The Malaysian Industry-Government Group for High Technology (MIGHT) serves as a think- tank and provides strategic advisory in the prospecting for and promotion of industry development through strategic application of science and technology for Malaysia’s socioeconomic development. Its key role is building and driving partnerships in technology through a consensus building platform between the private and public sectors and providing strategic advice and alliances to shape high technology studies,
capacity building through policy interventions as well as flagship programmes and strategies for the country. MIGHT emphasises market intelligence initiatives using foresight practices and methodologies to identify technology and business opportunities. It is governed by a Board of Directors, helmed through the Joint-Chairmenship of prominent private sector personalities and senior government officials.

MIGHT offers a platform for collaboration between the public and private sectors in driving the nation’s high technology industry. By providing a network of local and global linkages for members to capitalise on through synergistic partnerships, MIGHT is Malaysia’s own unique organisation that undertakes strategic alliances and performs analyses on high technology industry and business opportunities. MIGHT members are from various fields, including key government ministries and agencies, public listed companies, small and medium enterprises (SMEs), universities, research institutions, non-governmental organisations (NGOs) and multinational corporations (MNCs). FACT FINDING MISSION TO PENANG 23-24 July 2020, Penang
The main purpose of the mission was to gain insights and perspectives from the industrial sector, in the development of the New Industry Master Plan (NIMP) currently developed by MIGHT for MITI. Engagement sessions were also made with First Solar and YOUTech at their respective premises under strict Standard Operating Procedure (SOP) adherence. Dato’ P’ng Soo Hong of First Solar shared on the current challenges faced by the solar energy industry amidst the global pandemic and how they are coping and striving further to ensure business continuity. To gather feedback from the automotive sector in Penang, meetings were held with several multi national corporations including Clarion, Bosch and Continental. On the final leg of the trip was a visit to YOUTech. YOUTech provides solutions to improve data security and confidentiality using encryption technology.

STAKEHOLDER ENGAGEMENT WITH THE CHIEF MINISTER OF MELAKA, COMPOSITES TECHNOLOGY RESEARCH MALAYSIA (CTRM) AND DK COMPOSITES 26 August 2020, Melaka

On 26 August 2020, MIGHT paid a courtesy call to the Chief Minister of Melaka in relation to the Melaka Smart City initiative, a UNIDO project managed and coordinated by MIGHT. This was followed by a visit to CTRM, a longstanding MIGHT member. CTRM is a Centre of Excellence for composites and aerospace and is a leading supplier of fan cowls for major aircraft manufacturers. Collaboration with CTRM is in the works on the Smart Grid Project for the State of Melaka. MIGHT also visited DK Composites which specialises in the use of advanced composite materials in design, manufacture and installation of architectural structures. They have also expanded their scope to include land and marine vehicles and vessels such as yachts, boats and trains. The entourage was also given a preview the MyKar prototype. MyKar is a fully electrified vehicle developed by EV Innovations, a Malaysian start-up company. The fibreglass composite bodyshell of the vehicle was built by DK Composites.

Malaysia Rail Industry Corporation or better known as MARIC, is an industry- led platform that promotes coordination and integration among Malaysian rail players. Established on 17 April 2017 to support and represent the voice of local rail industry players, MARIC acts as a focal point for local players in the strategic development of human capital, technology and supply chain. MARIC benefits from relevant government investments and supports government policies on national rail industry development. A total of 36 local rail companies are gathered under MARIC, with focus on seven clusters of capabilities in system works, namely: signalling, track works, rolling stocks, telecommunication, power supply, automated fare collection and consultancy. The government’s localisation policy has significantly helped develop the local rail industry. The local players involvement in three major projects under The Greater Kuala Lumpur Plan 2010 has achieved international standards & recognition. These projects were awarded based on the capabilities of MARIC members together with the respective local and international rail partners.

