It is a privilege to serve as your Interim City Manager, bringing nearly three decades of executive leadership experience in municipal government. Since joining Irvine in 2023, I have served as the City’s Director of Project Delivery & Sustainability, followed by the role of Assistant City Manager overseeing the Great Park and External Operations. I am grateful for the opportunity to help lead our organization at such an exciting time for our City, as we continue moving forward on important initiatives including: J Establishing our Irvine Public Library. J Building the largest municipal park in the country. J Taking on once-in-a-generation infrastructure projects such as the Irvine Fieldhouse, the Irvine Animal Care Center renovation, the Jeffrey Open Space Trail Bicycle and Pedestrian Bridge, and the Jamboree & Michelson Pedestrian Bridge. J Redefining the future of mobility. At the same time, we remain committed to delivering the outstanding services and programs that make Irvine one of the most livable cities in the nation, from our award-winning parks and open space to our vibrant arts and community offerings. We are looking ahead to our fall festivals and I hope you will join us in celebrating our diverse community at Fiesta Latina en Irvine, Mid-Autumn Festival, and the Irvine Global Village Festival. Irvine Police Department Celebrates 50 Years

On July 1, 1975, the Irvine Police Department was established with 41 sworn officers and 10 civilian employees. Operating out of a portable trailer on Verano Place adjacent to what is now Campus Plaza, the new department served 39,651 residents and responded to 64,019 calls for service in its first year. Fifty years later, the Irvine Police Department (IPD) serves more than 318,000 residents. It has consistently recorded the lowest violent crime rate per capita among cities of its size, a reflection of the department's proactive and collaborative work. Emergency Preparedness: A Focus on Wildfire Prevention September is National Preparedness Month — a time to raise awareness about the importance of planning and readiness in the face of emergencies. In Irvine, wildfire prevention is a top priority, and the City continues to take proactive steps to protect residents, businesses, and open spaces from fire risk. Strengthening Infrastructure in Bommer Canyon In partnership with Southern California The GOAT of Wildfire Prevention In collaboration with Sage Environmental, more than 400 goats were brought to Turtle Ridge for weed abatement and fire mitigation across several acres of steep terrain in the Turtle Rock area. The goats worked seven days a week, with daytime supervision by herders. At night, they were secured in a gated and locked pen at the Sepulveda Vista Point trailhead, monitored by four trained Pyrenean guard dogs. The map was developed by Cal Fire using the latest climate data, fire history, topography, and wildfire modeling to classify areas as moderate, high, or very high fire hazard zones. mitigation project in Bommer Canyon, enhancing fire safety while preserving Irvine's open space. The project was initiated in 2019 after an SCE crossarm failed resulting in a downed powerline that caused a quarter-acre fire in Bommer Canyon. The incident prompted City staff to partner with SCE to explore alternative power supply options for the open space, with the goal of de-energizing and removing overhead electrical infrastructure. By summer 2023, SCE completed the underground installation of power lines, and earlier this year, the final utility pole was removed. These critical upgrades and efforts help ensure minimal disruption to the environment. The City continues to work closely with SCE to ensure the wildfire mitigation plan for the open space is fully implemented.

55 With the expanded route, the iShuttle service has been discontinued, allowing those buses to transition to the Irvine CONNECT fleet and serve more riders and neighborhoods with the same free service. Irvine CONNECT Route Expands After a successful pilot year with more than 141,000 riders, the City Council gave the green light to continue the free Irvine CONNECT shuttle service and expand the route north to Portola Parkway. In July, the expanded route began connecting to neighborhoods such as Stonegate, Eastwood, and The Groves, as well as Northwood High School, the Jeffrey Open Space Trail, Hicks Canyon Trail, and more. Michelson Pedestrian Bridge began this summer, marking a major step toward improved pedestrian safety, reduced traffic congestion, and enhanced connectivity in the thriving, mixed-use Irvine Business Complex. This 175-foot-long bridge, which will span Jamboree Road, will have a sleek stainless-steel structure accented with elegant Corian cladding, translucent

