E NVIRONMENTAL C ONSTRAINTS Environmental constraints were identified and helped to inform the alternatives analysis for this plan. The review of potential environmental constraints in the Eastside identified the floodplain as a major constraint associated with the West Fork Trinity River near Randol Mill Road parallel to Riverside Drive. Large swaths of land associated with parks, undeveloped land, and the floodplain are present and other waterbodies, wetlands, and habitats also exist, see Figure 37. One brownfield site is present at IH-35W and Terrell Avenue and is associated with the Evans Rosedale Business & Cultural District. Also, the entire study area is within the 2015 nonattainment area. According to the Texas Historical Commission, there are multiple historic sites and markers in the Eastside, including six historic districts. Three historic districts are located along East Lancaster Avenue, and East Lancaster Avenue itself is designated as a historic highway. Archeological probability data indicates that many of the floodplain areas have a moderate to high probability of containing cultural resources in the area east of IH-820. The Eastside also has a high concentration of environmental justice (EJ) populations, such as minority, low-income, and Limited English Proficiency (LEP) households. There are concentrations of EJ communities throughout the study area, particularly in the western half of the study area.