MOU SIGNING WITH DEPARTMENT OF POLYTECHNIC AND COMMUNITY COLLEGE EDUCATION (DPCCE), MINISTRY OF HIGHER EDUCATION MALAYSIA 27 February 2020, MIGHT MARIC and Department of Polytechnic and Community College Education (DPCCE), Ministry of Higher Education Malaysia signed a Memorandum of Understanding (MOU) of partnership in enhancing human capital development in the rail industry. This strategic collaboration is to establish a platform to nurture future talent in the rail industry which aims to provide opportunities for students and staff to undergo training with real work experience. DPCCE will provide the infrastructure, facilitites and equipment at their polytechnics and community colleges, while MARIC will impart expertise and consultation of training in areas related to rail. As a body that represents the local talent in system engineering, MARIC will facilitate and provide industry expertise in terms of curriculum development related to the relevant sectors in the rail industry. MARIC will also assist in career exposure and opportunities in the rail industry.

MIGHT organised a session on ‘Key Opportunities for Improving the Legal Framework and Building the Innovation Community for Technology Transfer in Malaysia’ with Minister for Science, Technology and Innovation (MOSTI), YB Khairy Jamaludin. It was a session that saw active participation by MARIC as a leading association in rail technology and system on technology in the field of rail and the capabilities of local rail industry, mainly in system engineering.

KiLAT is a specialised exhibition in Logistics Management, Rails, Ports, Airports, Aviation, Land Transports, Transport Manufacturing Hub, Signalling and Communications, Drone Providers, Electric Bus & Autonomous vehicle. It is a collaborative event with Ministry of Transport Malaysia with the support of Malaysia Rail Industry Corporation (MARIC). The objective of the event is to showcase and demonstrate new products, state-of-art technologies, vehicles, equipment and services for international and local logistic & transport related industries. This programme is a pivitol platform to showcase and highlight the local rail capabilities to the relevant stakeholders and government.

“THE DEVELOPMENT OF RAIL STANDARDS” -WEBINAR WITH SIRIM AND DEPARTMENT OF STANDARDS 5 & 20 November 2020, via online The development of rail standards is to support the national transport policies that prioritise local content and strive for an industrial sustainability in public transport. MARIC together with SIRIM, Standards Malaysia, MIGHT and agencies such as MATRADE and MIDA as steering committee developed the Malaysian rail standards aimed at penetrating the South East Asian export market. This is especially so for the Southeast Asian and global markets, where Malaysian rail standards can have a positive impact on the supply of technology, services and collaborative ventures. This is especially impactful for local companies with proven track record and demonstrated effectiveness. The standards are based on 36 rail standards developed by Agensi Pengangkutan Awam Darat (APAD).

MARIC was by invited by MATRADE to speak on the Webinar Programme on the ‘Indonesia and Philippines Railway Industry: Current Updates & Business Opportunities’. MARIC Honorary Secretary, Mr. Haniff Ghazali gave valuable insight into the rail technology and industry for the South East Asian market. The objectives of this webinar were to be updated on the Indonesian and Philippines railway industries, and explore business opportunities as well as to promote Malaysian railway companies’s capabilities.

VISIT TO DREAMEDGE BY FORMER MINISTER OF TRANSPORT, YB ANTHONY LOKE 9 January 2020, i-Tech Tower, Cyberjaya
The Former Minister of Transport, YB Anthony Loke, made an official visit to DreamEDGE’s office in Cyberjaya, following the announcement of the private sector- driven 3rd National Car Project, and the unveiling of DreamEDGE Sdn Bhd as the project’s anchor company by the then Minister of International Trade and Industry, YB Darell Leiking in 2019. DreamEDGE’s CEO Datuk Khairil Adri Adnan showcased the company’s various locally developed technology and capabilities to the Minister and the delegation from the Ministry of Transport and other agencies. As a design house & engineering solutions provider delivering value added digital engineering services for automotive, shipbuilding and rail industries, DreamEDGE is well- positioned as the nation’s industrialisation catalyst, by creating new opportunities for local vendors and talent, and be part of the high technology value chain.

