Mid-block crossings refer to pedestrian and wheelchair crossings that are between two intersections and are defined by marking and signages. Mid-block crossings support the pedestrian experience by shortening the length of travel between roadway segments that are longer than average and/or have a high footfall of people on both sides of the roadways due to the presence of certain amenities (i.e., bus stop, retail destination, etc.). Minor arterials connect collector roadways to primary arterials. These are designed to accommodate moderate traffic volumes at relatively low speeds. MSD refers to an official state designation given to a property that identifies the groundwater at the property as non-potable water and is prohibited from future use as potable water due to contamination in excess of the applicable potable-water protective concentration level. A federal program administrated by the Texas Historic Commission in coordination with the National Park Service which recognizes a property’s historical or architectural significance and stresses the importance of preservation. Generally, buildings, sites, objects, structures, or districts qualify for the designation if they are at least fifty years old (with some exceptions) and meet established criteria. The National Wetland Inventory (NWI) is a digitized map developed by the U.S. Fish and Wildlife Service (USFWS) that provides information on the potential location, size, and type of wetlands across the country. An area to have air quality worse than the National Ambient Air Quality Standards as defined in the Clean Air Act Amendments of 1970 (P.L. 91-604, Sec. 109). Off-street trails are designed to be separate from roadways and provide access for pedestrians, bicyclists, and non-motorized commuters. On-Street Bike Lane refers to an exclusive or shared path for bicyclists adjacent to motorized lanes sharing the same right-of way and is distinguished by marking and signages. Peak hour or peak periods typically include the morning hours of 7:00 AM- 9:00 AM or 3:00 PM – 6:30 PM when a large percentage of the people living in an area are commuting to and from home, work, and school. Because traffic volumes tend to peak during these time periods, leading to increases in congestion, air pollution, travel times, and other variables, level-of-service is typically evaluated based on volumes during AM and PM travel times. NCTCOG uses peak periods of 6:30 AM to 8:29 AM and 3:00 PM to 6:29 PM for the regional travel demand model. Placemaking refers to a participatory process to create public spaces considering active transportation and amenities. It strengthens the connection between people and the distinct location. The alternative that best accomplishes the purpose and need of the proposed study objectives, given consideration to environmental, technical, economic, and other factors. A reasonable set of alternatives that are technically, and economically feasible, meet the purpose and need of the proposed study objective, and meet to goals of the study and City. ROW refers to an area or land designated for roadways, utilities, sidewalks, trails, and other public infrastructure elements. ROW should accommodate all the elements of roadway cross section and future widening of the road, if anticipated. Road diets refer to the reduction of travel lanes on roadways to accommodate other systematic roadway improvements such as turning lanes and bike and pedestrian facilities. Road diets are typically introduced by repurposing travel lanes on roadways that have adequate capacity to accommodate existing and projected traffic volumes. Roadway capacity indicates the maximum number of vehicles that can pass through a roadway in one hour.
