G ROWTH S CENARIOS A key outcome of the Eastside Transportation Plan is to create a framework for growth and development in the study area that is not only supportive of high-capacity transit but is also organized in a manner that meets the needs of future residents without negatively impacting existing stakeholders. This may be accomplished through zoning and the form-based code, which will encourage higher density growth and development outside of residential areas along commercial corridors, such as East Lancaster Avenue, along IH-30, and within the nine identified concept plan areas. Figure 38 illustrates how the susceptibility to change analysis discussed in Chapter 5 is leveraged by the concept planning areas and locally preferred alternative transit routes to identify locations in the study area where future growth and development may be concentrated. Generally, low growth occurred in areas with higher concentrations of single-family homes.
