2. The following response activities should be established, at the minimum: a. Notification and Activation Procedures (1) Processing emergency calls or information.

(2) Activation of emergency operations procedures. (3) Notification of personnel who have response duties. (4) Mobilization or demobilization of services. (5) Continuity of government. b. Communications Implement communications procedures, including data and voice, in support of emergency operations. c. Public Information Activate procedures to disseminate and respond to requests for disaster information involving the agency, employees, responders, the public, and the media. d. Evacuation and Sheltering in Place Implement procedures to authorize, initiate, and accomplish evacuation or sheltering in place. e. Personnel Identification and Accountability (1) Control access to the area affected by the emergency or disaster. (2) Identify personnel engaged in activities at the incident. (3) Account for personnel engaged in incident activities. f. Mass Care Implement procedures for providing or requesting mass care for personnel or populations affected by the emergency or disaster. g. Disaster Health Services Activate procedures to provide for mental health and physical well-being of individuals affected by the emergency or disaster. h. Fatality Management Implement procedures to recover, identify, and safeguard remains. i. Integration of Response and Recovery Activities Implement procedures for maintaining the continuity of response activities while initiating and conducting recovery activities. j. Administration and Finance Activate procedures to track and manage personnel time and expenditures related to the event. I. Demobilization, Transition and Recovery 1. The decision to demobilize resources and personnel during emergency operations is primarily driven by the needs of the incident and those with command and control of resources at the incident scene via incident/unified command. When a centralized coordinating presence is no longer required, members of the CWU EOC will develop demobilization and transition plans to transfer responsibilities and close out mission related operations being centrally coordinated through the CWU EOC. All actions taken to demobilize at the EOC level are in support of the needs of the incident. These plans are shared among all emergency operations personnel for purposes of planning and situational awareness. Authority to demobilize EOC operations remains with the following individuals: a. University President b. Chief of Staff c. Provost d. Vice President of Operations e. Chief of Police 2. Transition to Recovery a. While immediate lifesaving and property preservation efforts occur, CWU will begin assessing how soon the response phase of emergency operations can begin the transition into the recovery phase. Recovery may initially begin with an overlap of some response operations on campus. Critical response operations will gradually shift to assisting individuals and University departments in meeting basic needs and self-sufficiency. b. Short-term recovery will initially be coordinated via the CWU EOC. At a time determined by those departments impacted by the disaster, a decision will be made to transition coordination of recovery activities to other areas outside of the Department of Public Safety.
