I MPLEMENTATION P ROCESS

The implementation process involves actionable steps needed to take projects from planning to construction. The project development lifecycle typically starts with project identification like those identified in the plan, determines its priority and associated funding, involves programming in the MTP and TIP, continues to project design and review, and finally to construction. Figure 87 shows the project implementation process.

P ROJECT P RIORITIZATION

Prioritizing identified projects creates a clear path forward for how to best meet direst needs first. Criteria are developed through careful coordination with the city, external stakeholders, and the community. The purpose of establishing the criteria is to create a framework to measure project effectiveness and to compare the projects against each other. The criteria prioritize projects based on the plan goals and objectives and the project’s overall impact on mobility system performance. The process, in Figure 88, is performance based, data driven, and comports with TxDOT’s project selection and prioritization process.

Recommended projects include roadways, intersections, bridges, transit routes and elements, active transportation elements, and those associated with the LPA along East Lancaster Avenue/Route 89.