The inking of a tripartite Memorandum of Understanding (MoU) with Duopharma Biotech Bhd (Duopharma Biotech) and PanGen Biotech Inc. (PanGen), marked the first establishment of Malaysia’s first commercial biosimilar production facility. VentureTECH will be investing RM15 million into a joint venturebetweenPanGen, aSouthKorea-basedcompany which specialises in research and manufacturing of bio-based medicine to produce biosimilar drugs and the Malaysian leading pharmaceutical company, Duopharma Berhad to produce biosimilar drugs to cater for both domestic and export markets and take advantage of the growing biosimilar market. In addition to generating high skilled employment, particularly in high-value biopharmaceutical products
and promoting technology adoption, the move will position Malaysia as a regional player in the growing biosimilar market, whilst improving affordability and accessibility to healthcare in the country. VentureTECH signed a RM2 million investment agreement with TEVO Creations Sdn Bhd (TEVO Creations), a Malaysia-made protective coating manufacturer to assist the company’s global expansion plan and tap into the opportunities of both smart coatings and nano-coating global markets. The investment will enhance the company’s production facilities, R&D, laboratories and asset acquisitions. Through value creation initiatives, TEVO Creations will advance synergies with other Bumiputera investee companies for business development locally and abroad. TEVO Creations produces surface protection nano coatings in liquid form with properties that enable savings in energy and water consumption, making it more environmentally friendly as compared to other conventional coatings. Presently, TEVO Creations’ distribution channels consist of about 35 countries worldwide and about 80 percent of its products are exported to South-East Asia, the UAE, Russia, Poland and the United States.

VentureTECH inked a Memorandum of Understanding (MoU) with SBI Ventures Malaysia Sdn Bhd (SBI Ventures Malaysia), a subsidiary of one of the largest private equity groups in Japan, SBI Holdings Inc. Japan, through the establishment of a joint-venture investment company, targeting at least RM100 million of investments. This strategic partnership with a reputable global private equity player supports the call by YB Dato’ Sri Mustapa Mohamed, Minister in the Prime Minister’s Department (Economy), to attract foreign funds into the country, thus helping to improve liquidity in the country and boost the economy.
The targeted investment by this joint investment vehicle includes Malaysian and ASEAN based companies operating in the Biotechnology, Green Technology, Financial Technology and Emerging Technology as well as in the areas of Artificial Intelligence (AI), Robotics & Automation and Internet of Things (IoT). TXMR’s Managing Director/Founder, YM Tengku Mohd Farid Tengku Hassim briefed the Deputy Minister on the company’s core business of automation and robotics solutions and the company’s business strategy on innovating robotic products and technologies to serve the local and global market.
During the plant tour, TXMR showcased their Integrated Conveyor Automation System (ICAS), Integrated Robotic System (IRS) dan Cyber Physical Management System (CPMS). VentureTECH announced its debut in the smart city industry by inking an investment agreement with Kiwitech Sdn Bhd (Kiwitech), a Bumiputera company offering Internet of Things (IoT) based application for city surveillance services to further enhance their proprietary Smart City Digital Platform. Kiwitech is a pioneer of Smart City Super Platform in Malaysia, with an aim to boost the security levels of city infrastructures by providing leasing services of its city level surveillance assets which include CCTV and multi- function smart pole. The investment echoes Malaysia’s rapid urbanisation that has resulted in the need for and implementation of smart cities to create sustainable cities and communities as propagated also by MIGHT. VentureTECH’s investment in Kiwitech will not only support the transformation of Malaysian cities into smart cities by way of Public-Private Partnership, but
also aims to accelerate the implementation of IR4.0 applications at platform level and harnessing skilled Bumiputera and local talents and expertise in enhancing the current Smart City Digital Platform. Presently Kiwitech is serving 28 out of 52 local authorities in Malaysia, resulting in a 50 percent market share in Malaysia, and has footings in three of five pilot cities identified in the Malaysia Smart City Framework. VentureTECH unveiled its RM10 million initial investment in Gaia Plas Bhd (Gaia), a Malaysian company principally involved in providing end-to-end solution for all-packaging products, for the development of plant- based biodegradable plastics and acquisition of assets to commercialise their green products. In line with efforts to increase the competitiveness of companies by encouraging them to produce higher value green products, VentureTECH’s investment in Gaia will help the commercialisation of Malaysia’s first biodegradable jerry can in the near future driven by the demand from existing markets . VentureTECH’s mission to lend support to companies seeking investment in green technology supports the national agenda as Malaysia hopes to boost market growth locally and regionally for new bio- based products in green packaging as well as other alternatives to plastics.
The investment in Gaia will also help materialise the government’s aim of ensuring that green business contributes to about 1.5 percent of Malaysia’s GDP or about RM60 billion by 2030, from RM8 billion in 2013, whilst fulfilling VentureTECH’s mandate of increasing Bumiputera’s industry participation in high growth, higher value-added industry. Presently Gaia is serving both local and overseas clients from United States, Singapore, Pakistan and Egypt. The company has ambitious business diversification plan to sell its green products both locally and overseas, primarily in Europe. HIGH IMPACT PROGRAMME (HIP5) IMMERSION PROGRAMME 19-24 January 2020, Dandenong , Melbourne A discussion was initiated on an immersion programme with Bombardier Australia, as part of capacity building programme for participating companies under the HIP5 programme. The immersion programme was scheduled to commence in March 2020. The immersion programme was designed and planned to specifically outline the requirements of Bombardier, thus providing invaluable information to participants on best practices, standards, supplier requirement, factory setup and factory operational matters. Bombardier designs, engineers, manufactures and maintains rolling stock across Australia, along with providing signaling, rail equipment, asset management and through-life support to customers and operators, with its largest operation in Dandenong, Melbourne.

