The Comprehensive Emergency Management Plan (CEMP) is a directive authorizing the institution and designated personnel to prepare for and execute assigned emergency response tasks. The purpose of this plan is to establish the legal and organizational basis for operations at CWU in response to disasters or other emergency situations. The plan will ensure the university community is well prepared to react to emergencies at the central campus if an unexpected disaster strikes. The CEMP includes response guidelines and requires the faculty, staff and students to stay vigilant, embrace the preparedness concepts, and ensure the procedures become part of our daily routine; emergency preparedness and disaster response is the responsibility of everyone. Other events may produce crisis or harmful effects, but an emergency is distinguished by the severity of the threat and its effects. Goals are to:

• Respond effectively and efficiently to any type of emergency or disaster. • Conserve and preserve university resources and vital services. • Recover and return to normal operations as soon as possible. • Protect students, staff, and visitors.

In addition to response and recovery, the CEMP addresses hazard identification and mitigation, training of response personnel, and resource identification and utilization. It also identifies: • Authorities and assigns responsibilities for planning, response, and recovery activities. • Personnel and functional areas tasked with specific responsibilities. • Available public and private resources which could be utilized.
