. The warning was included in Build Homes NI’s response to the Department for Infrastructure’s consultation on Developers Contributions for Wastewater, which it said would further reduce housing supply, increase costs and price new buyers out of the market. Henry Brothers has reached a milestone with the topping out of its £13.5m Driver and Vehicle Agency (DVA) Test Centre and administrative building at Mallusk. Representatives from Henry Brothers and DVA were present at the topping-out ceremony, which signifies completion of the building’s structural framework and paves the way for the next phases of development. CREEVAGH HEIGHTS WINS TOP REGIONAL PLANNING AWARD
A social housing project delivered by P&K McKaigue Ltd for Radius Housing Association, Creevagh Heights, has won the Royal Town Planning Institute Northern Ireland Award for Planning Excellence. Judges said the 119-unit project provides an outstanding large housing scheme and is an excellent example of collaborative working. The £17m development includes a range of housing typologies, including 16 complex-
needs units carefully designed by Hall Black Douglas architects to respond to the steep topography and stunning vistas. Brick and board panelling in complementary colour palettes give a cohesive, almost Scandinavian feel. Comprising 95 timber-frame houses and 24 masonry-built apartments, the project features creative, well-planned hard and soft landscaping areas. Project winners also included Clooney Terrace Cannon Site, Ross Street Mews and a commendation for Portaferry Public Realm. Exposure to dust in quarries, concrete and private waste facilities is the latest focus of a year-long healthier workplace campaign run by the Health and Safety Executive for Northern Ireland (HSENI). HSENI inspectors will be visiting premises to check that procedures are in place to ensure dust in the workplace is being adequately controlled. HSENI is also carrying out 500 inspection visits to construction sites across Northern Ireland to raise awareness of the dangers of silica, and provide advice on how to protect employees from exposure to respirable crystalline silica, which is the single biggest health risk to construction workers after asbestos. A naturally occurring mineral found in varying amounts in most rock, sand and clay as well as products like bricks and concrete, silica dust is created during many common construction tasks such as cutting, sanding or grinding of silica- containing materials such as concrete, mortar and sandstone. Potential solutions proposed for wastewater crisis in Northern Ireland INTRODUCTION OF A LOW-COST INFRASTRUCTURE LEVY IS AMONG PROPOSALS IN A JOINT POSITION PAPER PUBLISHED BY CEF, NI CHAMBER AND THE NI FEDERATION OF HOUSING ASSOCIATIONS…
A new joint position paper assesses the long-term impact of the wastewater crisis on housing and construction in Northern Ireland, while also proposing a potential
infrastructure is crippling Northern Ireland’s construction sector. We’re seeing the lowest new housing starts since the post-war era, delayed school projects, and factories opting to invest elsewhere. “Turley Economics projects that without urgent investment, 6,150 essential new homes cannot be built in the next three years, exacerbating housing shortages and driving up rents. “This stagnation would also result in 1,690 direct and 870 indirect job losses, costing the economy £1.3bn in lost construction investment, with far-reaching consequences. “The groundwork for a new approach has been laid, thanks to reports from the NI Audit Office and the NI Fiscal Council, the outcome of the UK Government’s Comprehensive Spending Review and our own findings. Now is the moment for decisive action.” The joint position paper presents a series of models which propose a progressive levy applied to rates to recoup the cost of borrowing over 40 years. The models applied analysis undertaken by Grant Thornton to illustrate how the shortfall in investment could be met by the average domestic rate bill increasing by just £101.15 per year. According to Turley Economics, investing sufficiently in wastewater infrastructure could add an additional net £2.5bn in GVA to the NI economy by building more homes. way forward which includes the introduction of a low-cost Infrastructure Levy.
The paper was published on June 26 by NI Chamber, the Construction Employers Federation (CEF) and the Northern Ireland Federation of Housing Associations (NIFHA). It combines the findings of two reports, undertaken jointly by Grant Thornton and Turley Economics, addressing the economic impact of not delivering sufficient infrastructure to enable housing delivery. Proposals are also included for a new fiscal model to ensure sufficient investment in wastewater infrastructure in the future. Its release follows publication of an NI Fiscal Council Report on June 10, which also warns that NI’s wastewater infrastructure is facing a critical funding crisis threatening to undermine economic growth, housing delivery and environmental protection for years to come. The joint paper aligns with the Fiscal Council’s assessment that the current governance structure and the financial model of NI Water is unsustainable, concluding that action must be taken now to implement more appropriate fiscal mechanisms. Suggesting a progressive and modest rates-based levy to meet the deficit over this Price Control and the PC28 period (estimated at £2bn),
the report also calls on the UK and Irish governments to establish a Wastewater Infrastructure Transformation Fund. One levy model suggests that the cost to the domestic ratepayer could be, on average, an additional £11.80 per month. Mark Spence, Chief Executive of CEF, said, “The wastewater capacity and housing crises we face have been years in the making, but recent weeks have brought the urgent need for action into sharp focus. “While the Infrastructure Minister’s three-pronged approach has some merit, it’s clear that the Department for Infrastructure’s proposals on developer contributions and sustainable drainage fall far short of addressing the barriers to economic growth and environmental decline. “Lack of investment in wastewater

