Stable Neighborhoods 2 primarily include well established residential with unrenovated single-story homes built in the 1950’s. Streets often lack curb and gutter, and most either have no pedestrian facilities or unusable and disconnected sidewalks.
Transition Neighborhoods are those with steady or slightly declining property values with some wear and tear on existing infrastructure and buildings. Code enforcement issues are more frequent, particularly along declining corridors, developments are aging but not blighted. Some neighborhoods are becoming more stable with new infill and redevelopment, and others are transitioning into blighted areas with declining property values due to age and lax maintenance. Transformative Neighborhoods are mostly non-residential with declining values, severe code enforcement issues, buildings and infrastructure in disrepair, high vacancy rates, crime, and blight. Several of the transformative areas with aging commercial are located along East Lancaster Avenue, East Rosedale Street, and portions of IH-820 and IH-30.