The Future of Mobility is Irvine In June, the City laid the groundwork for the future of mobility in Irvine and throughout the region. The inaugural Irvine Mobility Summit brought together over 100 City staff, regional transportation professionals, and international mobility experts to advance a shared vision for a future that is more connected and sustainable. Special thanks go out to the Orange County Cycling Business Coalition, Irvine-based companies Revelyst and Shimano, and global mobility experts Thomas Krag and Niels Hoé for their support of the event. The City will continue the conversation through new and strengthened partnerships throughout the region. Fight the Bite Small sources of water around patios, yards, or indoor spaces can serve as mosquito breeding grounds. The Orange County Mosquito and Vector Control District encourages residents to help keep mosquitoes at bay by following these tips: J Use EPA-registered insect repellent (DEET, picaridin, oil of lemon eucalyptus, or IR3535) as directed. J Wear long sleeves and pants, especially at dawn and dusk. J Keep window and door screens in good repair to block mosquitoes. J Remove standing water from flowerpots, tires, buckets, pet dishes, and trash cans. J Fix leaking faucets and broken sprinklers. J Clear clogged rain gutters. J Report neglected swimming pools. Open House Highlights Updated Maps for Suggested Routes to School
45 maps and a set of recommended improvements for each public school in Irvine. The community is invited to attend an open house Thursday, September 4, to view updated Suggested Routes to School maps and identified potential improvements for safer travel around schools. Suggested Routes to School aims to create safer conditions around schools and encourages students, parents, and school staff to walk, bike, or roll to school. The City of Irvine, in collaboration with Irvine Unified School District (IUSD), Tustin Unified School District (TUSD), and local public schools, has been working to develop pedestrian and bicycle safety action plans that encourage safer and active travel to school. The process of updating the maps began last fall with neighborhood school visits. In the spring, a survey was conducted, and a virtual meeting was held to gather community input. The final recommendations include

Step Into History with the Walkable Timeline Stretching more than 2,600 feet along a former Marine Corps Air Station El Toro taxiway, the Walkable Historical Timeline leads visitors through 162 milestones in history. A recent update added 44 new entries, covering the past 30 years. Visitors can explore the expanded digital handbook and reflect by the park’s tranquil reflecting ponds.

Celebrating the New Irvine Public Library, a Milestone in City History Once upon a time in the City of Irvine, there was a vision to create a library system where all who entered could get lost in rows of books, discover new stories, and find community through exciting events and programming. This summer, that vision came to life. A New Story Unfolds Ribbon-cutting ceremonies were held Sunday, August 3, celebrating a significant milestone as the City officially launched the Irvine Public Library, marking the successful transition of services from the County of Orange. Heritage Park and University Park Library Branches officially opened their doors to the community Monday, August 4, while the Katie Wheeler Library Branch, which is currently closed, will open in early 2026. The two branches welcomed visitors with new carpeting and furniture, freshly painted walls, enhanced study nooks and gathering spaces, and gallery walls featuring images of Irvine through the years, reflecting local history and culture. Following months of community input gathered through numerous outreach meetings and digital engagement, the City and library staff developed intentional services and programs thoughtfully tailored
to meet the specific needs of Irvine residents. The result is a library system uniquely crafted to serve and enrich this vibrant community with expanded collections, digital resources,

a Library of Things, enriched programs, and comfortable spaces, all designed to foster learning, exploration, and enrichment for visitors of all ages. Children who walk through the doors can discover storytimes in multiple languages, craft activities, and special events like Astronomy Night. Teens have access to STEAM workshops, fandom meetups, and study lounges, while adults can join book clubs, creative classes, and trivia nights. The Irvine Public Library’s digital resources offer unique opportunities for the community to read and learn. Setting the Standard Irvine’s Parks Rank Second in the Nation and First in California
The City of Irvine has once again been recognized for its outstanding park system, ranking second in the nation and first in California in the Trust for Public Land’s annual ParkScore Index released in May. This recognition marks the 10th consecutive year the City has been ranked in the top 10. The ParkScore Index is recognized as the national gold standard comparison of park systems across the 100 most populated cities in the United States and is based on factors including park access, acreage, investment, equity, and amenities. The index looked at park access and equity and found that 94% of Irvine residents live within a half-mile walk of a park. In addition, 94% of people of color and 91% of people from low-income households live within a 10-minute walk of a park. Irvine also earned a perfect score for investment. A total of $681 per capita is spent each year on publicly
accessible parks and recreation, which is among the highest nationwide. The City continues investing in its park system, with construction underway on the next phase of the Great Park — the largest municipal park under development in the nation.