Homebuilders say developer contribution proposals are ‘fundamentally flawed’
CEF has published a response to the Department for Infrastructure’s consultation on Developer Contributions for Wastewater Infrastructure, concluding its proposals lack sufficient detail and are ‘fundamentally flawed’. After engagement with homebuilders and the wider construction industry, CEF believes the proposals will do little to reverse decades of underinvestment in Northern Ireland’s water and wastewater system. The latest CEF Construction Survey identifies the wastewater and housing crisis as the industry’s number one priority for the NI Executive, with the recent report by the NI Fiscal Council further reinforcing the need to urgently consider alternatives to meet NI Water’s funding need into PC28 and beyond. Mark Spence, Chief Executive of CEF, said, “With no detail whatsoever on what a proposed compulsory levy would be, we find it impossible to support it in principle as it gives rise to significant concerns with respect to site viability, how any levy would be collected, how funds would be ringfenced for wastewater upgrade works and a potential housing lottery, all of which the consultation does not begin to answer. “While we can support the principle of voluntary contributions as a commercial judgement for homebuilders based on an extension of existing processes such as storm water offsetting, we are also clear that this has clear feasibility limitations which must be understood.”

CIOB POLICY AND PUBLIC AFFAIRS MANAGER FOR IRELAND AND NORTHERN IRELAND JOSEPH KILROY OUTLINES RECOMMENDATIONS FOR ADDRESSING THE LABOUR FORCE DEFICIT IN NI… Harnessing youth enthusiasm for the construction sector
The global construction sector is facing a labour deficit globally, and Northern Ireland is not an exception. In relative terms, NI is doing well: there are fewer construction job vacancies and greater apprenticeship uptake compared to the rest of the UK. However, in absolute terms, Northern Ireland needs to double its workforce growth rate – from 0.8% to 1.6%, around 1,000 new workers per year - in order to meet national housing and infrastructure needs as laid out in the Northern Ireland Programme for Government. Two things are striking given this picture. • According to the Northern Ireland Labour Force survey, almost 20,000 young people, about 10% of the population of 16-24-year-olds in Northern Ireland, were not in education, employment or training (NEET) as of May 2025. • A new survey from the CIOB Northern Ireland found that almost
a career in construction. The high number of young people not in education, employment or training, the enthusiasm of this age group for construction and the labour force deficit should be an ideal equation. Yet the construction sector’s skills deficit stubbornly persists. Why? Labour shortages have emerged as the wicked policy problem de jour. A ‘wicked problem’ in policy refers to a complex issue that is difficult to define, has no definitive solution and is characterised by conflicting values and perspectives. It would therefore be folly to present a single solution here. Nevertheless, the CIOB survey data suggests a number of issues which are in the purview of policy makers to address to make the ‘youth enthusiasm, NEET, labour deficit’ equation work for the construction sector. For instance, the data suggests that well informed careers guidance is crucial. The construction sector offers a wide range of careers suitable for people with different skills and interests, with different routes to entry. Yet, the variety of roles within construction is not captured by

