This section of the report uses existing conditions, such as land use, land value, parcel size, and mobility to determine a parcel’s redevelopment potential or susceptibility to change. The susceptibility to change may be used to identify where and how redevelopment is likely to occur in the Eastside. The result of the analysis will be used to identify potential nodes or transit-oriented development (TOD) sites that will be explored in the concept planning task. S CREENING P ROCESS FOR S USCEPTIBILITY TO C HANGE Figure 34 illustrates the evaluation process for study area parcels using quantitative and qualitative factors to identify parcels or clusters of parcels that are more susceptible to change. Each factor was reviewed by City of Fort Worth staff to verify their applicability to the study area. A full list and description of each factor is available in the Appendix.

Study area parcels categorized by high, medium, and low redevelopment potential are illustrated in Figure 35 . Using this information, redevelopment nodes and potential TOD sites will be identified for use in the concept planning task. A full summary of the factors and methodology to determine susceptibility to change is in the appendices. The multi-screen process will support the City’s goal to attract developers and investors to foster growth and revitalization that meets community needs.
