C ONCEPT P LANNING The concept plan for the study area brings together recommendations for land use with the numerous transportation components of the Eastside Transportation Plan including the recommendations in the LPA and the Thoroughfare Plan. It builds on the strategies for TOD laid out in Advancing East Lancaster (Phase 1 Study) and incorporates other transit projects proposed or planned for the study area. The recommendations in the concept plan were developed with the feedback heard from the community and other stakeholders throughout the study.