In November 2024, the City’s first universal playground opened at Sweet Shade Neighborhood Park, providing an innovative and inclusive space that meets the needs of all residents regardless of ability. Enhancements continue with new sand areas with sand tables, additional seating, two bocce ball courts, and other site amenities being added this summer. Eight pickleball courts are being added at Mike Ward Community Park — Woodbridge for spring 2026, and Irvine’s first municipal fieldhouse is expected to open in summer 2026. Irvine also scored above average for park amenities, earning perfect scores for the following: J Basketball Hoops: 459 available through City- owned facilities and joint-use agreements with Irvine and Tustin unified school districts for shared gymnasium spaces. J Playgrounds: There are 220 citywide, which comes out to 28.53 per 10,000 children. J Senior and Recreation Centers: Irvine has 25 citywide. J Public Restrooms: There are 184 available within City parks. The ParkScore ranking includes parks, facilities, and amenities accessible to the public, either through ownership or partnership agreements. Construction Underway on City’s First Municipal Gym In June, the City of Irvine broke ground on a 110,000-square-foot recreational facility that will serve as a premier space for a variety of sports and help meet growing demand for indoor court space. Located in the Irvine Business Complex, the Irvine Fieldhouse will stand out as one of the region’s premier indoor sports venues, with 10 multi-purpose courts, 10 badminton courts, a multipurpose room, a food court, and 369 parking spaces. Irvine’s first municipal gym is designed to meet local needs. It will be equipped for basketball, volleyball, and badminton, and serve as a hub for City-run programs, youth sports tournaments, and community events. In addition, City staff have connected with the broader sports community, including representatives from futsal, table tennis, pickleball, and gymnastics, expanding opportunities for facility use. The Irvine Fieldhouse sits on a 7.3-acre site at 17300 Red Hill Ave. The project was approved by the City Council in 2024 and is anticipated to open in 2026. Q&A with the Irvine Public Library Team
What can residents look forward to with the Irvine Public Library? We envision the library as a welcoming space where residents connect, whether through storytime, cultural events, study groups, or just finding a comfortable place to read. The community can access a robust and inclusive collection that reflects the diverse voices and experiences of the entire community, as well as a Library of Things, which will include bike repair kits, telescopes, guitars, ghost hunting kits, and more! They can also look forward to an increase in events for all ages from young students to older adults. This includes high quality storytimes with early literacy and early development skills and techniques tied in.
Meet the incredible team behind the new Irvine Public Library — a group of passionate and experienced professionals who have come together from across the region to create something truly extraordinary for our community. With more than 100 years of combined experience, they’ve served at libraries throughout Southern California including those operated by the cities of Yorba Linda, Mission Viejo, Huntington Beach, and Rancho Cucamonga, as well as the County of Orange. They recently took a moment out of their day to share their vision and plans for the Irvine Public Library — as well as a few book recommendations. What excites you most about establishing the new Irvine Public Library and what impact do you hope it will have for the Irvine community? We’re incredibly excited to meet and connect with the community. Through our Pop-up Library events, we’ve already had the pleasure of meeting families from all over who stopped by to get a library card. The support has been truly heartwarming, and we’ve loved every interaction. We are also excited to be able to collaborate with Irvine organizations. Meeting the community where they are means we reach more people who might not know all the library has to offer. To work with places like Pretend City Children's Museum, Irvine Unified School District, and other Irvine staples is going to be so much fun! To be able to serve the community through outreach and outside organizations is such a vital part of our job. Our team comes from various library systems, united by a shared mission to build something meaningful for this community. It’s an inspiring time to dream big and explore all the possibilities ahead. What is the long-term vision for how Irvine’s libraries will grow over the next five to 10 years? We hope the Irvine Public Library becomes a vibrant heart of the community, one that grows with the City, reflects its values, and serves as a hub of learning, connection, and inspiration for decades to come. We plan to expand library services, including adding facilities, to meet the growing needs of the Irvine community. We want the library to be the first place people think of for finding services and resources, but also entertainment. We are also looking to promote innovation and creativity through various learning environments that will inspire the next generation of creators, entrepreneurs, and problem solvers.

Sand erosion on our beaches is not only a threat to the state’s economy; it’s a threat to our identity and way of life here in Southern California. So UC Irvine scientist Brett Sanders and his team have developed technologies to monitor sand movement and pinpoint areas in need of replenishment. The goal: devise smarter plans to minimize and reverse coastal erosion. At UC Irvine, our researchers are asking different questions. And finding better answers to the problems that affect us all.
