On behalf of GPG. I am pleased to respond to your request to provide town planning consulting services for your proposed mixed-use development located in Hobart, IN. GPG’s expertise allows us to formulate and refine a focused approach to develop walkable, traditional neighborhoods.

Background Deeper Walk International is seeking to explore various land uses and development scenarios for their 28-acre property located in Hobart, IN. The site includes an existing community building, and it fronts the Lincoln Highway, a regional corridor. DWI has received purchase and development proposals for the property from local groups.
Please find below my proposed services and fees based upon our recent discussions and my understanding of DWI ’ s planning objectives:
Task 1: Master Plan $50,000 This task is to complete a long-range landuse master plan for the Hobart property. GPG shall complete the following during Task 1: • Lead an on- site workshop to explore the development group’s objectives and aspirational uses for the site. As part of this 2-day session, GPG shall illustrate new urban best practices and various landuse typologies and meet with local officials and developers • From its Michigan offices, GPG shall develop 3 alternative master plans for the property. These plans shall be based on DWI ’ s targeted land uses as established in the on-site workshop • GPG shall present its 3 alternatives to DWI via video conferences

Master Plan •
GPG shall develop a concept consensus master plan, based on DWI ’ s feedback from the alternative plans. This plan shall include land uses, building locations and foot prints, parks, streets, trails, landscape massing and other applicable details • GPG shall present the consensus plan to DWI via video conference and identify DWI ’ s preferences and comments • GPG shall develop a master plan for the subject property incorporating DWI ’ s feedback and planning best practices • As a part of this plan, GPG shall prepare 3-D computer models of the proposed master plan • GPG shall prepare 1 handmade painting illustrating the master plan ’ s features • GPG shall present the master plan and supporting illustrations to DWI via video conference • GPG shall be available to develop one set of minor refinements to the master plan • GPG shall prepare an illustrated booklet of the master plan Task 2: Optional Market Analysis $12,000 GPG shall be available to develop real estate market research to project the types and sizes of retail commercial centers that are supportable on the subject property. Task 3: Optional Charrette $20,000 GPG shall be available to conduct a 3-day on-site planning charrette with DWI to explore the above alternative master plans. During the session, GPG shall prepare additional alternative plan refinements and new plans as applicable. GPG recommends the charrette process include meetings with the City of Hobart planners and officials, County and State planning departments. GPG also recommends meeting with local real estate developers for their input.
Task 4: Optional Additional Paintings $3,500 ea. GPG will be available to draw paintings of the master plan like Figure 3 below.
Task 5: Optional Additional Meetings Hourly-Per Deim GPG shall be available for additional teleconferences, in-person meetings and government presentations as outlined below plus its direct related expenses.
Principal: $300/hr. $3,000 per diem Associate: $150/hr. $1,500 per diem Clerical $ 50/hr. N/A
Professional Fees: GPG’s propo ses completing Tasks 1 to 4 for fixed fees, including all expenses as outlined. GPG shall be available for Task 5 on an hourly or per diem bases as outlined. GPG also respectfully requests an initial $20,000 initial payment to begin its services. This payment shall be applied towards its final invoice.
Schedule GPG proposed the above planning services within 120 days of authorization or as mutually agreed.

DWI Responsibilities DWI shall provide the following: • Certified ALTA site survey •
Wetland and site development constraints – non-buildable conditions • Governmental restrictions for roadway access and expanded Right-of-Ways • Site water, sewer, stormwater, and other infrastructure constraints and availability • All site environmental and hydrological delineation and conditions • Site topography survey • Applicable municipal land use zoning and development standards • Defined and agreed landuse development program-building types, sizes, qualities, etc. as directed in Task 1 alternatives review • Other applicable site development and DWI conditions • Building locations, seating, tables, food for the planning charrettes Limits of Services: The services described in this agreement are for master planning consulting services only and should not be used as the sole basis for development, zoning, and site plan approvals. Architectural, engineering, environmental, vehicular impacts, financing, public funding services are not included within the services of this proposal and are to be completed by others. Conditions of Agreement: a. GPG is an independent consultant and shall be responsible for all its expenses, employee benefits, insurance, overhead, taxes and travel expenses. b. GPG will begin the services as described in this proposal upon receipt of a $20,000 non- refundable initial payment as outlined below. This payment will be deducted from the final invoice for services completed. c. GPG will invoice the client monthly or at the completion of each Task d. All invoices will be paid by the client within 30 days of receipt. Invoices shall be charged a $300 monthly late fee for invoices past due e. In the event of termination or suspension due to the fault of others than GPG, GPG will be paid compensation for all completed work, plus other fees which may have been authorized by the client for expenses resulting from such termination or suspension

Conditions of Agreement f. GPG does not imply or warrant that its master planning services will include any minimal or maximum amounts of development at the subject site g. GPG’s responsibilities for any damages or losses resulting from the services completed pursuant to this agreement shall be limited to $5,000 h. GPG shall retain exclusive ownership of all documents and plans produced under this agreement i. Deeper Walk International shall have a use license to reproduce the drawings for marketing purposes, governmental approvals, and other agreed purposes
