The six foundingmembers of the Embrun Co-op, Elvé Brisson, Charles H. Bruyère, Lionel Emard, Henri Lemieux, Aldéo Perras and Joffre Lapointe, were posthumously honored on Thursday, February 15, during the 30 th edition of the Mérite agricole franco-ontarien. aussi à cœur la communauté franco-onta- rienne. » « Honnêtement, je n’ai pas trop de connaissance ou d’expérience en ce qui concerne l’agriculture, a confié le maire Pierre Leroux. Mais, vraiment, je ne suis pas ici aujourd’hui pour parler d’agriculture. Je suis ici pour souligner la vision de certains
hommes fondateurs, avec presque 75 ans de service dans leur communauté. » Après la cérémonie, le cadre commémo- ratif avec les visages des six hommes a été dévoilé. Le cadre sera fixé sur le mur de la salle duMérite agricole au Campus d’Alfred.
Les six fondateurs de la Coopérative agri- cole d’Embrun (COOP d’Embrun) ont été honorés à titre posthume lors de la 30 e édition duMérite agricole franco-ontarien. Elvé Brisson, Charles H. Bruyère, Lio- nel Emard, Henri Lemieux, Aldéo Perras et Joffre Lapointe étaient les six fondateurs de la COOP d’Embrun, ainsi que les membres du premier conseil d’administration. M. Lapointe a été aussi le premier gérant de la Coopérative, fondée en 1943, un poste qu’il a occupé pendant plus de 20 ans. Ces six hommes ont été honorés, à titre posthume, le jeudi 15 février lors de la 30 e édition duMérite agricole franco-ontarien, organisé par l’Union des cultivateurs fran- co-ontariens (UCFO) en partenariat avec La Cité. Plusieurs membres des familles de chacun de ses hommes étaient présents pour la cérémonie, ainsi que des représentants de La Cité, de l’Union des cultivateurs franco- ontariens de la communauté et dumaire de Russell, Pierre Leroux. (OMCCP). Clermont mentioned the pro- gram during a brief update on his depart- ment’s activities during the January 12 UCPR committee of the whole session. Since then, he’s been trying to figure how the grant program is supposed to work and what kind of UCPR projects might qualify. “I have a list of (possible) projects,” he said, adding that he submitted a proposal when the OMCCP was announced last autumn. “The guidelines were quite specific,” he said. “You have to have a (commuter cycling) plan. They need a master plan that shows which roads are commuter roads and would be suitable for cyclists.” Clermont estimated $80,000 for the cost to develop such a plan so he put in a request for $60,000 in OMCCP support funding with the UCPR covering the rest. A fewweeks later he got a phone call from theministry asking him to submit a project proposal. Confusing process “People in Prescott-Russell don’t gen- erally take their bikes to get to work,” said Clermont. He added that he is puzzled about whyministry staff asked him to send a proj- ect proposal without first dealing with his funding request to help with drafting a plan. Clermont sent theMoT a five-year outline of plans for paving the shoulders of UCPR roads for the benefit of cyclists. Estimated cost to do all of the shoulder-paving is about $3million.TheMoT sent an email reply over the Christmas break. “We got an offer of $419,725 in grant money,” said Clermont, adding he now has a 50-page agreement for the grant covering the 2017-2018 fiscal year. “I need to get the plan done first,” he said. “But they gave me a list of (four) projects.” Clermont noted the 50-page agreement
Marc Clermont, director of public works for the United Counties of Prescott-Russell (UCPR), has got somemoney to help sup- port commuter cycling inOntario but he’s not sure what he’s allowed to do with it. “There are lots of grants out there for cy- cling programs,” Clermont said during a phone interview. “They (province) are really into promoting cycling.” One of latest funding programs from the Ministry of Transport (MoT) is the Ontario Municipal Commuters Cycling Programs

Work on the other three shoulder- paving projects would spread over 2019 and 2020. But the cost to do the plan and the one shoulder-paving project for 2018 would amount to about $100,000. To do the plan and all four shoulder-paving projects would cost about $1million. Clermont will hold off on doing anything until he can get MoT staff to clarify the purpose for the approved grant.