careers. More than one third (35%) would actively consider pursuing a career in construction, with 77% of parents surveyed saying they would be supportive of their child pursuing

wider societal perceptions of construction work. Worryingly, the data suggests that career guidance is not challenging this perception - over half of those surveyed (63%) said information about the sector was not included in the careers advice they received whilst in education. Despite the promising shifts in perceptions of the construction sector, and indeed the changing nature of construction work itself, the enthusiasm young people have for construction careers is not being connected with clear pathways into the industry. To that end, we have made three recommendations based on our survey findings: SKILLS STOCK CHECK The CIOB would like to see the Northern Ireland Assembly take a comprehensive stock check of the current skills systems. This would involve finding out how much
the current skills systems contribute in terms of new entrants, and the current landscape of expected new entrants as compared to the number needed to deliver expected national housing and infrastructure targets. Given the Northern Ireland Audit Office’s recent finding that there is a lack of clarity around the governance of skills between various government departments, the Department for the Economy – as the owner of the current NI Skills Strategy – should be tasked with carrying out this stock check. INCREASED RESOURCES FOR APPRENTICESHIPS With Northern Ireland’s economy struggling to bridge skills gaps, one of the main problems is the overly complex and disjointed apprenticeship system. The apprenticeship process could be
made easier to navigate, with better communication around the considerable benefits for employers, and support tailored to their needs, particularly SMEs. IMPROVING CAREERS ADVICE There is an opportunity to reach a wider talent pool of young people through more consistent coverage of construction in careers advice in schools, given almost half of young people reporting that this was absent. The Department for Education should therefore work with the Department for the Economy in looking at opportunities to strengthen the accuracy and quality of careers advice to ensure that key sectors of the economy, such as construction, are covered appropriately. This would simultaneously tackle Northern Ireland’s almost 10% rate of 18–24-year-olds not in education, employment or training.

W5 Belfast has hosted a powerful and inspiring event in collaboration with The Big Bridge, Design ID and SONI to mark International Women in Engineering Day (INWED) 2025. Over 100 girls aged 11-13 from schools across Northern Ireland gathered at W5 to take on The Big Bridge Workshop on June 20. The hands-on, interactive travelling event saw participants build a 13m-long bridge, with the aim of sparking curiosity, confidence and ambition among the next generation of female engineers. INWED shines a spotlight on the vital
role women play in engineering and technology, industries that remain significantly male-dominated with just 11% of engineers in Northern Ireland being female. Amy Dillion, Project Director at The Big Bridge and Principal Engineer at Design ID, said, “This event is about connecting female students with real engineers and showcasing the impact they can have on the world. We are hoping to build a future that is more diverse, and celebrating International Women in Engineering Day is a powerful way to recognise the fantastic
talent we have in Northern Ireland.” This year’s event also included key support from SONI, the electricity transmission system operator for Northern Ireland. The Federation of Master Builders (FMB) has unveiled the winners of the 2025 Northern Ireland Master Builder Awards, recognising the region’s most inspiring construction projects and the people who made them happen. From restoring one of Derry’s most iconic buildings into a four-star hotel to elevating a young apprentice from GCSEs to leading site joiner, this year’s winners highlight the resilience, talent and innovation powering
the Northern Irish building industry at a time of record housing inflation and skills shortages. Winners span categories including sustainable building, heritage restoration and new home construction, with entries judged by a panel of independent industry experts. Each of these regional champions will now go forward to compete at the UK- wide Master Builder Awards in September 2025, where they’ll be in the running to
win a brand-new Isuzu D-Max pick- up truck worth £42,000, courtesy of headline sponsor Isuzu. The awards were announced at a sold- out ceremony on May 23 at The Malone Hotel in Belfast, attended by guests including clients, apprentices, architects, suppliers and contractors from across the region. Schofield Construction has turned a vision of clean, modern elegance into a beautifully crafted heart of the home for two architect clients in Newtownards. The kitchen features custom birch plywood cabinetry, white quartz worktops, underfloor heating and warm, ambient lighting - but the real success lies in how it all fits together. Standing proudly in the grounds of the former Belvoir Park Hospital, a 100-year-old listed building had long sat empty until Alskea Ltd stepped in with an ambition to restore rather than demolish. A sensitive conversion has delivered 29 luxurious apartments that honour the building’s origins through retained features such as sandstone emblems, terrazzo floors and the original clocktower. A masterclass in architectural conservation, sustainability and high-end delivery, Alskea cut the programme by six months by avoiding demolition. It also protected over 1,000 tonnes of embodied carbon, all while navigating structural challenges such as underpinning, damp proofing and delicate manual demolition.

