P ROFORMA S UMMARY
For each site, a step-by-step process was utilized to determine site fit out and feasibility. Site selection was determined by extensive review of previous plans, site visits and consultation with the City. The site fit out was done in the context of current and potential recommended zoning and the physical feasibility and constraints of each site. The program was validated with real estate market demand analyses and current construction and real estate cost data. Pro forma financial statements were developed for the catalytic projects in each node to determine residual land value and perform gap analysis. Organizational roles and responsibilities were analyzed and recommendations developed for the City of Fort Worth and its partners to advance TOD. All the above analysis was distilled into recommendations for implementing TOD at the nine sites.