The ACOE Rel is a collaborative programme with Ministry of Education Malaysia (MOE), Universiti Teknologi MARA (UiTM), Universiti Tun Hussein Onn Malaysia (UTHM), supported by main rail industry players-Prasarana Malaysia Berhad, Keretapi Tanah Melayu Berhad (KTMB) and Mass Rapid Transit Corporation (MyMRT). The desired objectives are to identify research priority areas of rail transport in the Malaysian context, develop a database of existing expertise and facilities at public universities as well as synergise research activities. MIGHT’s role in facilitating rail industry is imperative to promote local players’ capabilities, with the support of Malaysia Rail Industry Corporation (MARIC). Industry Centre of Excellence for Railway (ICOE Rel) set out to achieve global vision via developing local expertise and reducing dependence on external resources.

One of the topics discussed during the industry and academia session was on Malaysia’s railway issues and challenges, with discussion highly concentrated on System Development & Manufacturing (Track Network, Signalling & Communication, Rolling Stock, Electrification) and Operation & Maintenance (RAMS, Rolling stock, ToD, Digital railway). It was mutually agreed that the development of standards in rail, government support for collaboration, research & development from academia to industry and human capital competency development were major challenges for the local industry to become a significant contributor to the national economy and to spur long- term sustainability.

MIGHT was commissioned to conduct a study “Readiness of Educational Institutions in Facing IR4.0” by the Ministry of Education. The study teammade up of MIGHT and UTM jointly developed the instruments and measures in accessing the readiness of educational institutions of lower and higher education. The team also reviewed various international analyses and reports in identifying the indicators and parameters used in global assessments. These include Global Competitiveness Report, OECD’s PISA as well as the SDG. Further syntheses of the approaches and findings allow the researchers to develop localised instruments for higher accuracy.

MALAYSIAN AEROSPACE COUNCIL (MAC) CONTINUES PUSH TO NURTURE HIGH-TECH INDUSTRY PLAYERS

MIGHT’s connection with Malaysian Aerospace Council (MAC) started decades ago as MAC’s appointed secretariat. After the launch of the Malaysian Aerospace Industry Blueprint 2030 in year 2015, the role was then transferred to National Aerospace Industry Coordinating Office (NAICO) under the Ministry of International Trade and Industry (MITI). MIGHT’s commitment was nevertheless maintained through its new role as Council Member. As a high technology frontrunner, MIGHT supports the aerospace industry development via promoting high technology adoption and nurturing high technology industry players. Chaired by YB Minister of MITI, MAC steers the vision and direction for the overall development plan of the national aerospace industry including policy guidelines and identify priority areas of aerospace activities in Malaysia. Members of the Council consist of government and industry players. The council members meet to discuss current issues faced by the aerospace industry and consider various solutions. Malaysia has a long-established design and build capacity. Through a concerted effort between the government and industry players, the industry would be able to invest in capability building in order to leapfrog to new workflow volumes and technology development and ready for the upside.