A sustainable restoration, transforming rather than replacing a cottage built over 200 years ago with breathtaking views over Strangford Lough, has secured the Highly Commended Sustainable Building Award for Marlfield Construction. Purchased with an energy rating of G, the retrofit has boosted the rating to A. Marlfield Construction achieved the transformation with external, floor and roof insulation and internal lime plastering, following damp proofing to the original building. A new heating system was installed featuring a sustainable air-source heat pump complemented with triple glazing and solar panels. The client was delighted with the outcome, and pleased they didn’t listen to previous advice to demolish the house, instead retaining two centuries of building history.
Already establishing himself as a future leader in Northern Ireland’s construction sector at just 20 years old, Conor Mageean has mastered both site carpentry and workshop joinery. Starting his apprenticeship at 16, Conor has producing everything from structural roofing to bespoke hardwood doors for listed buildings. His character truly sets him apart with Conor, early in his apprenticeship, raising concerns for a fellow apprentice’s wellbeing and demonstrating empathy and maturity beyond his years. Now completing his NVQ Level 3, Conor mentors new recruits, champions joinery in his community and continues to raise the bar for what an apprentice can be.

Tucked away on Malone Avenue, a tired student let has been transformed into a vibrant and stylish family home, all within a modest footprint. Mastercraft Group delivered a seamless 4sqm extension, maximised the layout with an open-plan flow and preserved the building’s character with retained stained glass and fireplaces. A much-loved 1960s family bungalow on the shores of Bangor has been transformed with care, creativity and a deep respect for memory. At the client’s request, every effort was made to retain sentimental features - even as the home was extended, rewired, replastered and modernised. The standout feature is a spectacular 10mx2.5m corner picture window, framing panoramic views of Belfast Lough. Meanwhile, a 12mx5m elevated deck was constructed on a steep, inaccessible slope using specialist stainless-steel ground screws - all without the aid of machinery. Tell us about your industry background Before joining Macnaughton Blair in June last year, I was managing director at Bassetts. Prior to that, I held senior sales roles with Kingspan and A&G, working across both the UK and Irish markets, and, with more than 30 years in the industry, I’ve developed a strong understanding of shifting market dynamics and the value of long-term, trusted customer relationships. When I joined Macnaughton Blair, I took on the role of commercial director. The position involved driving sales performance across our brands, overseeing procurement and marketing, and managing our wider merchanting operations - including 19 branches, six Watershed bathroom showrooms, Doorways and Wood Floor Warehouse. What does your current role entail? Since becoming managing director in February, my focus has been on driving growth while staying true to the principles that have underpinned Macnaughton Blair for over 50 years. My role involves shaping our strategic direction while working with the leadership team to ensure the business continues to deliver strong commercial results. Through close collaboration with key departments, I focus on maintaining high standards in service, product offering and operational performance. Understanding and responding to the evolving needs of our customers is central to what we do.
