C ONGESTED R OADWAYS NCTCOG’s 2023 travel demand model uses volume to capacity ratios (VOC) and traffic volumes to provide a high-level overview of congestion levels on Eastside streets. Overall model results indicate that congestion levels are relatively low in the study area except for the locations illustrated in red in Figure 13. Table 1 summarizes the most congested non-freeway roads in the study area. The segments of East Lancaster Avenue and East Rosedale Street are two of the most congested non-freeway road segments in the study area, carrying roughly 25,000 and 30,000 vehicles per day (VPD) respectively. High levels of congestion in these segments could be from commuters exiting IH-820 to go east during the morning rush hour and to travel west to IH-820 during the evening rush hour.