MIGHT has been entrusted by MITI to conduct studies for the New Industrial Master Plan in which machinery & equipment (M&E) industry is one of the focus sectors. An industrial policy workshop was conducted by MIGHT together with key stakeholders represented by Malaysian Investment Development Authority (MIDA), SME Corp, Malaysian Industrial Development Finance Berhad (MIDF), SME Bank, Malaysian Iron and Steel Industry Federation
(MISIF), ViTrox Technologies, Malaysian Special Tooling and Machining Association (MSTMA), Universiti Kuala Lumpur British Malaysian Institute (UniKL BMI), AllianceCorp Manufacturing Sdn Bhd and VisDynamics. The workshop includes a stocktake on the current and upcoming issues and challenges faced by the industry and provide consensus building platform to review policy matters to drive industry development for the M&E sector through 2030. Gaps in the industry were identified and stakeholders provided recommendations to address the constraints.
CORONAVIRUS MOBILE TESTING UNIT (COMBAT) 13 April 2020, Kota Kemuning, Selangor
MIGHT provided strategic advisory role encompassing technical and commercial know-how to the local Pro Bono teamduring the initial development of Coronavirus Mobile Testing Unit (COMBAT). The COMBAT provides advantages to the medical team in conducting swab tests for the public at mass volume within the targeted zone in a safe manner to avoid the spreading effect among medical frontlines. These units have been deployed at a few medical facilities including private hospitals and medical centers.

Operating in collaboration with local and international partners, the programmes provide universities, industries and research institutes strategic directions and focus areas to tap into aerospace related domains. Three research themes namely “Sustainable Aviation”, “Factory of The Future”, and “Training of The Future” were selected to mark a step change towards the sustainability of Malaysia’s aerospace industry. To date, some programmes had been successfully completed under the 11th Malaysian Plan whilst new programmes are taking shape under the 12th Malaysia Plan through integrated approaches and support from the government, industry and academia. AEROSPACE MALAYSIA INNOVATION CENTRE - RESEARCH TECHNICAL WORKING GROUP (AMIC-RTWG) AND SUSTAINABILITY OF MALAYSIA’S AEROSPACE INDUSTRY 23 June 2020, via online MIGHT has been affiliated with the Aerospace Malaysian Innovation Centre (AMIC) since its inception in 2011 as a member of the Board of Directors. The establishment of AMIC as an industry-led research center was a key recommendations laid out in the National Aerospace Blueprint 1997.
A Focus Group Discussion for Machinery and Equipment (M&E) industry was conducted, attended by representatives from Malaysia Productivity Corporation (MPC), Universiti Kuala Lumpur British Malaysian Institute (UniKL BMI), Malaysian Iron and Steel Industry Federation (MISIF), Ministry of International Trade and Industry (MITI), ViTrox Technologies, Malaysian Investment Development Authority (MIDA), Machinery and Engineering Industries Federation (MEIF), Machinery And Equipment Manufacturers Association
(MEMA), Niche Frontier, Muhibbah Engineering, Association Of Marine Industries Of Malaysia (AMIM), SME Bank and SME Corp to chart the strategies for the national M&E industry from the perspective of industry and government sectors. The FGD produced preliminary strategies on how industry and government should play their respective roles to achieve the desired business environment inclusive of competitiveness, capabilities and connectedness.

A working site visit was conducted to ViTrox Corporation Berhad to understand the application of 4th Industrial Revolution at the production factory by one of the successful local players in the machinery & equipment industry. As part of New Industrial Master Plan (NIMP) study, this provides a good benchmark to other local players to venture into a niche area and learn of the journey taken by ViTrox in becoming a key player in the global industry value chain.
SOLID WASTE MANAGEMENT FOR PENANG STATE 25 August 2020, Penang Penang State Government is planning to develop a roadmap on solid waste management for Penang State. MIGHT shared the best practices in developing a road map with the Office of the State Secretary. MIGHT together with the Local Government Division also visited the waste landfill located in Pulau Burung to collect information on the technology and methodology used in treating and managing solid waste. The roadmap will provide strategic guidance to Penang State on the long-term sustainable planning of land development by integrating viable technologies in managing solid waste generated by the city.
