Key Takeaways  Travel patterns obtained from the regional travel demand model indicate that most of the non- freeway traffic in the Eastside is accommodated on East Lancaster Avenue and East Rosedale Street south of IH-30. Potential factors contributing to this include:  East Lancaster Avenue and East Rosedale Street are the only two roads south of IH- 30 that provide continuous east-to-west connection across the study area. Brentwood Stair Road and Meadowbrook Drive provide only partial connections.  Right-of-way constraints limit vehicle capacity on Meadowbrook Drive.  Traffic volumes and VOC ratios on roadways north of IH-30 are lower than on roadways south of IH-30. Randol Mill Road between IH-30 and John T. White Road carries about 7,829 vehicles per day and is the only roadway north of IH-30 to operate above VOC 0.85 (LOS F) at any time of the day in the study area.  The highest non-freeway traffic volumes north of IH-30 occur on Riverside Drive from the IH-30 westbound entrance ramp to Sylvania Avenue (23,829 VPD), Beach Street between the IH-30 westbound entrance ramps and 4th Street (15,004 VPD), and John T. White Road between the IH-820 northbound frontage road and Sandy Lane with about 13,833 VPD. These relatively high volumes may be the product of a sparse network north of IH-30 and the limited number of regional roadways that provide connections into the Eastside.  Limited vehicular capacity may be a problem on East Lancaster Avenue and East Rosedale Street east of IH-820 as volumes are forecasted to increase along both corridors. Increasing capacity on East Lancaster Avenue may be difficult in the future due to ROW constraints. These constraints include historic structures, a cemetery, and the Union Pacific rail line. East Rosedale Street could be widened to accommodate forecasted growth for both roads but coordinated efforts will need to occur between the City of Fort Worth, TxDOT, the City of Arlington, and Union Pacific Railroad.
